CALL TO ORDER: Meeting called to order at 6:05 P.M.
2. ROLL CALL: Present: WRIGHT, JOHNSON, GUERBER, MCLAUGHLIN, and SMITH. A
quorum is present.
ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Chairman, a Commissioner, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval
motion unless specifically stated otherwise.
A. Minutes of December 17, 2018.
B. Findings of Fact & Conclusions of Law for CU -10-05 MOD — Church Building
Addition/Modification to Conditions of Approval — Eagle Church of the Nazarene: Eagle
Church of the Nazarene, represented by Matt Garner with Architecture Northwest, PA, is
requesting conditional use permit modification approval for a church building addition, to
remove the expiration date associated with previously approved conditional use permit
application, and to lease the on-site ball fields to an entity/organization other than the church.
The 21.38 -acre site is located on the south side of West State Street approximately 210 -feet east
of North Riverview Street at 1001 West State Street.
Johnson moves to approve the consent agenda. Seconded by McLaughlin. ALL AYES...
MOTION CARRIES.
4. ACTION ITEM: Election of Chairman and Vice -Chairman of the Planning & Zoning
Commission.
General discussion amongst the Commission.
Guerber moves to elect Chairman Wright as Chairman, and Commissioner Johnson to be
Vice -Chair. Seconded by McLaughlin. ALL AYES... MOTION CARRIES.
5. UNFINISHED BUSINESS: NONE
6. PUBLIC HEARINGS:
City Planner Mike Williams requests that item 6B be heard before item 6A due to the length of
discussion anticipated regarding item 6A — A-08-18/RZ-13-18.
Guerber moves to rearrange the items to move item 6B up to 6A, and item 6A down to 6B.
Seconded by Smith. ALL AYES... MOTION CARRIES.
B-. A. ACTION ITEM: RZ-14-18 — Rezone from A -R (Agricultural -Residential) to R -E
(Residential Estates) — SLN Planning — Shawn Nickel: SLN Planning, represented by
Shawn Nickel, is requesting a rezone from A -R (Agricultural -Residential) to R -E (Residential -
Estates). The 4.33 -acre site is located on the north side of West Floating Feather Road

approximately 440 -feet east of the intersection of North Meridian Road and West Floating
Feather Road at 2924 West Floating Feather Road.
Shawn Nickel, SLN Planning, 247 North Eagle Road. The applicant's representative provides a brief
overview of the application.
City Planner, Mike Williams, provides a detailed overview of the application.
Chairman Wright opens the Public Hearing.
Steve Swoboda, 1196 North Cove Colony Way. Swoboda requests clarification regarding the
proposed application and the requested zone.
Nickel responds to questions raised during the Public Hearing.
Chairman Wright closes the Public Hearing.
Smith moves to recommend for approval action item now 6A — RZ-14-18 — Rezone from A -R
(Agricultural -Residential) to R -E (Residential Estates) — SLN Planning. Seconded by Guerber.
ALL AYES... MOTION CARRIES.
B. ACTION ITEM: A-08-18/RZ-13-18 — Annexation and Rezone from RUT (Rural -Urban
Transition — Ada County Designation) to MU -DA (Mixed Use with a Development
Agreement) and R -2 -DA (Residential with a Development Agreement) — Hoot Nanney
Farms, Inc. (Michal and Bill Dixon): Hoot Nanney Farms, Inc. (Michal and Bill Dixon),
represented by Caleb LaClair, P.E., with T -O Engineers, is requesting an annexation and
rezone from RUT (Rural -Urban Transition — Ada County designation) to MU -DA (Mixed Use
with a development agreement) and R -2 -DA (Residential with a development agreement). The
89.85 -acre site is located on the east side of State Highway 16 at the northeast corner of the
intersection of State Highway 16 and West Floating Feather Road.
Caleb LaClair, 332 North Broadmoor Way. The applicant's representative provides a brief overview
of the application.
LaClair responds to questions from the Commission.
City Planner, Mike Williams, provides a brief history of the Village Planning Area and provides a
detailed overview of the application.
Williams responds to questions from the Commission.
Chairman Wright opens the Public Hearing.
Holly Purdy, R&H Agriculture, 8075 West Floating Feather Road. Purdy expresses concerns about
increased traffic in the area, potential traffic accidents, compatibility between the use of her property
and surrounding development, water availability with future development, and potential future
realignment of Floating Feather Road.
LaClair answers questions and responds to concerns raised during the Public Hearing.
Chairman Wright closes the Public Hearing.
General discussion amongst the Commission.
City Attorney, Cherese McLain, responds to questions from the Commission.
City Planner, Mike Williams, responds to questions from the Commission.
General discussion amongst the Commission.
Guerber moves to recommend for approval A-08-18/RZ-13-18 — Annexation and Rezone from

Guerber: With wording that had been previously discussed and indicated by the discussions
on 3.4.1.1, to change the word "and" to "or". Seconded by Johnson.

7. REPORTS:
A. Commission: Commissioner Smith inquires about changes with Eagle Water Company.
Commissioners Smith and Guerber state that they will be absent at the February 4" meeting.
B. City Attorney: City Attorney, Cherese McLain, provides some information regarding Eagle
Water Company.
C. Staff: None.
