Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval motion unless specifically stated otherwise. Findings of Fact & Conclusions of Law for A-06-18/RZ-11-18/PP/FP-01-18 – Endless Views Subdivision – Thomas Turgeon and Dawn Kelly: Thomas Turgeon and Dawn Kelly are requesting an annexation, rezone from RUT (Rural-Urban Transition – Ada County designation) to R-E-DA (Residential Estates with a development agreement), and combined preliminary and final plat approvals for Endless Views Subdivision, a 2-lot residential subdivision. The 5-acre site is located on the east side of North Meridian Road approximately 760-feet south of the intersection of North Meridian Road and West Beacon Light Road at 2700 North Meridian Road. 4. UNFINISHED BUSINESS: NONE 5. PUBLIC HEARINGS: Public Hearings are legally noticed hearings required by state law. The public may provide formal testimony regarding the application or issue before the Planning & Zoning Commission. This testimony will become part of the hearing record for that application or matter. A. ACTION ITEM: CU-10-05 MOD – Church Building Addition/Modification to Conditions of Approval – Eagle Church of the Nazarene: Eagle Church of the Nazarene, represented by Matt Garner with Architecture Northwest, PA, is requesting conditional use permit approval for a church building addition, to remove the expiration date associated with previously approved conditional use permit application, and to lease the on-site ball fields to an entity other than the church. The 21.38-acre site is located on the south side of West State Street approximately 210- feet east of North Riverview Street at 1001 West State Street. This site was not posted in accordance with Eagle City Code Section 8-7-8(E), therefore, this application will be re-noticed for a public hearing at a future date. B. ACTION ITEM: A-05-18/RZ-08-18 & PP-07-18 – Hollyhock Estates Subdivision – Jerron Langston: Jerron Langston, represented by Marty Camberlango, is requesting an annexation, rezone from RUT (Rural-Urban Transition – Ada County designation) to R-2-DA (Residential with a development agreement), and preliminary plat approvals for Hollyhock Estates Subdivision, an 8-lot (7-buildable, 1-common) residential subdivision. The 6.72-acre site is located on the east side of North Lanewood Road approximately 770-feet north of the intersection of West Floating Feather Road and North Lanewood Road at 2220 North Lanewood Road. ACTION ITEM: ZOA-02-18 – Zoning Ordinance Amendment – City of Eagle: An ordinance of the City of Eagle, Ada County Idaho, amending Title 8, Chapter 3, Section 5, Paragraph J “Oil and Gas Extraction”, Item 8 “Waiver” and amending Paragraph K “Oil and Gas Post-extraction”, Item 7 “Waiver”; providing a severability clause; and providing an effective date. The City of Eagle is conducting public hearings to consider amending the waiver sections relating to oil and gas extraction and post-extraction activities within City limits. 6. NEW BUSINESS: NONE 7.
