CALL TO ORDER: Meeting called to order at 6:05 P.M.
2. ROLL CALL: Present: JOHNSON, GUERBER, MCLAUGHLIN, and SMITH. Absent:
WRIGHT. A quorum is present.
3. ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Chairman, a Commissioner, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval
motion unless specifically stated otherwise.
A. Minutes of October 15, 2018.
B. Findings of Fact & Conclusions of Law for RZ-07-18/CU-03-18/PPUD-02-18/PP-06-18 —
Molinari Park Subdivision — Eagle 26, LLC: Eagle 26, LLC, represented by John King with
Pivot North Architecture, is requesting a rezone from CBD (Central Business District) to CBD -
DA -P (Central Business District with a development agreement — PUD), conditional use permit,
preliminary development plan, and preliminary plat approvals for Molinari Park Subdivision, a
119 -lot, 342 -unit (94-townhome, 3-commercial/residential [consisting of 248 -units], 6 -
commercial, 16 -common, and 3 -private street) mixed use planned unit development. The 24.6 -
acre site is located on the south side of East Plaza Drive approximately 300 -feet east of the
intersection of South 2nd Street and East Plaza Drive.
Smith moves to approve the consent agenda as written. Seconded by Guerber. ALL AYES...

4. UNFINISHED BUSINESS: NONE
PUBLIC HEARINGS:
A. ACTION ITEM: A-06-18/RZ-11-18/PP/FP-01-18 — Endless Views Subdivision — Thomas
Turgeon and Dawn Kellv: Thomas Turgeon and Dawn Kelly are requesting an annexation,
rezone from RUT (Rural -Urban Transition — Ada County designation) to R -E -DA (Residential
Estates with a development agreement), and combined preliminary and final plat approvals for
Endless Views Subdivision, a 2 -lot residential subdivision. The 5 -acre site is located on the east
side of North Meridian Road approximately 760 -feet south of the intersection of North Meridian
Road and West Beacon Light Road at 2700 North Meridian Road.
Chuck Christensen, Quadrant Consulting, 1904 West Overland Road, Boise, Idaho. The applicant's
representative provides a brief overview of the application.
Christensen responds to questions from the Commission.
Chairman Wright joined the meeting at 6:20 P.M.
City Planner, Mike Williams, provides a detailed overview of the application.

Chairman Wright opens the Public Hearing.
Pat Thacker, 1033 West Newfield Drive. Thacker supports the application and does not believe that
a house on the property would negatively impact surrounding properties.
Tom Turgeon, 2700 North Meridian Road. The applicant tells the Commission about the mood of
the neighborhood meeting.
Dawn Kelly, 2700 North Meridian Road. Kelly introduces herself to the Commission, informs them
that she is one of the applicants, and asks the Commission if they have any questions for her.
The Commission states that they do not have any questions for Kelly.
Stan Boyd, 2929 West Beacon Light Road. Boyd states concerns about the possible location of a
house on the property in relation to his home.
Lynn McClintock, 3054 West Caliber Court. McClintock supports the application but requests that a
condition of development be added to restrict the building envelope to the east side of the property,
and requests that utilities be required to be placed underground.
Craig McClintock, 3054 West Caliber Court. McClintock supports the application, but shares
concerns about the location of the building envelope, undergrounding of the utilities, availability of
water in the area, and the possibility of tiling the ditch.
Tony Loucks, P. O. Box 1232. Loucks requests that site be kept clean during construction so that
materials do not blow onto his property.
Tom Turgeon, 2700 North Meridian Road. The applicant provides rebuttal and addresses concerns
raised during the Public Hearing.
Chuck Christensen, the applicant's representative, provides rebuttal and addresses concerns raised
during the Public Hearing.
City Planner Mike Williams provides information regarding Eagle City Code requirements for
undergrounding utilities.
Christensen responds to questions from the Commission.
Chairman Wright closes the Public Hearing.
General discussion amongst the Commission.
City Attorney, Cherese McLain, responds to questions from the Commission.
City Planner, Mike Williams, responds to questions from the Commission.
General discussion amongst the Commission.
Guerber moves to recommend for approval item A-06-18/RZ-11-18/PP/FP-01-18 as the
approval of the annexation and the rezone, however, only approving a preliminary plat as
recommended by staff, as well as including the staff's recommendation.
Seconded by Smith.
Discussion amongst the Commission.
