Emergency Meeting Minutes
January 10, 2019
1. CALL TO ORDER: Mayor Ridgeway calls the meeting to order at 1:00 p.m.
2. ROLL CALL: RIDGEWAY, GOLD, PITTMAN, MITCHELL. All present. A
quorum is present. Bastian is in attendance.
3. PLEDGE OF ALLEGIANCE: Mayor Ridgeway leads the Pledge of Allegiance.
Mayor provides an overview of the City's attempt to buy Eagle Water and the City
Councils' Motion to form the Suez -Eagle Water Committee
4. NEW BUSINESS:
A. Intervention Process with the IPUC:
Mayor introduces the issue.
General discussion on the intervention process.
Mayor opens the meeting to public comment.
5. ADJOURNMENT:
Pittman moves to adjourn. Seconded by Gold. Mayor: are there
adjournment? Seeing none we are adjourned.
Hearing no further business, the meeting adjourned at 2:05 p.m.

Committee Guidelines
Attorney Client Privilege
• The City of Eagle's Suez Eagle Water Committee serve as the policy lead for the City
and will have the sole authority to direct city staff and consultants on this matter.
• Mountain Waterworks has been contracted by the City. They will be the technical Lead on
the intervention with the IPUC. Recommendations from the engineer will be made to the
committee for approval and at the committees will be given to the attorney for filing as
required by the IPUC.
• All communication shall include the City attorney's office MSTB Law and Mountain
Waterworks regarding the intervention and possible purchase of Eagle Water Company
and should be marked attorney client privilege.
• Only documents filed with the IPUC or approved by the committee will be public
documents as required by law.
• All communications with MSTB Law and the engineering office of Mountain
Waterworks regarding the intervention filed with the IPUC and the possible purchase of
Eagle Water Company must be shared with the committee and include details of the
contact including but not limited to; attorneys, IPUC officials, engineering companies,
citizens and other interveners.
• All billing for the intervention and possible water purchase must be invoiced separately
detailing each line item - including contacts.
• Correspondence with the committee should be limited to committee members,
Councilman Stan Bastian, City Clerk Sharon Bergmann, Mountain Waterworks, MSTB
Law and Tammy Gordon with the Mayor's Office. Communications outside this group is
prohibited unless directed by the committee.
