Minutes - 2023 - Eagle Arts Advisory Committee - 05/08/2023 - Regular EAGLE ARTS ADVISORY COMMITTEE MEETING MINUTES May 8,2023 1. CALL TO ORDER: Brian Allen,Recreation Director,calls the meeting to order at 3:00pm. 2. ROLL CALL: Present: ALLEN,HAMLETT,SHAWVER.ROSS is absent.A quorum is present. 3. NEW BUSINESS: A. Introductions of Committee Members and Staff. Committee Members and Staff introduce themselves. B. Discussion of the Role of the Committee,Budget,and Community Projects of Interest. Mr.Allen discusses the role of the Committee and informs the other members that there is a budget for the fiscal year. The committee will be advising the Mayor and Council on community art projects. The budget is discussed. The amount allocated for the fiscal year,whether the funds roll over,and how much has been allocated so far. Since the committee is new, no funds have been allocated. Ms. Hamlett asks about meeting frequency.Mr.Allen discusses that two meetings annually are required,but special meetings may be scheduled. Mr. Shawver mentions that they need to be on the lookout for community projects. C. ACTION ITEM: Call for Artists for the City Hall Gallery: Staff requests approval to publish a Call for Artists to display 2D art and 3D art in the City Hall Gallery,monthly, from June of 2023 through May of 2024. Mr.Allen introduces the item. The requirements for the City Hall Gallery are discussed. Mr. Shawver discusses the need for a reception for each artist display month. They discuss the good exposure and support for artists that a reception would bring. Shawver makes a motion to approve the Call for Artists for the City Hall Gallery. Seconded by Hamlett.ALL AYE... MOTION CARRIES. The advertisement for Call to Artists is discussed. D. ACTION ITEM: Call for Artists for"Art That's Small at City Hall": Staff requests approval to publish a Call for Artists for"Art That's Small at City Hall"to be on display for one month, on an annual basis,and to authorize funds for prize money and reception in an amount not to exceed$1300.00. Mr.Allen introduces the item. Art that's Small is discussed. Page 1 Shawver makes a motion to approve the Call for Artists"Art That's Small at City Hall". Seconded by Hamlett.ALL AYE... MOTION CARRIES. E. ACTION ITEM: Bids for Display Case Replacement: Staff presents bids and requests approval to purchase a new display case for the City Hall foyer. Mr. Allen introduces the item. The prices and pictures are presented for three options for display case replacement. The committee leaves the Council Chambers to look at the existing case in the foyer. Committee returns to the Council Chambers. Discusses the options. Shawver makes a motion to recommend to Council to approve the purchase of the#2 Case. Seconded by Hamlett.ALL AYE... MOTION CARRIES. F. ACTION ITEM: Arts Advisory Committee Community Grant: Discussion to recommend to the City Council to approve an Arts Advisory Committee community grant.The grant would fund projects or education that enhance artistic atmosphere and/or musical environment in the Eagle community in an amount not to exceed $15,000.00. Mr.Allen introduces the item. Mr. Shawver asks how the grant is advertised and if this is what has been done traditionally. Ms. Hamlett asks if a committee member knows of a program that is worthy of the grant if they can mention it. It is confirmed that they can. Mr.Allen goes over past recipients. Shawver makes a motion to recommend to Council to approve the Arts Advisory Community Grant. Seconded by Hamlett.ALL AYE... MOTION CARRIES. 4. REPORTS: A. Staff:ACTION ITEMS Discussion of dates and times of future meetings. Mr.Allen opens the discussion and explains that the twice-a-year meeting dates need to be decided on. The best time of year is discussed. May and November is suggested,the 3:00pm time is also recommended. Shawver makes a motion to establish the first Monday in November at 3:00pm as one of the two semi-annual meeting times. Seconded by Hamlett.ALL AYE... MOTION CARRIES. Mr. Allen discusses need for several special meetings in the future and that a Chairman should be voted on in the future. B. Committee: Mr. Shawver expresses excitement to be involved. 5. ADJOURNMENT: Page 2 Shawver moves to adjourn. Seconded by Hamlett. ALL AYE...MOTION CARRIES. Hearing no further business,the Arts Advisory Committee meeting was adjourned.
