(2CANKI)jTHE CITY OF EAGLE DESIGN REVIEW BOARD June 22, 2023 Minutes 1. CALL TO ORDER: 2. ROLL CALL: GRUBB, SAYER, DUPERAULT, LINDGREN, MIHAN, GREER. Absent: MERRILL. A quorum is present. Grubb presiding. 3. CONSENT AGENDA: Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member or City Staff requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. Findings of Fact and Conclusions of Law for the Approval of DR-21-23 — Common Area Landscaping within Willowbrush Subdivision — TH Lost River, LLC: TH Lost River, LLC, represented by Antonio Conti with Ackerman-Estvold, is requesting design review approval for the common area landscaping within Willowbrush Subdivision. The 5.39-acre site is located on the southwest corner of North Park Lane and West Beacon Light Road at 2795 North Park Lane. (BAW) C. Findings of Fact and Conclusions of Law for the Denial of DR-26-23 — Palmetto Plaza — One Bar/Retail Building and One Multi —tenant Commercial Building within Palmetto Plaza — TERM Investments, LLC: TERM Investments, LLC, represented by Rebecca Forster, is requesting design review approval for two buildings [one 1,920-SF bar/retail building and one 9,284-SF multi -tenant commercial building] within Palmetto Plaza. The 1.1-acre site is located on the southeast corner of East Plaza Drive and South Palmetto Avenue at 781 East Plaza Drive (Lot 17, Block 3, Merrill Subdivision No. 2). (BAW) D. Findings of Fact and Conclusions of Law for the Denial of DR-27-23 — Master Sign Plan for Palmetto Plaza, Including Three Building Wall Signs for Sturman's — TERM Investments, LLC: TERM Investments, LLC, represented by Rebecca Forster, is requesting design review approval for a master sign plan for Palmetto Plaza, including three building wall signs for Sturman's. The 1.1-acre site is located on the southeast corner of East Plaza Drive and South Palmetto Avenue at 781 East Plaza Drive (Lot 17, Block 3, Merrill Subdivision No. 2). ACTIONITEM: DR-127-04 MOD2 — Modification to a Multi -Tenant Office/Restaurant Building and Site, Including the Addition of a Cover for the Patio — BB One, LLC: BB One. LLC, represented by John Day with Slichter/Ugrin Architecture, is requesting design review approval to modify a multi -tenant office (business and professional)/restaurant building to include a cover over a portion of the existing patio and to modify the entrance to the restaurant. The 2.166- acre site is located on the southwest corner of South Rivershore Lane and South Eagle Road at 775 South Rivershore Lane (Lot 1, Block 1, Channel Center Subdivision). (BAW) John Day, 415 S. 13"' Street, Boise, provides an overview of the application and responds to questions from the Board. City Planner, Barb Williams, provides an overview of the application and responds to questions from the Board. Grubb moves to approve DR-127-04 MOD2 with the site specific and standard conditions of approvals as written with the following modifications: Site Specific Condition: #3 Remove "metal siding" in first sentence. Site Specific Condition: #14 Provide a revised plan showing the patio adding some architectural and landscape. interest to the general patio area to be approved by staff and two members of the Design Review Board. Site Specific Condition: #15 Provide revised landscape. plan as needed to address water run off by new patio roof structure to be approved by staff and one member of the Design Review Board. Comment - Applicant should consider the ADA accessible for that entrance and if that would require modifications or changes to the patio and be addressed in the next revision of plans. Comment - Applicant work with the Fired Department as required by Fire Department code. Seconded by Duperault. ALL AYES ... MOTION CARRIES. 6. REPORTS: A. Design Review Board: None. B.
