Resolution - 2023 - 23-19 - Adopting New Pathway And Trail Design And Construction Standards - 07/25/2023 RESOLUTION NO. 23-19 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EAGLE,IDAHO REPEALING THE EXISTING TRAIL AND PATHWAY DESIGN AND CONSTRUCTION STANDARDS AND ADOPTING NEW PATHWAY AND TRAIL DESIGN AND CONSTRUCTION STANDARDS PROVIDED HEREIN, AND PROVIDING AN EFFECTIVE DATE. WHEREAS the Mayor and City Council desire to provide the citizens of Eagle with safe and durable pathways and trails that will support the desired level of service and reflect the City of Eagle Pathways and Trails Master Plan with a minimum of long-term maintenance; and WHEREAS the Mayor and City Council desire to adopt a sustainable and affordable pathway and trail design construction standards which addresses the conditions, topography, and the forces that impact trails and pathways in the City of Eagle;and WHEREAS the Mayor and City Council desire to provide consistent standards for the development of pathways and trails within the City of Eagle; and NOW THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF EAGLE,Ada County, Idaho, as follows: CITY OF EAGLE PATHWAY AND TRAIL DESIGN AND CONSTRUCTION STANDARDS A. Regional Pathway and Trail Design: while the City may exercise considerable discretion in determining design, the following minimum standards shall be followed unless exceptions are approved in writing: 1. Tread width(the width of the finished pathway or trail surface) shall be determined by the regulations established in Eagle City Code Section 9-4-1-6 and are subject to City revision and approval. 2. Layout must facilitate access of maintenance, construction, and emergency vehicles (i.e., Turn radius and slope suitable for full size pickup and fifteen foot(15') long trailer) for City- maintained pathways. Consideration of vehicle access from public roadways, vehicle turnaround, and materials staging will be evaluated by the City. 3. If bollards, or any other access controls, are required for security, they must be removable and employ a locking method approved by the City. Lock keys or access information will be provided to the City. 4. Transitions using a radius of, no less than, eight feet (8') may be evaluated to create a connection from one pathway to another for the use of vehicles. Curb ramps where pathways meet roadways shall be provided where they are permitted by ACHD. 5. Landscaping along City Maintained pathways is prohibited within four feet(4') of the tread except for grass seeding,sod,or gravel beds.Areas within four feet(4')of the tread are subject to damage in the course of maintenance and/or repair by the City and will be repaired or replaced by the property owner. Existing trees and shrubs within four feet (4') of the tread shall be removed unless a root barrier is installed. (Some exceptions shall be made to preserve streambank stability. See Eagle City Code 8-2A-7(C) and 8-2A-7(Q)for removal and replacement requirements.) 7. Planting of trees and/or shrubs within five feet (5') of the tread is prohibited unless a root barrier is installed. In no case shall trees and/or shrubs be planted closer than three feet(3') to the tread. 8. To improve sightlines and user safety,at no time in the lifespan of trees or shrubs, will they be permitted to obstruct spaces above grade within three feet (3') of the tread horizontally or eight feet (8') vertically relative to the tread. Planting locations must account for expected growth of species selected. 9. All roots shall be cut along both sides of the tread a minimum of fifteen inches (15")in depth and all root and organic material that crosses the tread shall be removed prior to construction. 10. Subgrade shall be frost free and free of oil and any other foreign matter. Pathway and trail cross sections as shown in Section D, including subgrade, other than natural surfaces, shall be compacted to ninety five percent (95%)of standard proctor for the full shoulder and tread width. 11. To increase user safety and extend the life of the tread surface, adjacent irrigation systems must not distribute water onto the tread surface in calm weather conditions. 12. City maintained pathways that are anticipated to connect to a future pathway are to employ the cul-de-sac design outlined below. The public access easement must extend to the parcel boundary and allow possible connection to adjacent development and allow the City, or City authorized parties, and adjacent developers, to make alterations within the easement. Such alterations to elements include, but are not limited to, connection to other pathways, landscaping, fencing, irrigation equipment and signage. If the pathway is never intended to be extended in the future, a cul-de-sac is not required and the pathway can be stubbed. a. Tread surface to be constructed using City approved materials and widths. b. Design to employ an eight foot(8')radius minimum in transitions from the cul-de-sac circle to the main tread, if applicable. c. Cul-de-sac turnaround area tread to be six feet(6') or greater in diameter than the approved tread width. d. For City maintained pathways, a gravel bed must extend a minimum of two feet(2') from the tread edge in all landscaped environments. B. Community and Neighborhood Pathway Design: while the City may exercise considerable discretion in determining design, the following minimum standards shall be followed unless exceptions are approved in writing: 1. Tread width(the width of the finished pathway or trail surface)shall be as stated in Eagle City Code Section 9-4-1-6. 2. Tread Surface and Construction Specifications 1. Concrete Surface: Portland cement 3000 psi and constructed per Section D below. Tread surface, cross-sloped at 1.75%+/- 0.25%, This surface is to be medium broom finished, with 0.5-inch radius edge. Control joints shall be spaced on center at pathway tread width. Cross sections and thicknesses as depicted in Section D below. 2. Asphalt Surface: Class III plant mix pavement. Tread surface, sloped at 1.75% +/- 0.25%Cross sections and minimum thicknesses as depicted in Section D below. 3.Natural Surface: Shall be constructed per Section D below 4. Native Surface: Refers to tread materials made from materials such as the native soil or aggregate found on or adjacent to the finished pathway or trail. D. Pathway and Trail Construction Specification: 1. Regional pathways shall be constructed in accordance with the following Exhibit A.Regional trails shall be constructed in accordance with the following Exhibit A, ISPWC standards, or ACHD sidewalk standards. 2. Community pathways shall be constructed in accordance with the following Exhibit B, ISPWC standards, or ACHD sidewalk standards, as determined by the City. 3. Neighborhood pathways shall be constructed in accordance with the following Exhibit C, ISPWC standards, or ACHD sidewalk standards, as determined by the City. 4. Special Use pathways and trails shall be constructed in accordance with the following Exhibit D, unless otherwise approved by the City. Pathway Finished Grade—Landscaped 1. All City maintained pathways more than six feet (6')in width that are surrounded by, or adjacent to landscaping shall be required to utilize the following elements in landscaped areas: a. Install a root barrier in any area within five feet (5')of a tree or shrub. The root barrier shall be a minimum of two feet (2')tall and four feet (4')long. b. A compacted finish grade along the sides of the pathway shall be a minimum of two feet(2') in width. c. No adjacent grades shall drain across the tread unless approved by the City. F. Regional Pathway— Modified Levee Construction 1. The following specification may be approved by the City for pathways located in areas where narrow existing compacted earthen structures are the only available alignment option. These areas may include those with pathways or trails located along a waterway, in canal easements, or in natural and unimproved foothills settings, and may be approved to utilize the following elements.: a. Preserve and protect the area between the planned tread edge and top of bank during construction to protect undisturbed soil and vegetation. b. Preserve and protect below top of bank.No improvements or fill may be added to this area without City approval. c. Install four inches (4")of three quarter inch (3/4") minus crushed gravel base compacted to ninety five percent (95%) on a compacted subgrade. The three quarter inch (3/4") minus layer is to extend six inches (6")beyond both outer edges of the tread material (intended to improve tread edge load resilience). d. Construct the required tread surface as specified in Eagle City Code Section 9-4-1-6. G. Waiver: 1. The City Council may waive or modify any of the standards or requirements of this section when the proposed alternative has been determined to enhance the overall project; provided, however, that any such waiver shall not be injurious to public health or safety.
