DESIGN REVIEW BOARD
MINUTES
The Design Review Board met in regular session on December 14, 2023. Chairman Grubb
presiding.
1. CALL TO ORDER: Meeting called to order at 6:01.
2. ROLL CALL: GRUBB, SAYER, LINDGREN, MERRILL.by ABSENT: MIHAN,
GREER, DUPERAULT.
3. CONSENT AGENDA: ALL CONSENT AGENDA ITEMS ARE CONSIDERED
ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with
one motion. There will be no separate discussion on these items unless a Design Review
Board member or City Staff requests an item to be removed from the Consent Agenda for
discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda
in a sequence determined by the Rules of Order. Any item on the Consent Agenda that
contains written recommendations from the City of Eagle shall be adopted as part of the
Design Review's Consent Agenda approval motion unless specifically stated otherwise.

C. Findings of Fact and Conclusions of Law for the Approval of DR-53-23 -
Common Area Landscaping within Route 44 Crossing Subdivision -Kenneth
Firmage: Kenneth Firmage, represented by Nicolette Womack with Kimley-Horn, is
requesting design review approval for the common area landscaping within Route 44
Crossing Subdivision. The 15.68-acre site is located at the northeast corner of State
Highway 44 and North Linder Road at 410 North Linder Road and 4400 West State
Street. (ERF)
D. Findings of Fact and Conclusions of Law for the Approval of DR-56-23 -
Common Area Landscaping within Silvercreek Subdivision - Laren Bailey: Laren
Bailey is requesting design review approval of the common area landscaping within
Silvercreek Subdivision. The 65.39-acre site is located on the north and south sides of
West Mace Road approximately 1,740-feet west of the intersection of West
Windbreaker Lane and West Mace Road at 1522 and 1811 West Mace Road. (BAW)
Merrill moves to approve the consent agenda as presented. Seconded by Sayer.

5. NEW BUSINESS:
A. ACTION ITEM DR-63-23 - Common Area Landscaping within Valnova PUMP
No. 1 - Lots 32-34: GWC Capital, represented by Eric Langvardt with Langvardt
Design Group, is requesting design review approval for the common area landscaping
within Valnova PUMP No. 1 - Lots 32-34. The 56.53-acre site is generally located 1
1/2-miles east of State Highway 16 (approximately 2.44-miles north of Beacon Light
Road (Ada County Assessor parcel number S0323131450). (BAW)
Brenda Wadsworth representing Eric Langvardt, 336 Broadway, Salt Lake City, Utah,
provides an overview of the application and responds to questions from the Board.
City Planner, Barb Williams, provides an overview of the application and responds to
questions from the Board.
Grubb moves to approve DR-63-23 Common Area Landscaping within Valnova
PUMP No. 1 - Lots 32-34: with the site specific conditions of approval as written.

B. ACTION ITEM: DR-68-23 - Multi-tenant Retail/Office (Business and
Professional/Medical and Dental) Building for Connect Pharmacy - Julie Brown:
Julie Brown, represented by Robin Gates with Studio L Architecture, is requesting
design review approval to construct a single story, 5,983-square foot multi-tenant
retail/office (business and professional/office and medical) building. The 0.63-acre site
is located northeast of State Highway 44 and North Fisher Park Way at 44 North
Fisher Park Way within Eagle Island Crossing (Lot 10, Block 2, Arts West
Subdivision No. 2). (ERF)
Robin Gates, 2115 Heights Drive, Boise, provides an overview of the application and
responds to questions from the Board.
Julie Brown, 1757 W. Washam Road, Eagle, is the owner of Connect Pharmacy
provides an overview of her pharmacy business model.
City Planner, Emily Falco provides an overview of the application and responds to
questions from the Board.
Grubb moves to approve DR-68-23 - Multi-tenant Retail/Office (Business and
Professional/Medical and Dental) Building for Connect Pharmacy with the site
specific conditions of approval as written with the following modifications:
Site specific condition #12: Provide a revised landscape plan showing the
proposed mechanical units that are ground mounted as well as the electrical gear
and proposed gas meter location to be approved by staff and one member of the
Design Review Board.
Site specific condition # 5: Strike "or" and the sentence below it, the two
sentences below it and will have a comment that the Design Review Board
unanimously agrees to a parking reduction due to various factors, one being the
cross access of this facility that is already in place. Another factor being the
specific use of the pharmacy is not a typical retail pharmacy like a CVS or one of
those other ones and it has a limited retail function and that is our reasoning in
allowing the parking reduction.

C. ACTION ITEM: DR-69-23 - Master Sign Plan for a Multi-tenant Retail/Office
(Business/Professional and Medical/Dental) Building-Julie Brown: Julie Brown,
represented by Robin Gates with Studio L Architecture, is requesting design review
approval for a master sign plan for a multi-tenant retail/office (business/professional
and medical/dental) building. The 0.63-acre site is located northeast of State Highway
44 and North Fisher Park Way within Eagle Island Crossing (Lot 10, Block 2, Arts

D. ACTION ITEM: DR-72-23 -Multi-tenant Restaurant with a Drive-Through and
Restaurant/Retail Building- Rennison Companies: Rennison Companies,
represented by Walt Lindgren with Lindgren Labrie Architecture, is requesting design
review approval of a 3,774-square foot restaurant with drive-through and
restaurant/retail building. The 0.57-acre site is located on the southeast corner of South
Edgewood Lane and East State Street at 650 South Edgewood Lane within East End
Marketplace. (BAW)

provides an overview of the application and responds to questions from the Board.

Grubb moves to approve DR-72-23 - Multi-tenant Restaurant with a Drive-
Through and Restaurant/Retail Building with the site specific conditions of
approval as written with the following modifications:
Site specific condition #11: Revised drawings for showing the new call out for the
brick to be approved by staff. Make the note that the revised brick that was
presented tonight was approved by the Design Review Board, generally known as
from the Lakewood Plant from Summit and Graphic Grain.
Site specific condition #12: Revised Landscape plan showing future ground
mounted units and the screening for those units to be approved by staff and one
member the Design Review Board.
Seconded by Merrill. ALL AYES...MOTION CARRIES.
ACTION ITEM: DR-73-23 - Master Sign Plan for a Multi-tenant
