THE CITY OF EAGLE EAGLE PUBLIC LIBRARY BOARD f MINUTES Eagle City Hall, 660 Civic Lane January 18, 2023 6:00 P.M. 1. CALL TO ORDER at 6:00 pm 2. ROLL CALL: LEWIS,HOPKINS,BRACKNEY,TAYLOR,ALMON:all present. 3. ACTION ITEM- ADDITIONS,DELETIONS,OR MODIFICATIONS TO THE AGENDA 4. ALL CONSENT ITEMS ARE ACTION ITEMS. CONSENT AGENDA: a. Consent Agenda items are considered to be routine and are acted on with one motion.There will be no separate discussion on these items unless an Eagle Public Library Board of Trustees member,City Staff,or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. b. Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Eagle Public Library's Board of Trustees Agenda approval motion unless specifically stated otherwise. C. Minutes of November 16,2022 d. Approval of Bills. o In-person approval of bills e. Annual Poliev Review:Guest Code of Conduct.This policy was adopted on May 13,2013. f. Annual Policv Review:Bulletin Board Policy.This policy was adopted on August 12,2013. Motion to approve:Hopkins Second:Almon Unanimously approved 5. PUBLIC COMMENT:This time is reserved for the public to address the Eagle Public Library Board of Trustees regarding concerns or comments they would like to provide to the Board regarding subjects not on the agenda. This is not the time slot to give formal testimony on a new business item or pending application or proposal.Out of courtesy for all who wish to speak,the Board requests each speaker limit their comments to three(3)minutes None 6. REPORTS a. Staff i. Busiest November and December ever for this library in terms of circulations. ii. Idaho Library Commission is supporting in-person focus groups to guide strategic planning. iii. City of Eagle Attorney will attend future meeting to advise Board. iv. December 4th Staff Development Day was successful b. Friends of the Eagle Public Library i. Betty Miller from Friends of the Eagle Public Library Update:Donations are down currently.Every day book sale is doing very well. ii. Summary of 2022 expenses and income:$5,000 in profit(see attached below for details) iii. Weather concerns alleviated after working out contingency plan for icy parking lot. iv. Upcoming Bi-Annual Sale slotted for the first weekend of May 2023.Located TBD. v. Hal Chapman from Friends of Eagle Public Library Summary of Used Book Sales:Hal provided background information on the various streams of revenue for the book sales. c. Eagle Public Library Foundation i. Kirsten Lewis from the Eagle Public Library Foundation:No update on the 5010(3)status. d. Board Members 7. UNFINISHED BUSINESS: NONE 8. NEW BUSINESS: a. Family Place Space Page 1 of 12 i. Steve reviewed the growing need for more space to accommodate families and children to meet, play,and work through early literacy activities.Timing of implementation is likely to start in February. 1.
