Minutes - 2022 - Design Review - 11/10/2022 - RegularCA, THE CITY OF EAGLE DESIGN REVIEW BOARD November 10, 2022 Minutes 1. CALL TO ORDER: Meeting called to order at 6:00 p.m. Grubb presiding. 2. ROLL CALL: Present: GRUBB, SAYER, DUPERAULT, LINDGREN, GREER. Absent: MERRILL, MIHAN. A quorum is present. 3. ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA: ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. A. Findings of Fact and Conclusions of Law for the Approval of DR-60-22 Multi -tenant Retail/Restaurant Building in The Bridges at Lakemoor - Hawkins Companies: Hawkins Companies, represented by Brittnee Elliott, is requesting design review approval for a 7,560- square foot multi -tenant retail/restaurant building with a drive through in The Bridges at Lakemoor. The 1.78-acre site is located near the southeast corner of the intersection of North Eagle Road and East Colchester Drive at 59 East Colchester Drive (Lot 6, Block 1, Lakemoor Commercial Subdivision). (ERG) Member Duperault recuses himself from the consent agenda. Sayer moves to approve the consent agenda as presented. Seconded by Lindgren. ALL AYES ... MOTION CARRIES. 4. UNFINISHED BUSINESS: NONE. NEW BUSINESS: A. ACTIONITEM: DR-52-20MOD2 Modification to a Storage Facility (enclosed buildings and canopies) to Remove Existing Trees and to Modify Building Elevations on Building Nos. 1, 3, and 4 - Rob Martin: Rob Martin, represented by Jeff Hatch with Hatch Design Architecture, is requesting design review approval to modify a storage facility with enclosed buildings totaling 102,888-square feet and canopies totaling 44,823-square feet, by removing existing trees from the site and modifying the building elevations on building nos. 1, 3, and 4. The 6.41-acre site is located on the south side of West State Street approximately 560-feet west of the intersection of South Payette Way and West State Street at 1653 West State Street. (BAW) Lesley Prendiville of Rodney Evans, 1450 W. Bannock Street, Boise, provides an overview of the application and responds to questions from the Board. Jeff Hatch, Hatch Designs 200 W. 3011 Street, Boise, responds to questions from the Board. City Planner, Barb Williams provides an overview of the application and responds to questions from the Board. Site specific condition #8: Provide revised elevation of the south side showing some type of architectural interest in the 162 feet of stucco where the existing trees were to be approved by staff and one member of the Design Review Board. Site specific condition #9: Provide revised landscape plan showing some evergreen trees in the planting mix along HWY 44. Comment: Design Review Board unanimously agrees that the tree mitigation is appropriate in this case based on the existing type of trees, their style, health and approximately to each other that the mitigation the applicant has proposed is adequate and we are in favor of that.
