THE CITY OF EAGLE DESIGN REVIEW BOARD January 26, 2023 Minutes 1. CALL TO ORDER: Meeting called to order at 6:00 p.m. Lindgren presiding. 2. ROLL CALL: Present: GRUBB, SAYER, LINDGREN, MERRILL, MIHAN, GREER. Absent: GRUBB, DUPERAULT. A quorum is present. 3. ALL CONSENT AGENDA ITEMS ARE ACTION ITEMS. CONSENT AGENDA: ♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will be no separate discussion on these items unless a Design Review Board member, City Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items removed from the Consent Agenda will be placed on the Regular Agenda in a sequence determined by the Rules of Order. ♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle shall be adopted as part of the Design Review's Consent Agenda approval motion unless specifically stated otherwise. The 35.29-acre site is located at the northeast corner of West State Street and North Ballantyne Lane at 1770 West State Street. (ERG) C. The 10.99-acre site is located on the northeast corner of West Flint Drive and North Park Lane at 3850 West Flint Drive and 312 North Park Lane. (BAW) John Breckon of Breckon Land Design, 6661 N. Lindgren moves to approve DR-63-18 MOD - Modification to the Common Area Landscaping within Bellemeade Subdivision with the site specific and standard conditions of approval as written with the following modifications: Site Specific Condition 95: The Board approves the revised landscape plan as presented with the modified buffer area along Park Lane to offset from the easement, and the offset of trees that are presented and proposed along the northeast side of the play structure. DR-42-17 MOD - Modification to the Ashbury Business Park Subdivision No. 2 Site Plan to Recognize the Setback Along the East Property Line as a Side Setback - Funnel Prop, LLC: Funnel Prop, LLC, represented by Jason Yates with Element Design Build, is requesting design review approval to modify the approved site plan for Ashbury Business Park Subdivision to recognize the setback along the east property line as a side setback. The 1.17-acre site is located on the south side of West Bavaria Street approximately 830-feet west of North Meridian Road at 3475 West Bavaria Street within Ashbury Commercial Subdivision (Lot 7-9, Block 1). DR-52-22 - Atlas Research and Development Building in Ashburn Commercial Subdivision - Funnel Properties, LLC: Funnel Properties, LLC represented by Jason Yates with Element Design Build, is requesting design review approval for a two story, 16,830-square foot research and development building. The 1.17-acre site is located on the south side of West Bavaria Street approximately 830- feet west of North Meridian Road at 3475 West Bavaria Street within Ashbury Commercial Subdivision (Lot 7-9, Block 1). The 0.95-acre site is located on the north side of West Copper Silo Street approximately 150-feet west of South Urban Gate Avenue at 2320 West Copper Silo Street (Lot 2, Block 6, Stillwater Subdivision No. 1). ACTIONITEM: DR-78-22 - Common Area Landscaping and Amenities within Farmstead Subdivision - WH Eagle 80, LLC: WH Eagle 80, LLC, represented by Dave Yorgason, is requesting design review approval of the common area landscaping and amenities within Farmstead Subdivision. The 80.23-acre site is located on the north side of West Floating Feather Road between North Linder Road and North Park Lane. (BAW) Dave Yorgason, representing Scott Smith of Williams Homes, provides an overview of the application. Joe Greer, Draftech, 1334 E. State Street, provides an overview of project architecture. Site Specific Condition #2: Include language that would include the service pole along the edge of N. Park Lane of the development. To strike the Linder Road overhead power lines from the condition, but to include the W. Floating Feather stretch in the condition. Site Specific Condition #7: Open style rail steel fence and to eliminate the columns spaced at 60-foot intervals. Site Specific Condition # 9: Strike with curb from the condition but staff will still need to see the detail of the 60" steel fence. Site Specific Condition #13: Developer shall work with the postmaster to relocate any existing mailboxes on the west side to the east side. Site Specific Condition 919: Provide revised landscape plan showing fencing around sports courts with common area to be vinyl coated chain link fencing and with the suggestion of powder coated support posts, provide details of the color of the vinyl coated fencing. The revised landscape plans to be reviewed and approved by staff and two members of the Design Review Board prior to submittal of final plat application. Site Specific Condition #20: Provide revised cut sheet showing street lights to not exceed 3,000 Kelvin. The revised cut sheet shall be reviewed by staff prior to submittal of final plat application. Site Specific Condition #21: Provide a revised landscape plan showing landscape buffer along N. Linder Road, W. Floating Feather Road, and N. Park Lane to within nine feet of along edge of payment along the edge of the entire site and provide gravel within nine feet as approved by ACHD. The revised landscape plan shall be reviewed approved by staff prior to issuance of a zoning certificate. The gravel shoulder area shall be maintained and kept free of weeds a debris. Site Specific Condition # 22: Revise the fence types for both vinyl and open steel rail to have a continuous flat top and are 5 feet and not 6 feet tall. Site Specific Condition # 23: To eliminate the vinyl fencing at the entry drives at N. Weldon and Montero to be replaced with an open rail steel fence. Seconded by Duperault. ALL AYES ... ACTION ITEM: DR-80-22 - Common Area Landscaping within Valnova Subdivision No. 1- GWC Capital, LLC: GWC Capital, LLC represented by Eric Langvardt with Langvardt Design Group, is requesting design review approval for the common area landscaping within Valnova Subdivision No. 1 (fka Lot 17, Block 1, Spring Valley Subdivision No. 1). The 61.65-acre site is generally located approximately 3/4-mile northeast of the intersection of State Highway 16 and Equest Lane (approximately 1 mile north of Beacon Light Road and Linder Road intersection).
