Minutes
August 19, 2003
6:00 p.m.
1. CALL TO ORDER: Mayor Merrill calls the meeting to order at 6: 10 p.m.
2. ROLL CALL: BASTIAN, SEDLACEK, GUERBER, NORDSTROM. Bastian is
absent but will be at the meeting at 6:30 p.m. A quorum is present.
3. PUBLIC HEARINGS:
A. Proposed Fiscal Year 2003/2004 Bude:et:
Mayor introduces the issue.
Mayor opens the Public Hearing. No one has signed up to speak and no one from the
public is present to speak.
Mayor closes the Public Hearing
General Council discussion on the proposed FY 03/04 budget.
Library Director Baker: Discusses the proposed Library budget and discusses the future
direction of the Library and the 5 year plan.
Council Member Bastian joins the meeting at 6:30 p.m.
Further Council discussion on the budget.
4. NEW BUSINESS:
A. Ordinance No. 455: An Ordinance of the City of Eagle, Idaho, for the Fiscal Year
2004 Commencing October 1, 2003, and ending September 30,2004, Appropriating
Sums of Money To Defray All Necessary Expenses and Liabilities of the City of Eagle
for said Fiscal Year, and Providing an Effective Date.
Mayor introduces the issue.
Guerber moves, pursuant to Idaho Code, Section 50-902, that the rule requiring
Ordinances to be read on three different days with one reading to be in full be
dispensed with, and that Ordinance #455 be considered after being read once by
title only. Guerber reads Ordinance #455 by title only. Seconded by Bastian.
ALL AYE: MOTION CARRIES.................
Guerber moves that Ordinance #455 be adopted. Seconded by Bastian.

B. Ordinance No. 456: An Ordinance Of The City Of Eagle, Idaho, Amending Section
1-5-3, Eagle City Code, To Provide For Annual Salaries For The Mayor And Council,
And Providing Effective Date.

Nordstrom moves, pursuant to Idaho Code, Section 50-902, that the rule requiring

Sedlacek moves to amend the agenda and add a discussion on Valley Ride and
Compass. Seconded by Nordstrom. ALL AYE: MOTION CARRIES...................
Nordstrom reports on his meeting on Valley Ride. General discussion.
Bastian reports on the Compass meeting. General discussion.
Kelly Farris, Valley Ride, discusses the Valley Ride programs. General discussion.
Guerber reports on the meeting with the new ITD Director. General discussion.
City Clerk: There is a joint meeting scheduled for September 2, 2003 with ACHD
Commissioners. Do you feel there is a need for the meeting and if so do you have agenda
items?
Council concurs to have the meeting here at City Hall at 6:30 p.m. Agenda items to
include discussion on the Hill Road Property and an update on Plaza Drive.
5. ADJOURNMENT:
Guerber moves to adjourn. Seconded by Bastian. ALL AYE: MOTION
CARRIES.................... .
Hearing no further business, the Council meeting adjourned at 8:00 p.m.
