PARKS, PATHWAYS AND RECREATION COMMISSION
* MINUTES
Eagle City Hall, 660 E. Civic Lane
November 15, 2018 5:30 p.m.
1. CALL TO ORDER: The meeting was called to order at 5:40 P.M.
2. ROLL CALL: BAUN, CROCKETT, FRIEND, MARSHALL, STIRRAT AND STOCKTON
Absent - BAUN
3. APPROVAL OY MINUTES:
A. Minutes of October 18, 2018
Friend moved to approve the minutes of October 18, 2018, as written. Seconded by Marshall.
ALL AYES... MOTION CARRIES.
4. PUBLIC COMMENT:
None
5. MAYORS BRIEFING:
Mayor Ridgeway asked the commission to consider how they use their time in the meetings and with staff.
Chairman Marshall stated that the commission struggles with the prioritization of projects on an annual basis.
He asked Mayor Ridgeway if a few months prior to the city councils' budget would suffice and asks for
feedback of a certain month so it can be listed on their annual schedule. Mayor Ridgeway suggested sometime
in May due to the budget process is started early.
Chairman Marshall states that it's easier for the commission to make recommendations if there is an estimate
on budgets. Mayor Ridgeway stated that the trails fund and parks fund are restricted for those departments
but can be used as a starting basis. As the budget is reviewed each year, the state requires a 3 -year comparison
which consists of the last 3 years, the current year's budget, and what was carried forward.
Mayor Ridgeway wanted to make the commission aware that the city council voted to accept a little over 12
acres from Charlie Woods for a new park.
Commissioner Stockton states that if the city is going to move forward with construction on trails and other
projects, the city will need to start looking into grants. Mayor Ridgeway stated -that there is money in the
budget for a grant writer
6. TRAIL COORDINATOR REPORT:
Steve Noyes provided an update on Laguna stating that the trail is now open, and the fences and signs have
been taken down. All bank repairs are essentially complete but between the riprap rocks, the planting of
willows and seeding needs to be done. Also, the Dry Creek Trail behind the Nazarene church is almost
complete but is currently open to the public.
Steve Noyes stated that the Idaho Office of Emergency Management advised that the 2nd phase of FEMA
funding which is the Hazardous Mitigation Grant Program will not be reviewed by FEMA until the first
quarter of next year, which puts everything except Laguna on hold. FEMA suggests applying for the Pre -
Disaster Mitigation Grant which is the 3rd phase of FEMA funding. Steve Noyes stated he is currently working
on the application.
Commissioner Friend asked about the graffiti located at Dry Creek Trail under highway 44 and if the special
coating that was discussed at the previous meeting had been scheduled. Steve Noyes stated that it will be taken
care of and initially it will need to be pressure washed. There is also a discussion about that section being

turned into a mural opportunity. Nichoel Baird in Planning and Zoning has been talking with the Arts
Commission about turning it into an art piece.
Council Member Pittman advised that he met with Nichoel and the church yesterday regarding the path and
that there will be solar lights installed along the pathway and a monument rock that will be placed at the
trailhead on Old State St.
7. RECREATION COORDINATOR REPORT:
Brandon Johnson provided information on marketing, social networking, and how the parks department is
doing overall. The activity guide will be available to the public in just a few weeks which covers January --
April 2019. The parks department is offering several new classes which have been filling up quickly. The
Saturday Market was a success in that there were more visitors, and vendors made more money than any
previous market. Brandon Johnson states that with all the new programs and events being offered, the city is
currently short on available space and suggests looking into purchasing or building a facility.
Coinmissioner Stirrat inquired about the best way to direct someone to the Eagle newsletter. Brandon Jonson
stated that currently we are directing the public to the website portal. Commissioner Stirrat inquired about
additional ways to direct people to the newsletter possibly through social media. Brandon Johnson stated he
will discuss it with Tammy Gordon.
Council Member Pittman stated that in regard to the growth of the farmers market and having to turn away
vendors, is there another location that could allow for more vendors. Brandon Johnson stated that other areas
have been discussed including the city hall parking lot but there is a concern about not having the event in the
downtown area.
8. UNFINISHED BUSINESS:
Mayor Ridgeway stated that after having a discussion with Public Works about the lights at Friendship Park,
they have decided to keep everything in its current state as a dusk to dawn park.
9. NEW BUSINESS:
Steve Noyes provided a briefing on the Trails and Pathways Master Plan and asked the commission for their
input on the plan.
Commissioner Stockton stated he was disappointed that the trail plan did not include ACRD. Steve Noyes
stated there is a neighborhood study currently being done with AC11D. Council Member Pittman stated that
ACRD will be working with the City of Eagle over the next 9 12 months seeking information

10. REPORTS:
Council Member Pittman advised the commission of the invite for boards and commissions next Wednesday
at 5:30pm.
11. ADJOURNMENT:
There being no furti.er business motion was made by Stockton and seconded by Crockett to
adjourn. ALL AYES. MOTION CARRIED. The meeting adjourned at 6:57 PM.
