1. CALL TO ORDER: Meeting called to order at 5:31 p.m.
2. ROLL CALL: Present: MACFARLANE, HEATH, DUNN, D'ANDREA.
A quorum is present.
3. PUBLIC COMMENT:
This time is reserved for the public to address the Historic Preservation Commission regarding concerns or
comments they would like to provide to the Commission regarding any matter, up to and including any subject
on the agenda. Out of courtesy for all who wish to speak, the Commission requests each speaker limit their
comments to three (3) minutes.
4. PRESENTATION: None
5. UNFINISHED BUSINESS:
A. Update on the Jackson House Historic Structure Report
Dunn is reporting on the Jackson House Historic Structure Report. Dunn begins by refreshing on
the past process that has been completed which was SHPO giving a grant to complete the
structure report on the Jackson House. Those funds are being utilized to hire Steve Trout who is
a structural engineer who does a lot of structure reports. The latest update is that Sheri Sharp will
be vacating the property by the end of the month and the property will be turned over to the city.
Dunn explains that the house must be mainly emptied for the report to be done. Trout will be
looking at the HVAC, heating, electrical, and anything that is in the home as well as the structure
of the property as well. Dunn further explains that this is for the City of Eagle's Public Works
department so once the report is done they have an understanding of what needs to be worked on
first and a guideline to repairing and historically preserving aspects of the home. Dunn states the
cost will be around $10,000 to $12,000. Dunn says the earliest that the report will be done will
be around the end of February, sometime around spring. D'Andrea asks about the funding. Dunn
explains that the SHPO grant is a matching grant that the city will be contributing to, but that the
matching funds will be from the HPC budget. D'Andrea requests the possibility of a tour of the
home once it is possible to do so. Macfarlane asks if the report will be available to view online.
Dunn says that is at the discretion of the mayor, but that everyone is welcome to a copy of the
report. A brief discussion ensues regarding the Orville Jackson's store and the current
remodeling occurring.
6. NEW BUSINESS:
A. ACTIONITEM.• Minutes of November 9, 2022
D'Andrea makes a motion to accept the minutes of November 9, 2022, as presented.
Seconded by Macfarlane. ALL AYE ... MOTION CARRIES
B. ACTIONITEM.• Discussion on submitted CLG grants
D'Andrea requests a refreshing on this topic from the last meeting. Dunn explains that the HPC
is attempting to receive a grant to hire a consultant to put in the application for the Sears Kit
House to be placed on the National Historic Register. Dunn further explains the process to
being added to the register and why it is important to hire a consultant for that. Dunn speaks
about the grant which was for the Downtown Survey also known as the Windshield Survey or
Pagel of 3
Reconnaissance Survey. There is a Pre -Survey that was completed; however, a full survey is
needed to know what buildings qualify for the National Register and a lot of comprehensive
information. D'Andrea asks if there has ever been a survey completed prior that could be
reexamined and updated. Dunn explains that there have been several done, but none for
downtown, only for the barns of Eagle, outlying agricultural lands, and regarding city limit
homes and buildings. Dun further explains that DaVinci's, The Eagle Hotel, and Orville
Jackson's was included on that survey, but there has never been one completed for just
downtown buildings. D'Andrea asks when they will be notified if they were selected for the
grants. Dunn says around July.
C. ACTIONITEM.• Discussion on the Historic Building Disaster Plan
Dunn begins by explaining that the city is creating an emergencies operations plan for the entire
city. Dunn states that there is a twofold plan needed for the museum and HPC. The museum is
not for the city plan, but still needs to be completed. The historic buildings section covers
what happens if they are taken out during a disaster. The job of the HPC is to go around, prior
to a disaster, and update the registry regarding the state of the properties. Dunn shares that
SHPO has a great plan that Dunn will modify for the city. D'Andrea asks what the timeline
for the plan is. Dunn states that it needs to be submitted by the end of January and to expect it
finished by the second quarter of 2023. D'Andrea asks if there will be a presentation or copies
of the historic plan. Dunn assures a copy will be given to each Commissioner. Macfarlane
asks if they can submit input on the plan. Dunn states that if they can find companies that can
assist and be added for recovery and preservation efforts to send them over to be added.
D'Andrea states that as members of the committee they will assist Dunn with creating a
pamphlet with information regarding historic homes that can be given out to the public.
D. ACTIONITEM.• Discussion on updating the Historic Registry
Dunn asks if the committee members have their physical copies of the register. Dunn explains
that many homes on the registry have been moved or demolished and the registry needs to be
updated. Dunn further explains that the addresses can be split up amongst the Commissioners
and each member can go and see if the homes are still there at the listed address. Dunn states that
the registry needs to be updated. Heath asks if the building is still there would an updated image
be helpful. Dunn says that would be. Dunn states that the total number is upwards of seventy
properties will be divided up amongst everyone. Dunn will divide it equally and send the lists to
the Commissioners.
E. ACTIONITEM.• Any items the Commissioners would like to discuss in future meetings
D'Andrea mentions the tour of the Jackson House when possible. D'Andrea also mentions the
copies of the Disaster Plan.
The next meeting is scheduled for April 12, 2023, at 5:30 pin.
