Minutes - 2023 - City Council - 05/30/2023 - Town Hall EAGLE CITY COUNCIL TOWN HALL MEETING MINUTES May 30,2023 1. CALL TO ORDER: Mayor Pierce calls the meeting to order at 5:30 p.m. 2. ROLL CALL: Present: GINDLESPERGER,PIKE,BAUN,RUSSELL.ALL PRESENT. A quorum is present. 3. PLEDGE OF ALLEGIANCE: Mayor Pierce leads the Pledge of Allegiance. 4. TOWN HALL MEETING:The City of Eagle is pleased to invite all Eagle residents to attend the town hall meeting. Out of courtesy for all who wish to speak, each speaker should limit their presentation to three (3) minutes. If time permits, and after all attendees who wish to address the City Council have done so, the City Council may invite rebuttals or engage in additional discussions with the attendees. Most items are eligible for discussion,however,due to the public hearing regulations associated with land use applications,discussion/testimony of any pending application before the City must be reserved for the date of the officially scheduled public hearing noticed for City Council or the Planning and Zoning Commission. Burk Mantel,4690 North Hartley Road,Eagle,Idaho.Mr. Mantel expresses great concern that the increased use of BLM land, at the end of Hartley Road, is dangerous. This use includes shooting, off road driving, and fires for parties. Mr. Mantel feels the increase has come about because of the ordinance the current Mayor and Council eliminated. Mayor Pierce cites that BLM land allows the activities currently going on by federal law. He does not believe that the City of Eagle should restrict people from being able to do what federal law allows. Councilman Baun clarifies that changing the ordinance did not change the usage.He states that the issue is continued public use that can only be mitigated by putting together a public use plan.Which they are working on. As no one else chooses to speak, Mr. Mantel continues to express concern over road safety; both the condition of the road and leftover nails from burning pallets for fires that could hinder emergency services accessing the area. Councilman Baun clarifies that the public has one access road, Hartley, but emergency services have multiple access roads.He states the concerns raised by Mr.Mantel are issues that public lands everywhere face, and that the City and BLM are taking active steps to address them. Mr.Mantel finishes by giving a brief lesson on"Slick Spot Peppergrass", an endangered plant that is native to the area. Ed Thomas,300 South Cobblestone Way,Eagle,Idaho.He comments on the previous speaker,that some of the examples cited are already illegal and more laws are unlikely to deter the behavior. He expresses concern over part of Cobblestone Road that becomes too narrow due to parking on both sides of the street and would like to know if a portion of the road could be "no parking" to help remedy the current bottleneck. What concerns him are the potential problematic situations that groups,particularly kids, can get into when they go out in large groups on the BLM land and states it is the duty of"we as parents"to instruct them. Mayor Pierce mentions the completion of the Bike/Pedestrian bridge on Eagle Road as an example of government working well for the community. Councilman Baun encourages Mayor Pierce to give an example of government not working so well. Mayor Pierce explains the Dry Creek "Green T" intersection on highway 55 that reduces south bound traffic to one lane. The County allowed the planned community of Dry Creek to change the original agreement with the developer which resulted in restricting the flow of traffic on highway 55. Mayor Pierce feels it is sad that it was allowed to happen and cites it as one reason why it's important for Eagle to control as much land around it as possible,so others are not making decisions that impact the City. 13.
