Minutes - 2023 - Design Review - 10/26/2023 - Regular THE CITY OF EAGLE DESIGN REVIEW BOARD MINUTES The Design Review Board met in regular session on October 26th, 2023. Chairman Grubb presiding. 1. CALL TO ORDER: Meeting called to order at 6:00 p.m. Lindgren presiding. 2. ROLL CALL: Present: SAYER, LINDGREN, MERRILL. Absent: GRUBB, DUPERAULT, GREER. A quorum is present. 3. CONSENT AGENDA:ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Minutes of August 25, 2023. (CSH) Merrill moves to approve the consent agenda as presented. Seconded by Sayer. ALL AYES... MOTION CARRIES. 4. UNFINISHED BUSINESS: None. Jo Greer present at 6:03 p.m. 5. NEW BUSINESS: A. ACTION ITEM. DR-37-23 - Change of Use, Including Modifications to the Exterior Building Elevations and LandscapinIZ-Jason Coylar: Jason Coylar, represented by Chuck Tookey with Maxey Tookey Architects, LLP, is requesting design review approval to convert an existing 22,875-square foot warehouse and storage building to a multi-tenant flex space and automotive repair building, including modifications to the exterior building elevations and landscaping. The 1.6-acre site is located on the south side of East State Street approximately 270-feet west of intersection of East State Street and South Edgewood Lane at 1447 East State Street. (ERF) Chuck Tookey, Maxey Tookey, 1140 W. Pleasanton, provides an overview of the application and responds to questions from the Board. Jason Coylar, 2880 N. Eagle Road, Eagle provides additional information regarding the application. City Planner, Barb Williams, displays a map to assist with the applicant's presentation. Page 1 of 5 Lindgren moves to approve DR-37-23 Change of Use,Including Modifications to the Exterior Building Elevations and Landscaping with the site specific conditions of approval as written with the following modifications: Eliminate site specific conditions: #1 and 92. Site specific condition #7: The Board does recommend Landscaping located within the right of way be included in the overall site landscape percentage.No additional landscaping is required and to strike or in the balance of that site specific condition. As a side note the Board does support site specific condition 48 as noted. Strike site specific condition # 9 which requires landscaping along the east and west property lines and south excuse me, thank you. I think all other site specific conditions as written apply and with caveat that we will add site specific condition #23. That states that no outdoor storage is permitted on site. Add site specific condition 924 which requires, recommends shrubs, tall colander type plantings that would help embrace the building on the northside of the building and as the applicant asked, if there is additional landscape depth if that can be provided by reducing the drive isle as noted that would be appreciated. And this to be reviewed by staff and one Board member would be appropriate. Seconded by Merrill. Add the requirement/recommendation for cross access agreement with Tates Rents to the west of the property. That is the motion as stated. Seconded by Merrill. ALL AYES...MOTION CARRIES. B. ACTION ITEM: DR-46-23 - Multi-tenant Office (Medical and Dental/Business and Professional) Building-Mike Spencer: Mike Spencer, represented by Jessica Petty with 12.15 Design, LLC, is requesting design review approval to construct a new two (2) story, 9,723-square foot multi-tenant office (medical and dental/business and professional) building. The 1-acre site is located on the south side of East State Street approximately 75-feet east of the intersection of East State Street and South Young Lane at 577 East State Street. (ERF) Chelsea Curtis, 4660 N. Penngrove, Meridian with McCarter Moorhouse provides an overview of the application and responds to questions from the Board. City Planner, Emily Falco, provides an overview of the application and responds to questions from the Board. Drew Moorehouse, 4660 N. Penngrove, Meridian. Provides further information about the application. Lindgren moves to approve DR-46-23 - Multi-tenant Office (Medical and Dental/Business and Professional) Building with the site-specific conditions of approval as written with the following modifications: Item 4, I will say that the Board does approve the removal of the Honey Locust tree, with proposed mitigation. No additional mitigation is required. Page 2 of 5 Items 5 -15 still do apply. Site specific condition 16 is to provide a revised landscape plan that indicates new landscape plantings where the existing driveway existed and is going to be eliminated to be reviewed by staff and one member of the Design Review Board. Site specific condition #17 is for the landscape architect to reassess the plantings in regard to dwarf mongo Pine in around the perimeter we would like to have a reassessment of that and that is to be reviewed by staff and one member of the Board. Site Specific Condition 918 is for the applicant to provide revised landscape, excuse me elevations that reflect additional scaling of the windows that have been proposed on the elevation with whether that includes additional mullions, some additional break downs of window elements and or of all the above, additional trim work whether it be at the sill or casing around the windows either way that is consistent with the architecture that is proposed. Back to site specific condition 92 to recommend to the council that the building elevations with the minimum glazing penetration regardless of the fact that it does not meet the current requirement of the overlay district is more than enough that is being proposed under the current design and the Board does believe that is appropriate as presented. Strike condition 92, the Board feels that the amount penetration percentage is appropriate for the design. Seconded by Merrill. Site specific condition#1,the Board does approve the 6' tall vinyl fencing, however we would like to get additional information on the specification on that fence, finish, color and otherwise to be reviewed by staff and one Board member. DR-47-23 - Master Sign Plan for 577 East State Street, including Building Wall Signage and a Multi-tenant Monument Sign for Ascend Dental - Tyson Gray and Tiffany Larson: Tyson Gray and Tiffany Larson, represented by David Moorhouse with McCarter Moorhouse, is requesting design review approval for the master sign plan for 577 East State Street, including the building wall signs and multi-tenant monument sign for Ascend Dental. The 1-acre site is located on the south side of East State Street approximately 75-feet east of the intersection of East State Street and South Young Lane at 577 East State Street. If ACHD is not comfortable with that sign and not willing to enter into a license agreement the applicant can bring back the revised location to be reviewed by staff and one Board member for approval. ACTION ITEM: DR-50-23 - Office (Business and Professional) Building within Ashbury Business Park Subdivision No. 1- Jame Clyde: James Clyde, represented by Jason Martin, is requesting design review approval of a 3,978-square foot office (business and professional) building. The 0.419-acre site is located on the northwest corner of West Bavaria Street and North Meridian Road at 3226 West Bavaria Street (Lot 1, Block 1, Ashbury Business Park Subdivision No. 1). Lindgren moves to approve DR-50-23 - Office (Business and Professional) Building within Ashbury Business Park Subdivision No. 1 —James Clyde with the site-specific conditions of approval as written with the following modifications: Site specific condition 42: To be revised to read in lieu of the condition as presented to read as, I quote "to provide a revised landscape and site plans showing the correct building footprint, sidewalk on the north side of the building in the ground mounted mechanical unit proposed on the north side of the building. The revised landscape and site plan shall be reviewed and approved by staff prior to issuance of a zoning certificate. Site specific condition #10: Readdress the elevation along Meridian Road and to possibly provide additional gable with more of a rake, gabled element versus a hit form that presents itself to Meridian Road. Primarily to reduce the amount of exposed roofing material along that elevation as discussed. Site specific condition#11: If there is further opportunity to press the amount of Fenestration opening the north side as discussed with the applicant and understanding that there can be some limitation from a building's code review, but if that's at all possible,we would like to see additional fenestration on the north side if that is at all possible. For site specific conditions #10 and 911: I would suggest,I think with review with staff and one board member would probably be appropriate on both site specific conditions 10 and 11 respectively.
