August 16, 2023 6:30 P.M.
1. CALL TO ORDER: at 6:02pm.
2. ROLL CALL: LEWIS,HOPKINS,BRACKNEY,TAYLOR,ALMON: Lewis absent.
3. ACTION ITEM: ADDITIONS,DELETIONS,OR MODIFICATIONS TO THE AGENDA
4. ALL CONSENT ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
Consent Agenda items are considered to be routine and are acted on with one motion.There will be no separate
discussion on these items unless an Eagle Public Library Board of Trustees member,City Staff,or a citizen
requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent
Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order.
Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted
as part of the Eagle Public Library's Board of Trustees Agenda approval motion unless specifically stated
otherwise.

b. Approval of Bills
c. Patron Point Subscription Agreement.Approval for recommendation to City Council for approval of annual
subscription agreement to Patron Point.

5. PUBLIC COMMENT:This time is reserved for the public to address the Eagle Public Library Board of Trustees
regarding concerns or comments they would like to provide to the Board regarding subjects not on the agenda. This is
not the time slot to give formal testimony on a new business item or pending application or proposal.Out of courtesy
for all who wish to speak,the Board requests each speaker limit their comments to three(3)minutes.
No public comment.
6. REPORTS
a. Staff—Steve Bumgarner
i. Circulations were down again in July due to the new library branch in Meridian Orchard Park.The
library was awarded a grant for$15,000 to refresh the furniture.The consortium agreement is still
being reworked and will include a few more branches.Almon mentioned how great the monthly
report was.Taylor inquired about a training staff attended and Steve will share out with the
board.
b. Friends of the Eagle Public Library—Betty Miller
i. The October Book Sale is scheduled for October 13 and 14.Bookmarks for marketing purposes
were distributed to the board to share and were encouraged to attend.The financial statement
was shared with the board and Betty highlighted the income for July($1,103.09).Betty raised an
issue that the group is having accessibility issues with its book cart and more specifically the
onerous process of refreshing the books in the sale shelves in the lobby.Betty has proposed four
spaces for storing the book cart in the library and Steve has not been able to find a solution.
Hopkins suggested we bring our City Hall liaison Melissa in to brainstorm solutions such as
modified transportation to bring the books over.Hap Miller is one of the two volunteers that
brings the cart over from City Hall and wants to avoid more than one trip per week across the
parking lot(with rain and snow in winter especially).

c. Eagle Public Library Foundation-Nikki Hyer,1470 E Lone Shore Dr,Eagle,ID 83616
i. Nikki is the Treasurer for the Foundation and shared the group is in infancy mode,starting small
to introduce itself to the community and establish name recognition by buying physical items with
its name on it for the library.Thank you to the board for providing feedback on the letter writing
campaign to local businesses for raising funds.

7. UNFINISHED BUSINESS: NONE
a. ACTION ITEM: Guest Opinion Survey:Discussion and planning for guest opinion survey.Candice
Hopkins
i. With a mind to survey fatigue,the board is trying to elicit opinions from the community on the
long-term strategic plans for the library.Focusing the survey around a big event might be helpful to
gain responses-whether the fall harvest or winter fest.The board will plan to informally elicit
feedback from the community at local events over the coming months.
