Seconded by Gindlesperger.ALL AYE....MOTION CARRIES. 5. PRESENTATION: A. A Representative from ACHD will Provide an Update Regarding Road Closures within Eagle. Tom Ferch, Transportation Coordinator. Mr. Firch reviews the purview of Ada County Highway District,the guidelines/guidelines required to adhere to as well as the permitting process. In the last year ACHD has processed an average between 275-300 right of way permits per month for a variety of projects including new street construction, sidewalk installation and utility installation. Mr. Ferch reviews several of the online tools available ACHD uses to keep people informed of roadway closures and constructions. Discussion. 6. REPORTS: A. Mayor and Council: Baun briefly reports on the Avimor and Valnova Community Infrastructure Districts. It was a positive meeting and they look forward to moving ahead including adding it into the Phase 2 of the State and Eagle intersection improvements as a cost-share project. Staff has been working with Water District 63 about the placement of a waterflow monitoring device on the Eagle Road bike/pedestrian bridge. Discussion. C. Eagle Police Department:Not in attendance. PUBLIC COMMENT 1: This time is reserved for the public to address their elected officials regarding concerns or comments they would like to provide to the City Council regarding subjects not on the agenda. At times, the City Council may seek comments/opinions regarding specific City matters during this allotted time.This is not the time slot to give formal testimony on a public hearing matter,land use application,or comment on a pending application or proposal.Out of courtesy for all who wish to speak, the City Council requests each speaker limit their comments to three (3) minutes. Bill Morrison 19650 N. McLeod Way. Mr. Morrison asks for clarification on the participation requirements for the City's recreation program registration policies. Mayor Pierce discusses the recreation program polices. Due to such great response to the programs, the City has had to cap the number of participants. My name is Tom Ferch, I live at 577 West Rush Ct here in Eagle. I am ACHD's Transportation Funding Coordinator and ACHD's liaison to the City of Eagle. Bill Vaughn requested that ACHD provide the council and city staff a presentation on road closures. With continued growth in the Treasure Valley, ACHD recognizes that many new residents are not familiar with how the Ada County Highway District operates and may come to the city first with a road issue. I would like to provide you with some background on how ACHD coordinates road closures and ACHD resources that the city and residents of Eagle can use to stay informed about construction and utility projects occurring on ACHD's roads. For this presentation I spoke with Jim Pickard, ACHD's Inspection Coordinator and Vicki Stephens, ACHD's Traffic Control Review Coordinator. I also verified from ACHD Legal that by state statute, utilities are allowed to use the public right-of-way, but ACHD can control the time, place and manner of the work. In the last year Vicki's team has processed between 275 and 300 right- of-way permits per month. The permit projects can range from new streets being built, sidewalk and bike lane upgrades and installations, underground utility work such as water, sewer, electricity, and gas repairs to the installation of cable. The traffic control review team coordinates these projects alongside ACHD's scheduled projects, which include road improvements, road maintenance, safety projects, and chip seal. Limitations like school schedules, irrigation season and the seasonal closure of hot asphalt plants in the winter are also part of their coordination equation. Permitting includes evaluating project traffic control plans, including bike/ped facilities ensuring that they meet the minimum federal, state and county requirements, and minimizing conflicts between any nearby construction projects. When working with a developer or a utility, ACHD does not decide who can work within our right-of-way provided they meet the requirements per ACHD Policy. We do place requirements, like traffic control plans, on the projects and coordinate the projects in our right of way to reduce conflicts. We try and encourage cooperation with utilities if they are proposing work in the same area. The request to collaborate cannot be a requirement, but often collaboration makes business sense. In Boise, there are currently two hotel projects being built on Grove Street, and we were able to get their cooperation to work in the street at the same time. When a developer or utility requests a permit to work in ACHD right-of- way, closing the road is not a first option. We ask if the project can be done using lane restrictions and flaggers, performed on weekends, or done at the same time with another similar project. Once a project is scheduled, ACHD's inspection team keeps track of the project. Some projects go smoothly, and some have delays. Delays may be caused by unknowns that pop up when the street is opened. Examples include Old fuel tanks. Abandoned wells. Railroad tracks from the old Boise Interurban Railroad. Other delays are related to the contractor's ability to execute the project. In some cases, a contractor may have staff and timing issues which leads to a delay of their project. We recently had a contractor fail to perform the necessary public pre notification on a project on Beacon Light Road, which will delay the start of their project. Because there are numerous scheduled projects in that area, the contractor may lose their place in line. Recently ACHD implemented a NEW Process for projects on Arterial or Collector roads. We are identifying these projects as "High impact" projects and applying special requirements for the contractors (provide handout). Requirements include: 1. Minimum seven-day advanced notice to Mayor's office, Chamber of Commerce, school district(s), emergency services providers, impacted businesses and residents. 2. Reader board signs required and placed at project 14 days in advance. 3. Social media notices Our communications and inspection teams work closely with these companies to ensure they're providing the proper outreach and we leverage our own social media channels to assist them in amplifying their messaging. Additionally, our communications team publishes traffic advisories for all major road closures. ACHD has three resources available on our website for the public. The first one is called Roadwork in the Area or RITA. RITA is updated every two hours during regular business hours. (Watch video) The second resource is our Projects page, which is a great resource for ACHD projects. It is here that residents can filter ACHD projects by city or type, locate historical and current project information, and subscribe for updates on specific projects. For ACHD projects, our communications team uses a wide variety of methods to notify the impacted City, neighborhoods, and businesses. In addition to social media, press releases, traffic advisories, and e-mail updates, our Business and Community Relations Coordinator and Project Managers coordinate closely with area businesses, HOA's and neighborhood associations through email and in-person meetings. The third and last resource I'd like to share with you is our TellUs page, which is an online form where the public can submit a question, concern, comment or even a compliment. My name is Tom Ferch, I live at 577 West Rush Ct here in Eagle. I am ACHD's Transportation Funding Coordinator and ACHD's liaison to the City of Eagle. Bill Vaughn requested that ACHD provide the council and city staff a presentation on road closures. With continued growth in the Treasure Valley, ACHD recognizes that many new residents are not familiar with how the Ada County Highway District operates and may come to the city first with a road issue. I would like to provide you with some background on how ACHD coordinates road closures and ACHD resources that the city and residents of Eagle can use to stay informed about construction and utility projects occurring on ACHD's roads. For this presentation I spoke with Jim Pickard, ACHD's Inspection Coordinator and Vicki Stephens, ACHD's Traffic Control Review Coordinator. I also verified from ACHD Legal that by state statute, utilities are allowed to use the public right-of-way, but ACHD can control the time, place and manner of the work. In the last year Vicki's team has processed between 275 and 300 right- of-way permits per month. The permit projects can range from new streets being built, sidewalk and bike lane upgrades and installations, underground utility work such as water, sewer, electricity, and gas repairs to the installation of cable. The traffic control review team coordinates these projects alongside ACHD's scheduled projects, which include road improvements, road maintenance, safety projects, and chip seal. Limitations like school schedules, irrigation season and the seasonal closure of hot asphalt plants in the winter are also part of their coordination equation. Permitting includes evaluating project traffic control plans, including bike/ped facilities ensuring that they meet the minimum federal, state and county requirements, and minimizing conflicts between any nearby construction projects. When working with a developer or a utility, ACHD does not decide who can work within our right-of-way provided they meet the requirements per ACHD Policy. We do place requirements, like traffic control plans, on the projects and coordinate the projects in our right of way to reduce conflicts. We try and encourage cooperation with utilities if they are proposing work in the same area. The request to collaborate cannot be a requirement, but often collaboration makes business sense. In Boise, there are currently two hotel projects being built on Grove Street, and we were able to get their cooperation to work in the street at the same time. When a developer or utility requests a permit to work in ACHD right-of- way, closing the road is not a first option. We ask if the project can be done using lane restrictions and flaggers, performed on weekends, or done at the same time with another similar project. Once a project is scheduled, ACHD's inspection team keeps track of the project. Some projects go smoothly, and some have delays. Delays may be caused by unknowns that pop up when the street is opened. Examples include Old fuel tanks. Abandoned wells. Railroad tracks from the old Boise Interurban Railroad. Other delays are related to the contractor's ability to execute the project. In some cases, a contractor may have staff and timing issues which leads to a delay of their project. We recently had a contractor fail to perform the necessary public pre notification on a project on Beacon Light Road, which will delay the start of their project. Because there are numerous scheduled projects in that area, the contractor may lose their place in line. Recently ACHD implemented a NEW Process for projects on Arterial or Collector roads. We are identifying these projects as "High impact" projects and applying special requirements for the contractors (provide handout). Requirements include: 1. Minimum seven-day advanced notice to Mayor's office, Chamber of Commerce, school district(s), emergency services providers, impacted businesses and residents. 2. Reader board signs required and placed at project 14 days in advance. 3. Social media notices Our communications and inspection teams work closely with these companies to ensure they're providing the proper outreach and we leverage our own social media channels to assist them in amplifying their messaging. Additionally, our communications team publishes traffic advisories for all major road closures. ACHD has three resources available on our website for the public. The first one is called Roadwork in the Area or RITA. RITA is updated every two hours during regular business hours. (Watch video) The second resource is our Projects page, which is a great resource for ACHD projects. It is here that residents can filter ACHD projects by city or type, locate historical and current project information, and subscribe for updates on specific projects. For ACHD projects, our communications team uses a wide variety of methods to notify the impacted City, neighborhoods, and businesses. In addition to social media, press releases, traffic advisories, and e-mail updates, our Business and Community Relations Coordinator and Project Managers coordinate closely with area businesses, HOA's and neighborhood associations through email and in-person meetings. The third and last resource I'd like to share with you is our TellUs page, which is an online form where the public can submit a question, concern, comment or even a compliment.
