1. CALL TO ORDER: The meeting was called to order at 5:32 P.M.
2. ROLL CALL: DECKERS, FAUSTINA, HUFFAKER, IVIE, LOFAS
LIAISON: COUNCIL MEMBER BAUN
Absent: Lofas
3. APPROVAL OF MINUTES:
A. Minutes of May 19, 2022
Commissioner Deckers moved to approve the minutes of March 23, 2023, as written.
Seconded by Commissioner Ivie. ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
Brian Graham — 3855 E. Lorenzo Ln. Eagle, introduced Reese and Stella Russell — 4458 N. Croft Pl. Eagle.
Reese and Stella are part of the mountain bike team and is providing an update on activities associated with
the accidental death of their teammate, Rylan Hoob.
5. REPORTS:
A. Brian Allen absent.
B. Eric Zigenfuss presented on Public Works Responsibilities and Projects.
C. Steve Noyes presented on Trails and pathways.
D. Council Member Baun presented on the CIP Improvement Plan.
6. NEW BUSINESS:
A. Stephanie Hopkins with KM Engineering 5725 N Discovery Way Boise. Presented on the Everton
Subdivision.
Vice Chairman Ivie makes a motion for our commission to endorse the staff recommendations except
for allowing for a 20ft easement along the path demarcated B.
Chairman Huffaker states that we have a motion that the staff recommendatiiuo be accepted in its
entirety with the exception that the pathways B, the easements be reduced from 25ft to 20ft. Seconded
by Commissioner Deckers.
Commission discusses motion.
Vice Chairman Ivie makes a replacement motion, I move that our commission endorses the staff
recommendations except for allowing for a 20ft easement demarcated by section B and also adding the
addition of a small playground to the subdivision.
Chairman Huffaker states for clarification you mention section B but are you referring to all pathways
marked B? Vice Chairman Ivie states yes. Seconded by Commissioner Deckers. ALL AYES, EXCEPT
COMMISION FAUSTINA OPPOSES. MOTION CARRIES.
B. Steve Noyes presented, and Commission discussed ZOA-02-23 Subdivision Ordinance Amendment.
B. Brad Pfannmuller with Avimor Development — 18454 N. McLeod Way Boise 83714. Entered discussion
regarding Subdivision Ordinance Amendment.

Chairman Huffaker makes a motion to recommend that Eagle Parks Pathways and Recreatinn
Commission recommend for approval draft ordinance 897 the proposed new version of Eagle City Code
section 9-4-1-6 with the various corrections, amendments, and changes that have been discussed at
tonight's meeting and also to include a special note or message to Planning and Zoning, City Council
and Staff, that Paragraph F needs to be clarified to not give wildlife management plan that is mentioned
is subsection F or paragraph F the ability to take precedence over the entire code 9-4-1-6 but to clarify
that under very specific conflicts that may occur between those two that the management plan be
followed. Seconded by Commissioner Deckers. ALL AYES ... MOTION CARRIES.
