Minutes - 2023 - City Council - 07/31/2023 - Town Hall EAGLE CITY COUNCIL TOWN HALL MEETING MINUTES July 31,2023 1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 5:30 p.m. 2. ROLL CALL: Present: PIKE, BAUN, RUSSELL. Absent: GINDLESPERGER. A quorum is present. Gindlesperger present after roll call. 3. PLEDGE OF ALLEGIANCE: Mayor Pierce leads the Pledge of Allegiance. 4. TOWN HALL MEETING: The City of Eagle is pleased to invite all Eagle residents to attend the town hall meeting. Out of courtesy for all who wish to speak, each speaker should limit their presentation to three (3) minutes. If time permits, and after all attendees who wish to address the City Council have done so, the City Council may invite rebuttals or engage in additional discussions with the attendees. Most items are eligible for discussion, however, due to the public hearing regulations associated with land use applications,discussion/testimony of any pending application before the City must be reserved for the date of the officially scheduled public hearing noticed for City Council or the Planning and Zoning Commission. Mayor Pierce provides an update on the Capital Improvement Plan and Capital Maintenance Plan. Johnathan Seel, 2906 North Haven Drive, Eagle, Idaho. Mr. Seel has concerns about the usage of the BLM land in the foothills. Patrons are leaving debris from bon fires, there is unsafe shooting and potential for fires. Mary Hunter, 173 North Sierra View Way, Eagle, Idaho. Ms. Hunter would like an update on the Police Department Contract and the Fiber project. Mayor Pierce provides an update on the Police Department Contract. Idaho State Code Title 31 states that the County should provide Police Services on the Highways. However, our current officers are providing that service. The contracted Officers should be spending time in City Limits. Pike states we are deficient in our police staffing, and we need to do a mitigation plan. Baun states that the City of Eagle as well as other Cities are supplementing the Sheriff's Office staff. For the record, the Council members fully support the Police. Continued discussion regarding the Police Contract. Hunter is curious about the status of the Fiber program; how many employees does the City have and how is the equipment being utilized? Mayor Pierce provides an update on the fiber project. There are currently three fiber employees that are boring conduit. Johnathan Steel states that he has a lot of experience with entitlement applications and applied to be on the Comprehensive Plan Committee. He would have been a reasonable candidate and didn't even get an interview. The City may need to revisit the process. There are no trespassing signs on the canal on Stierman that an individual posted. Is the canal accessible to the public? Mayor Pierce will get clarification from the Trails Superintendent and provide an update. Mayor Pierce provides an update on the Senior Center. Rain Marywood, East Riverside Drive, Eagle, Idaho. Marywood has been a member of the Senior Center for five years. She doesn't understand how it will run when the services are run on volunteers. She is concerned with an interview that the Mayor did and the untruth about the locks. Mayor Pierce gives an explanation as to why the locks were changed and expresses that items were never taken from the Center during the transition time. Russell states that the City is looking for volunteers and invites the public to check the Senior Center out. Sharon Helpy, 11747 West Allen Drive, Boise, Idaho. She is part of the Fit and Fall Group. She states that she had access to a key to the Senior Center and there were never any issues. Lori Redding, 536 Mango Drive, Eagle, Idaho. Requests clarification on the $175k that was given to the Senior Center. Russell provides an explanation of their expenses and when the monies were given. 13.
