PLANNING AND ZONING COMMISSION

Minutes
1. CALL TO ORDER: Meeting called to order at 6:05 P.M.
2. ROLL CALL: Present: WRIGHT, JOHNSON, GUERBER, MCLAUGHLIN, and SMITH. A
quorum is present.
3. ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Chairman, a Commissioner, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval
motion unless specifically stated otherwise.
A. Minutes of December 3, 2018.
B. Findings of Fact & Conclusions of Law for A-05-18/RZ-08-18 & PP -07-18 — Hollyhock
Estates Subdivision — Jerron Langston: Jerron Langston, represented by Marty Camberlango,
is requesting an annexation, rezone from RUT (Rural -Urban Transition — Ada County
designation) to R -2 -DA (Residential with a development agreement), and preliminary plat
approvals for Hollyhock Estates Subdivision, an 8 -lot (7 -buildable, 1 -common) residential
subdivision. The 6.72 -acre site is located on the east side of North Lanewood Road
approximately 770 -feet north of the intersection of West Floating Feather Road and North
Lanewood Road at 2220 North Lanewood Road.
Guerber moves to approve the consent agenda as presented. Seconded by McLaughlin.
Commissioner Smith inquires about whether the agenda should reflect someone other than
Jerron Langston as the applicant for Hollyhock Estates Subdivision, based upon comments made
by the applicant's representative during the Public Hearing.
City Planner, Mike Williams, informs the Commission that Jerron Langston was listed as the
applicant on the application, and the agenda and Findings of Fact & Conclusions of Law will
reflect that.
ALL AYES... MOTION CARRIES.
4. UNFINISHED BUSINESS: NONE
5. PUBLIC HEARINGS:
A. ACTION ITEM: CU -10-05 MOD — Church Building Addition/Modification to Conditions of
Approval — Eagle Church of the Nazarene: Eagle Church of the Nazarene, represented by
Matt Garner with Architecture Northwest, PA, is requesting conditional use permit modification
approval for a church building addition, to remove the expiration date associated with
previously approved conditional use permit application, and to lease the on-site ball fields to an
entity/organization other than the church. The 21.38 -acre site is located on the south side of
West State Street approximately 210 -feet east of North Riverview Street at 1001 West State
Street.

Matt Garner, 1211 West Hawk Place, Nampa, Idaho, Architecture North West. The applicant's
representative provides a brief overview of the application.
Garner responds to questions from the Commission.
Jesse Avery, 119 Wildflower Lane, West Valley Little League. Avery explains that West Valley
Little League has used the fields at the church for years.
Garner responds to questions from the Commission.
City Attorney, Cherese McLain, inquires as to whether the applicant has any concerns or opposition
to any conditions in the Staff Report.
Garner states that there is no opposition on the applicant's behalf.
City Planner, Barb Williams, provides a detailed overview of the application.
B. Williams responds to questions from the Commission.
Chairman Wright opens the Public Hearing.
There were no members of the public present who wished to testify.
Chairman Wright closes the Public Hearing.

City Attorney, Cherese McLain, responds to questions from the Commission.

Smith moves to recommend for approval item CU -10-05 MOD — Church Building
Addition/Modification to Conditions of Approval — Eagle Church of the Nazarene. Seconded
by Johnson. ALL AYES... MOTION CARRIES.
6. NEW BUSINESS: NONE
7. REPORTS:
A. Commission: Commissioner Smith inquires as to the status of the Eagle River hotel.
B. City Attorney: City Attorney, Cherese McLain, provides an update regarding the IMC lawsuit
and settlement.
C. Staff: City Planner, Mike Williams, provides an update regarding Council action on recent
applications. Clerk of the Meeting, Kristl Caron, provides information about upcoming meeting
dates.
8. ADJOURNMENT:
Guerber moves to adjourn. Seconded by Wright. ALL AYES... MOTION CARRIES.
