EAGLE ARTS ADVISORY COMMITTEE
MEETING MINUTES
November 6,2023
1. CALL TO ORDER: Brian Allen calls the meeting to order at 3:00 p.m.
2. ROLL CALL: Present: ALLEN,HAMLETT,ROSS,SHAWVER. A quorum is present.
3. APPROVAL OF MINUTES:
A. ACTION ITEMS Minutes of May 8,2023: (LNW)
Brian Allen introduces the item.
Shawver makes a motion to approve the minutes of May 8, seconded by Hamlett. ALL
AYE...MOTION CARRIES.
4. NEW BUSINESS:
A. *Fiscal Year 2024-28 Capital Plan Update and Fiscal Year 2025-29 Project
Solicitation: Staff will review the adopted FY 24-28 Capital Plan adopted on September
26, 2023, and solicit projects for the FY 25-29. (NBS)
Brian Allen introduces the item. However, Nichoel Baird Spencer, Director of Long-Range
Planning and Projects, is not present so Mr.Allen suggests to move to the next item until Ms.Baird
Spencer arrives.
B. Discussion and Ideas for Future Art Projects.
Brian Allen introduces the item and asks the committee if anyone has any ideas they'd like to
discuss.
Christina Hamlett suggests a competition for local artists, both young and old, for a "Wish you
were here"Eagle postc d design. A handout is provided to the rest of the Committee. Timing of
the project is discussed.
Mark Shawver suggests several ideas for art projects including an art walk, a community mural, a
sculpture walk, an art exhibition, and more demonstrations and/or workshops with artists. Mr.
Shawver suggests more involvement with the Senior Center.
Brian Allen agrees he would like the Senior Center involved. He mentioned that the Senior Center
had hosted a quilt show in past years and would like to revisit the possibility of doing it again for
Country Christmas in 2024.
Kim Ross suggests an idea to have youth artists decorate hearts for Valentines Day and then have
them distributed to Seniors in Eagle.
A special meeting is discussed as the next regular meeting would not be until May.

C. ACTION ITEM: Call for Artists for a Youth Art Show for Arbor Day: Staff requests
the approval to publish a Call for Artists for a Youth Art Show for the month of April 2024
in celebration of Arbor Day. Staff requests the committee discuss funding for prizes,
content of prized and how the judging shall occur.
Brian Allen introduces the item.Mr.Allen asks Laura Williams,Administrative Specialist,to give
an overview of the You Art show done in April of 2023.
Ms. Williams provides n overview of the advertising and response, the display,the winners, and
how the awards basket were donated by local businesses. She asks the Committee to consider
allocating funds for futu a awards to contain art supplies and not just general donated goods.

Brian Allen clarifies that there would be two prize baskets,one for ages up to 10,and one for ages
11-18.
Kim Ross suggests regional businesses,who carry art supplies,be approached about donations.
Ross moves to approve the Call for Artists for a Youth Art Show for Arbor Day with a prize
limit amount of$150.00,or$75.00 per basket.Seconded by Shawver. ALL AYE...MOTION
CARRIES.
Brian Allen announces the presentation by Nichoel Baird Spencer will be moved to the next
meeting,as she is absen`.
5. REPORTS:
A. Staff:Nothing o report.
B. Committee:
Kim Ross asks about th budget for the next year.
Brian Allen explains a budget has been approved, the fiscal year begins October 1, and the
le
amounts allocated.
6. ADJOURNMENT
Brian Allen discusses the next regular meeting will be the first Monday of May.Identified as May
6, 2024.
Mark Shawver asks about the content of the presentation that will be rescheduled for the next
meeting. Brian Allen explains there may be opportunity for Arts Advisory Committee input on
some City Projects but will leave the details for Nichoel Baird Spencer when she is able to present.
Shawver moves to adjourn. Seconded by Ross. ALL AYE...MOTION CARRIES.

Subject: Eagle "Very Small Arts" Competition
Working Title: The "Wish You Were Here Campaign"
An initiative to not only identify and celebrate artists who can do things on a small scale but also help get
the word out regarding the beauty of our community through the production of postcards that can be
mailed across the country or even around the world.
The Competition:Two categories (one for youth and one for adults). For a small entry fee,anyone can
enter a 4x6 or 5x7 inch picture which best depicts the beauty, history or uniqueness of Eagle.This can
take the form of photographs, pen and ink, watercolor, collages, etc.,the only requirement being that
the work be submitted electronically and in a format which can be reproduced as a glossy or matte
postcard.
Three winners are chosen from both the youth and adult submissions. Cash prizes awarded for 15L, 2nd
and 3'd place, plus the winners' names and titles of their work will appear on the back of the postcards
for everyone to see.
Postcards can be printed through an entity such as Vista Print(www.vistaprint.com)for a cost of
approximately 40 cents per unit. Postcards can then be sold at the History Museum as well as at the
various shops in downtown Eagle.The winners will receive 5-10 cards each (along with a cash prize) but
will be able to purchase additional cards at a discount. Parents and grandparents are likely to gobble up
quite a few to send to friends and relatives hither and thither.
The Benefits:The competition promotes local artists of all ages,generates a smidge of revenue for the
City, and publicizes Eagle on a large scale for the cost of a postage stamp.
