Minutes
1. CALL TO ORDER: Meeting called to order at 6:03 p.m. Madam Chairman Merrill presiding.
2. ROLL CALL: Present: SAYER, DUPERAULT, LINDGREN, MERRILL, MIHAN, GREER. Absent:
GRUBB. A quorum is present.
ALL CONSENT AGENDA ITEMS ARE CONSIDERED ACTION ITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no
separate discussion on these items unless a Design Review Board member or City Staff requests an
item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda
will be placed on the Regular Agenda in a sequence determined by the Rules of Order. Any item on
the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as
part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise.
A. Findings of Fact and Conclusions of Law for the Approval of DR-19-23 — Common Area
Landscaping within Valnova Subdivision Lot 22 — GWC Capital, LLC: GWC Capital, LLC,
represented by Eric Langvardt with Langvardt Design Group, is requesting design review approval for
the common area landscaping within Valnova Subdivision — Lot 22 (Spring Valley PUMP No. 1). The
8.09-acre site is generally located approximately 3/4-mile northeast of the intersection of State Highway
16 and Equest Lane (approximately 1-mile north of Beacon Light Road and Linter Road intersection)
(Ada County Assessor parcel numbers S0323336000 and S0323110015). (BAW)
B. Findings of Fact and Conclusions of Law for the Approval of DR-22-23 — Common Area
Landscaping within Rocking A Ranch Subdivision — Alscott Real Estate, LLC: Alscott Real
Estate, LLC, represented by Rodney Evans with Rodney Evans + Partners, LLC, is requesting design
review approval for the common area landscaping within Rocking A Ranch Subdivision. The 171.9-
acre site is located on the east side of North Eagle Road, approximately 1,300-feet north of East
Beacon Light Road at 3980 & 3250 North Eagle Road, 372 East Beacon Light Road, and Lots 1, 2, 3,
& 4, Block 1, Equestrian Estates Subdivision No. 1. (ERG)
C. Findings of Fact and Conclusions of Law for the Approval of DR-23-23 — Two Subdivision Entry
Features with Gates and Four Subdivision Entry Monument Signs for Rocking A Ranch
Subdivision — Alscott Real Estate, LLC: Alscott Real Estate, LLC, represented by Rodney Evans
with Rodney Evans + Partners, LLC, is requesting design review approval for two subdivision entry
features with gates and four subdivision entry monument signs for Rocking A Ranch Subdivision. The
171.9acre site is located on the east side of North Eagle Road, approximately 1,300-feet north of East
Beacon Light Road at 3980 & 3250 North Eagle Road, 372 East Beacon Light Road, and Lots 1, 2, 3,

Mihan present at 6:05 p.m.
Duperault, Sayer and Greer abstain from voting on the Consent Agenda.
Lindgren moves to approve the Consent Agenda. Seconded by Mihan. ALL

5. NEW BUSINESS:
A. ACTIONITEM: DR-18-23 —Apartment Buildings [incl. 1,000-SF Retaill, and Common Area
Landscaping within Molinari Park Subdivision — Silverado Management: Silverado Management,
represented by Walter Lindgren with Lindgren:Labrie Architecture, is requesting design review
approval for three (3) apartment buildings (one — 61,423-SF [including 1,000-SF retail], one —
82,686SF, one — 87,807-SF) and common area landscaping within Molinari Park Subdivision. The
7.16-acre site is located on the south side of East Plaza Drive approximately 1,200-feet east of the
intersection of South 2nd Street and East Plaza Drive at 401 East Cedar Ridge Street. (ERG)

overview of the application and responds to questions from the Board.
Jim Milian, 2002 S. Vista, Boise, responds to questions from the Board regarding the landscape
design.
City Planner Emily Gero provides an overview of the application and responds to questions from the
Board.
Board discussion.
Greer moves to approve DR-18-23 Apartment Buildings of Molinari with the conditions advised
by staff and Board conditions.
SSC# 1 and 2 to remain.
Strike SSC# 3 on the 10-foot sidewalk.
SSC# 4 is approved with the cross section of the building showing the rooftop mechanicals as
presented by the applicant.
SSC# 5 strike language. Replace language with: The landscape plan date stamped May 251h is
approved.
SSC#6 to remain. Add a pedestrian connection across the pathway from the shared parking
through the proposed and existing planting beds.
SSC# 7-13 to remain.
Add SSC# 14 —Ask that the mail collection for each building be allowed assuming the US Postal
Service approves the design and locations.
Seconded by Sayer. THREE AYES, ONE NAY (DUPERAULT) ... MOTION CARRIES.
B. ACTIONITEM: DR-24-23 — Office (Business and Professional) Building in Eagle Island Crossing
—Aspire Realty Group: Aspire Realty Group, represented by Walter Lindgren with Lindgren:Labrie
Architecture, is requesting design review approval for a 5,886-square foot office (business and
professional) building within Eagle Island Crossing. The 0.55-acre site is generally located northeast
of State Highway 44 and North Fisher Park Way at 62 North Fisher Park Way within Eagle Island
Crossing (Lot 9, Block 2, Arts West Subdivision No. 2). (ERG)

overview of the application and responds to questions from the Board.
Brett Stimpson, 32 N. Fisher Park Way, Eagle, responds to questions from the Board regarding trash

C. ACTIONITEM DR-25-33 — Two Building Wall Signs for Aspire Realty Group —Aspire Realty
Group: Aspire Realty Group, represented by Walter Lindgren with Lindgren: Labrie Architecture, is
requesting design review approval for two halo illuminated building wall signs. The 0.55-acre site is
generally located northeast of State Highway 44 and North Fisher Park Way at 62 North Fisher Park
Way within Eagle Island Crossing (Lot 9, Block 2, Arts West Subdivision No. 2). (ERG)

INTEGRAL PARKING STRUCTURE
Overhead steel lattice assemblies connecting the primary
OhIbuilding and parking structures create the effect that the
parking structures aren't merely a 'tacked on' solution, but
an extension of the building's architecture.
The height and rhythm of these latticed connections are
used to reinforce the onsite pedestrian circulation and
create a more intimate and meaningful experience as
residents and guests migrate from building to building.
Vertical lattices with natural vegetation are introduced at
both the ends and intermediate locations of these
canopies to further obscure the view of parked vehicles.
