Idaho Crisis& Suicide Hotline,Director Lee Flinn Mayor Pierce introduces the item. Idaho Crisis & Suicide Hotline Director Lee Flinn reviews the activities over the last year. The call volume for 988,the Idaho Crisis and Suicide Hotline,has risen approximately 10%. Ms.Flinn reviews the services provided and how they provide assistance to those who may be in crisis. She expresses here gratitude for the funding received in the past from Eagle and the support to the hotline. They are requesting $20,000 donation, but would also be willing to continue with the $10,000 amount that has bee previously provided. General discussion. B. Terry Reilly Health Services,Allumbaugh House,Heidi Hart Mayor Pierce introduces the item. Terry Reilly Health Services, Allumbaugh House, Heidi Hart. She briefly speaks to the Joint Powers Agreement that provides funding for Allumbaugh House. Ms. Hart reviews the annual report and services provided. Reviews the trends that are being noticed in the valley currently. They are seeking$17,749 for Fiscal Year 23/24. General discussion 6. FY 23124 BUDGET PRESENTATIONS. A. SUPPORT FOR MENTAL OR EMOTIONAL HEALTH CRISIS Idaho Crisis & Suicide Hotline (ICSH) supports individuals in crisis. A person may be in crisis when their thoughts or behavior put them at risk of hurting or killing themselves or others—or prevent them from being able to care for themselves or function effectively within their family or community. 988—NEW UNIVERSAL CRISIS NUMBER The National Suicide Hotline Designation Act became law October 2020 and went live on July 16, 2022. • Senator Mike Crapo was a co-sponsor. • Universal mental health and suicide prevention crisis number across the nation. • Callers may connect to specialized support, including Ah' the Veterans Crisis Line (press 1 option). 988 • ICSH call volume has increased 10% over the past year. f� ` ° LIFELINE SUICIDE IN IDAHO Our state has one of the highest suicide rates in the nation, ranking 5th among states—or 72% higher than the national rate (American Foundation for Suicide Prevention). Since 201Z ICSH has responded to over 120,000 contacts from Idahoans aged 5—101 and supported individuals from across the state. Primary reasons Idahoans reached out to ICSH in 15L Quarter 2023: Reasons for Contact Help-seeker reasons are self-reported.Many individuals describe more than one reason for contact. Not all callers are able to provide this information while in crisis, and many choose not to share any identifiable information. *Therefore, data for any particular demographic is undercounted. When a person contacts ICSH, a trained crisis responder evaluates the person's situation, conducts a suicide and homicide risk assessment, helps the person identify strengths and reasons to live, and assists the help-seeker by creating a safety plan. By providing support at the moment of crisis, ICSH helps reduce unnecessary emergency department visits and welfare checks by local law enforcement. * From 7/1/22—6/28/23, the hotline supported callers from Eagle: • Total known Eagle contacts: 129 • 86 texts • 37 calls • 6 follow-up calls SUPPORT FOR COMMUNITIES Idaho Crisis & Suicide Hotline is an entry-point into the state's behavioral health system. For many people, a phone call or text is a first step in seeking help. ICSH provides: A mental health safety-net for individuals and families. 24/7 support for residents in emotional distress, including those who are suicidal. Follow-up phone calls to patients discharged from 1 psychiatric hospitals and crisis centers. Offer follow-up calls to individuals feeling suicidal r regardless of acuity. This is a best practice in suicide prevention. Relief to first responders by helping callers de-escalate, lessening the burden on emergency services and personnel. KEY PARTNERSHIPS • Ada County Jail —Through an MOU, ICSH supports staff and residents by enabling an incarcerated person to place a no-cost call to the hotline. • Ada County Crisis Intervention Team (CIT) meetings— ICSH is a partner in Ada County's bi-weekly CIT meetings that bring together law enforcement and others for a coordinated crisis response. • Region 4 Mobile Crisis Unit (MCU) — ICSH works closely with the Region 4 MCU. As part of the transition to 988, ICSH has taken over response to the Region 4 crisis calls. • Law Enforcement line— ICSH created a dedicated law enforcement phone line to support officers needing support from MCU.
