Special Meeting Minutes
October 29, 2018
1. CALL TO ORDER: Mayor Ridgeway calls the meeting to order at 5:00 p.m.
2. ROLL CALL: I3ASTIAN, GOLD, PITTMAN, MITCHELL. Bastian is absent. A
quorum is present.
3. ACTION ITEM EXECUTIVE SESSION:
74-206. EXECUTIVE SESSIONS: 74-206-(1) An executive session at which members of
the public are excluded may be held, but only for the purposes and only in the manner set
forth in this section. The motion to go into executive session shall identify the specific
subsections of this section that authorize the executive session. There shall he a roll call
vote on the motion and the vote shall he recorded in the minutes. An executive session shall
be authorized by a two-thirds (2/3) vote of the governing body. An executive session may be
held:
ACTION ITEM (a) To consider hiring a public officer, employee, staff member or individual
agent, wherein the respective qualities of individuals are to be evaluated in order to fill a
particular vacancy or need. This paragraph does not apply to filling a vacancy in an elective
office or deliberations about staffing needs in general;
Mayor: the first Item on the Agenda tonight is to go into Executive Session, but our City
Attorney has informed us that we need to do an ordinance amendment.
City Attorney McLain: you have tasked me to look into the possibility of changing the make-up
of the Urban Renewal Agency. The URA is governed under Title 50 Chapter 20(6) and provides
Council an overview. General discussion.
City Attorney McLain: your motion would be to amend Ordinance No. 778 to increase the
makeup of the URA to seven members and increase one additional Councilmember or the
Mayor on that Board as well. Mitchell: I make that motion. Seconded by Pittman. Gold:
AYE; Pittman: AYE; Mitchell: AYE: ALL AYES: MOTION CARRIES
General discussion on a Special Meeting next Monday, November 5th at 5:30 p.m. to vote on this
Ordinance. Council concurs to this special meeting.
4. ADJOURNMENT:
Gold moves to adjourn. Seconded by Pittman.
