Minutes
1. CALL TO ORDER: Meeting called to order at 6:03 P.M.
2. ROLL CALL: Present: WRIGHT, GUERBER, MCLAUGHLIN, and SMITH. Absent:
JOHNSON. A quorum is present.
CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Chairman, a Commissioner, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval
motion unless specifically stated otherwise.
A. Minutes of October 1, 2018.
Smith moves to approve the consent agenda as written. Seconded by McLaughlin. ALL
AYES... MOTION CARRIES.
4. UNFINISHED BUSINESS: NONE
PUBLIC HEARINGS:
A. ACTION ITEM: RZ-07-18/CU-03-18/PPUD-02-18/PP-06-18 — Molinari Park Subdivision —
Eagle 26. LLC: Eagle 26, LLC, represented by John King with Pivot North Architecture, is
requesting a rezone from CBD (Central Business District) to CBD -DA -P (Central Business
District with a development agreement — PUD), conditional use permit, preliminary
development plan, and preliminary plat approvals for Molinari Park Subdivision, a 119 -lot, 342 -
unit (94-townhome, 3-commercial/residential [consisting of 248 -units], 6 -commercial, 16 -
common, and 3 -private street) mixed use planned unit development. The 24.6 -acre site is located
on the south side of East Plaza Drive approximately 300 -feet east of the intersection of South
2nd Street and East Plaza Drive. This item was continued from the October 1, 2018, Planning &
Zoning Commission meeting.
City Planner, Mike Williams provides a brief introduction of item 5A.
John King, 306 North Mobley Drive, Boise, Idaho. The applicant's representative provides a brief
overview of the revised site plans and reviews the applicant requested changes to the conditions of
development and site specific conditions of approval recommended in the Staff Report.
King responds to questions from the Commission.
City Planner, Mike Williams, explains corrections that Staff will make to the conditions of
development, and explains Staff's response to the applicant requested changes to the conditions of
development and site specific conditions of approval recommended in the Staff Report.
Williams responds to questions from the Commission.
Chairman Wright opens the Public Hearing.
Robert Shepard, 3638 South Golden Eagle Lane. Shepard expresses concerns about parallel parking
along Plaza Drive, and requests that signage be posted along Plaza Drive to prohibit 24-hour parking
or RV/boat parking.

The applicant's representative provides rebuttal and addresses concerns raised during the Public
Hearing.
Chairman Wright closes the Public Hearing.
General discussion amongst the Commission.
City Planner, Mike Williams, responds to questions from the Commission.
Smith moves to recommend for approval item RZ-07-18/CU-03-18/PPUD-02-18/PP-06-18 with
the following recommended changes:
Site Specific Condition #24: It is recommended that the city look at the parking rules on plaza
and adjust them as necessary to prevent overnight parking or parking of extraordinary large
vehicles and to define a rule for business use during that time as is seen fit.
Site Specific Condition #12: There was the question of the rewording of that particular area
and that referenced the number of parking spaces — we struck the number "63", and struck
the word "additional', and the sentence would read: "Provide a revised preliminary plat
/preliminary development plan showing the required covered parking spaces located within
the area containing the apartments to be covered with greenscaping.
Discussion amongst the Commission.
Smith: Site Specific Condition #10 — with the 59 -feet proposal by applicant, we can strike site
specific condition #10.
There was also new Site Specific Condition #23 regarding the expansion of North Palmetto
Avenue, as dictated by Mr. Williams: North Palmetto Avenue shall be constructed
concurrently with phase #4 as shown on the potential project phasing plan, date stamped by
the City on September 20, 2018. No occupancy permits shall be issued for phase #4 — multi-
family apartment area — until ACHD has accepted the completed North Palmetto Avenue.
I recommend that we accept the changes made by the applicant with the support of the City
Planner.

6. NEW BUSINESS: NONE
7. REPORTS:
A. Commission: Commissioner Smith inquires about the status of Heron's Edge Mixed Use
Community. McLaughlin and Johnson will be absent at the November 5" meeting.
B. City Attorney: None.
C. Staff: None.
8. ADJOURNMENT:
Smith moves to adjourn. Seconded by Guerber. ALL AYES... MOTION CARRIES.
