April 13, 2023
Minutes
CALL TO ORDER: Meeting called to order at 6:00 p.m.
2. ROLL CALL: Present: GRUBB, SAYER, DUPERAULT, LINDGREN, MERRILL, MIHAN,
GREER. Absent: None. A quorum is present.
3. ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There
will be no separate discussion on these items unless a Design Review Board member, City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion.
Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of
Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion
unless specifically stated otherwise.

Lindgren moves to approve the consent agenda as presented. Seconded by Sayer. ALL

5. NEW BUSINESS:
A. ACTION ITEM: DR-08-23 - Common Area Landscaping within Shingle Creek
Subdivision - Cook Brothers Construction, Inc.: Ben Semple with Rodney Evans +
Partners, LLC, representing Cook Brothers Construction is requesting design review
approval for the common area landscaping within Shingle Creek Subdivision. The 4.41-acre
site is located on the north side of State Highway 44 approximately 400-feet west of the
intersection of West State Street and State Highway 44 at 2500 West State Street. (ERG)
Ben Semple, with Rodney Evans + Partners, 1450 W. Bannock Street, Boise 83702
provides an overview of the application and responds to questions from the Board. City
Planner, Emily Gero, provides an overview of the application and responds to questions
from the Board. Board discussion.
Grubb makes a motion to approve DR-08-23 - Common Area Landscaping within
Shingle Creek Subdivision with the following site specific conditions of approval as
stated by staff with exception of:
Site specific condition #3: Strike the first word "If' and continue.
Site specific condition #8: Provide revised landscape plan, revising note #15, to state
that all existing over power lines and poles are to be removed from the site. Revised
landscape plan shall be reviewed and approved by staff prior to submittal of final plat
application.

Site specific condition #9: Provide revised landscape plan and cuts on the mailboxes
with overhead structure of sorts to be approved by staff and one member of Design
Review Board.
Site specific condition #10: Adding a three foot wall on the north side of the berm as
acceptable method to increase the height of the berm. Provide a revised plan showing
that be approved by staff and one member of Design Review Board.
Comment: Applicant to work diligently to minimize construction traffic through the
neighborhoods and utilize closes point access or State Street.
Site specific condition #11: Provide a revised landscape plan. The existing fencing at the
north to remain and be approved by staff and one member of the Design Review Board.

B. ACTION ITEM. DR-10-23 - Common Area Landscaping within Soaring Feather
Ranch Subdivision - Little Feather, LLC: Little Feather, LLC, represented by Jay
Gibbons with South, Beck and Baird Landscape Architecture, is requesting design review
approval of the common area landscaping within Soaring Feather Ranch Subdivision. The
17-acre site is located approximately 2,000- feet south of Beacon Light Road between North
Linder Road and North Park Lane at 4807 West Little Feather Lane. (BAW)
Mihan recuses himself from application.
Jay Gibbons with South Beck and Baird Landscape and Architecture, 2002 S. Vista, Boise,
provides an overview of the application and responds to questions from the Board. City
Planner, Barb Williams provides an overview of the application and responds to questions
from the Board. Board discussion.
Grubb makes a motion to approve DR-10-23 - Common Area Landscaping within
Soaring Feather Ranch Subdivision with the following site specific conditions of
approval as stated by staff with exception of:
Site specific condition #10: Provide revised landscape plan showing all overhead utilities
to be buried underground and all poles to be removed. Revised landscape plan shall be
reviewed and approved by staff prior to submittal of final plat application.
Site specific condition #8: Provide revised landscape plan showing the design and
grades in aeration of the pond to meet all recreational codes and state codes to be
approved by staff and one member of the Design Review Board.
Site specific condition #9: Provide revised landscape plan showing the elevations and
locations of the irrigation pumps as well as the actual screening with landscape to be
approved by staff and two members of Design Review Board.
Site specific condition #10: Provide revised landscape plan showing the location and
details for all mailbox clusters if used. To be approved by staff and one member of
Design Review Board.

C. ACTIONITEM: DR-11-23 - Common Area Landscaping within Kingswood
Subdivision - LGPD Utah, LLC: LGPD Utah, LLC represented by Jay Gibbons with
South, Beck, and Baird Landscape Architecture, is requesting design review approval for
the common area landscaping within Kingswood Subdivision. The 38.81-acre site is
located on the west side of North Linder Road approximately 1,430- feet north of the
intersection of North Linder Road and West Floating Feather Road. (ERG)

with the following site specific conditions of approval as stated by staff with exception
of:
Provide revised elevations and details showing the pond, grades and aeration to be
approved by staff and one member of Design Review Board.
Site specific condition #14: Provide revised drawing showing some type of coverage
structure over the mailbox clusters to be approved by staff and one member of Design
Review Board.
Site specific condition 915: Provide revised fencing details for the fence at the pickleball
court. Fencing material is approved to be chain link as long as powder coated in an
earth tone or black color. Revised elevations to be approved by staff and one member of
Design Review Board.
Site specific condition #16: Provide a revised landscape plan showing a landscape strip
between the sidewalk and the fence at the parking lot area for the pickle ball court to
also include wheel stops or a seven foot wide sidewalk in lieu of wheel stops to be
approved by staff and one member of Design Review Board.
Discussion among the Design Review Board.
