Minutes - 2018 - Historic Preservation Commission - 10/24/2018 - RegularTHE CITY OF EAGLE HISTORIC PRESERVATION COMMISSION Meeting Minutes Eagle City Hall, 660 E. Civic Lane October 24, 2016 5:30 P.M. 1. CALL TO ORDER: Meeting called to order at 5:30 p.m. 2. ROLL CALL: Present: NICKEL, STAFFORD, PENCE, DAVINA. A quorum is present. Chairman Pence requests that the agenda be amended to add Commission Reports at the end of the agenda. Stafford moves to amend the agenda to be heard as item 6. Seconded by Nickel. ALL AYEE.MOTION CARRIES. 3.. PUBLIC COMMENT: This time is reserved for the public to address the Historic Preservation Commission regarding concerns or comments they would like to provide to the Commission regarding any matter, up to and including any subject on the agenda. Out of courtesy for all who wish to speak, the Commission requests each speaker limit their comments to three (3) minutes 4. NEW BUSINESS: A. Question and Answer with Mayor Ridgeway. Mayor states that they are looking into possibly hiring someone to be support staff for the Commissions to help them be more productive and provide support in a more consistent manner. Additionally he is interested investigating combining the Arts Commission and Historic Commission similar to Boise City. He has already approached the Arts Commission with this idea and would like this Commission to discuss it as well. There would be changes, obviously the duties of each Commission should they be combined will need to be reviewed and possibly adjusted. Perhaps there are ways to better assist the Commissions to help get their projects completed. Discussion regarding potential make-up of the proposed new Art -Historic Committee, duties and project. Discussion regarding historic properties. Mayor Ridgeway notes that the City has been approached by the owner of Wild West regarding their desire to purchase the current museum property. The gentleman was told that the city would be interested in a land swap for a replacement site for the museum, or possibly an auction of the property for which the business owner may not win. Nickel asks about the status of the Sharp property. Discussion regarding the Urban Renewal Agency and how it functions; the need for better communication between agencies; the new Economic Development position with the city and what it is capable of encouraging growth and attacking business. Mayor suggests possibly having the City Attorney attend the next Commission meeting to review the duties of the Historic Preservation Commission as established in City Code so there is a better understanding of the duties of the Commission. Meeting with the Urban Renewal Agency may be a good ideas as most if not all of the Historic properties fall within the URA boundary. Discussion on how to promote properties currently on Eagle's historic register, perhaps on the monthly newsletter, on the City website and social media. Mayor says that would be feasible and to work with the Public Information Officer and provide her with the information and photo. 5. UNFINISHED BUSINESS: A. Historic Downtown Designation Discussion: This item was continued from the October 10, 2018 meeting. Chairman Pence introduces the item. Nickel states based on tonight's discussion, the Mayor indicated that the Commission may present at the November 13, 2018 Council meeting. He offers to make the presentation and prepare a PowerPoint. Additionally the HPC would like to meeting with the Arts Commission to possibly see about partnering with them on banners and some of the weigh faring signs for proposed Historic Eagle Village designation. Staff is asked to try and coordinate their placement on the agenda. Commissioners will do some additional research regarding the history of the term village. B. ACTION ITEM: Finalize adoption of short term and long-term goals. (ZP) This item was continued from the October 10, 2018 meeting. Chairman Pence reviews the list that he compiled based on their work session earlier in the year. Short term goals: • Cleaning up the Local historic registry. Ensuring the information is relevant and accurate. • Research and acquire funding opportunities: loans, grants and gifts. To acquire additional funds to facilitate the duties of the historic commission. • The placement of historic plaques on properties. Long term goals: • Historic downtown designation • Create more structure on how the HPC functions with other committees and departments within the city. • Set up a review schedule of properties. • Better understand the Commissions preview. Nickel state that he would like the historic downtown designation moved to a short term goals. After discussion they decide to just adopt these as goals, and not designate shore term/long term and just call them goals. Discussion. Stafford moves to adopt the seven goals. Seconded by Davina. ALL AYE...MOTION CARRIES. 1. ACTION ITEM: Identification of strategy for implementing short term and long term goals. Discussion. • Cleaning up the local historic registry. Ensuring the information is relevant and accurate. What things should be confirmed regarding the listings on Eagle's historic registry? Construction date is of utmost importance. Perhaps snapping a picture of the property. Stafford volunteers to do this. • Research and acquire funding opportunities: loans, grants and gifts. To acquire additional funds to facilitate the duties of the historic commission. Davina will research gifts. Pence will research loans and grants from the public funding options. • The placement of historic plaques on properties. The Commission states that this will be delayed for a while. • Historic downtown designation. Nickel will continue forward and then come back with a better idea of need for additional assistance. • Create more structure on how the HPC functions with other committees and departments within the city. Pence will contact other Chairmen and seek ways to increase communication between the Committees/Boards/Departments. • Set up a review schedule to survey properties. Pence will contact the Museum Curator to obtain clarification on this item. • Better understand the Commissions preview. The City Attorney will be invited to attend the next to review the Code section. C. ACTION ITEM: Review Historic Preservation Brochure edits and approve for final printing. (ZP) This item was continued from the October 10, 2018 meeting. Page 2 of 3 Pence reviews the brochure. Minor edits are discussed. Nickel moves to approve the brochure with edits to the brochure and have them printed. Seconded by Stafford. ALL AYE...MOTION CARRIES D. Discussion of edits to Downtown Walking tour brochure. 17us item was continued from the October 10, 2018 meeting Davina offers to review what base documents exist and work on the brochure. Staff will forward her the documents. E. ACT/ON /MM. Historic Property plaques. Final approval of language; review of purchasing criteria. This item was continuedfrom the October 10, 2018 meeting. Pence reviews the language for the old Blue Moose property. Edits are suggested, he will make the edits and verify the dates listed. This will be brought back. Nickel continues to work on the plaque language for the Methodist Church site. 1'. ACTION ITEM. Discussion of Frequently Asked Question (FAQ) brochure. Identify questions the Commission would like addressed. Designate someone from the Commission to work with staff to draft document. This item was continued from the October 10, 2018 meeting. Davina moves to table discussion of FAQ brochure. Seconded by Stafford. ALL AYE...MOTION CARRIES. *6. COMMISSION REPORTS: Davina states her meeting last week with the Mayor regarding Fundraising was good for historic preservation was good. The HPC reports directly to the City Council of Eagle. We serve to benefit the Eagle community by preserving our past to promote our City's unique character, culture and feel. We believe it is necessary to preserve the past as we build for the future. EAGLE HISTORIC REGISTRY LTIPPINIP a joint effort, the City of Eagle, the Historic Preservation Commission, and the Eagle Historical Museum have identified a number of structures and sites that significantly reflect our historic cultural and architectural heritage-."-- The eritage The Eagle Historic Registry exists to protect that heritage for the benefit of the Eagle community. Membership in this registry is honorary. EAGLE DRUG STORE BANK OF EAGLE ORVILLE JACKSON HOUSE HISTORIC WALKING TOUR The Historic Walking Tour is an easy walk across several blocks of downtown Eagle past some of the oldest buildings in the community. In front of each building, along the tour, an interpretive sign provides a brief history of each building. A separate brochure for the walking tour is available at Eagle City Hall or at the Eagle Historical Museum. Enjoy the history and a casual stroll through the heart of Eagle, Idaho. VILLENEUVE HOUSE
