Minutes - 2018 - Parks Pathways & Recreation Commission - 06/21/2018 - RegularTHE CITY OF EAGLE PARKS, PATHWAYS AND RECREATION COMMISSION MINUTES Eagle City hall, 660 E. Civic Lane June 21, 2018 5:30 p.m. 1. CALL TO ORDER: The meeting was called to order at 5:30 P.M. 2. ROLL CALL: Present- BAUN, CROCKETT, FRIEND, HUFFAKER, MARSHALL, STIRRAT AND STOCKTON Absent - HUFFAKER & MARSHALL 3. APPROVAL OF MINUTES: A. Minutes of May 17, 2018 Friend moved to approve the minutes of May 17, 2018 as written. Seconded by Stirrat. ALL AYES... MOTION CARRIES. 4. STAFF REPORTS: A. Mayor (SR) Chairman Huffaker requested a report on the amount of park funds, pathway impact fees, and the plans of using those funds. Last year regarding the park fund, the city budgeted $4,069,887. This year the budget is $1,465,000. This year $2.7 million was set aside and used to cover the offer on the park land when the city entered a negotiation. Approximately $450,000 has been set aside for Merrill Park to expand the playground and water feature area. The remaining funds will be used for future projects. Commissioner Stockton asked if the park funds could be used for a green belt parking lot. Mayor Ridgeway stated that if the parking lot is part of a park, the funds could be used but not necessarily for a stand-alone parking lot. The Pathway Fund had a budget last year of $180,350 which consists of a year and a half of trail impact fees. This year the city is anticipating $481,815 for the new budget which is based on impact fees. Commissioner Stockton asked if the Pathway Fund could be used for maintenance. Mayor Ridgeway stated the funds can only be used for new construction or in a situation where a trail had been devastated, then a portion of the funds could be used to upgrade or expand the trail. B. Trail Coordinator (SN) River flow is down to 780 from a high of 6500. Laguna Trail is now re -opened with signs to enter at own risk. Westover Lakes has damage, but it can be used as a primitive trail. Commissioner Friend is concerned about the Laguna Trail and the water damage that has been caused. Steve Noyes stated that the HOA and the Army Corps of Engineers has given the city permission to use something other than native soil to rebuild the trail. Commissioner Crockett asked for an update on the Eagle Bike Park and if the city could post signs similar to the Boise trails such as: "no dog off leash" - "no bike" or "walk only". Steve Noyes stated, that before Commissioner Crockett started with the commission, it was discussed that complaints are on the rise. Steve attended the Ada County Parks Commission meeting last month and the board is in support of trying to resolve the issue. C. Recreation Coordinator (B.n Recreation hired two new staff. Jael Prin is the new Community Enhancement Coordinator taking Christina Coats position. She oversees the Saturday Market and Eagle Fun Days. Recreation Specialist, Jess Bradley is currently leading kid's camps, cornhole tournament and the fun run for Eagle Fun Days. Brandon Johnson stated that Jael will be taking care of the program but that everyone in the parks department can offer support if needed. Cross training in the department will be done soon. Commissioner Friend makes a motion for the commission to bump 6A before 5A. Commissioner Stirrat seconded. ALL AYES ... MOTION CARRIES. 5. UNFINISHED BUSINESS: A. E -bike Ordinance (SN) Steve Noyes stated that he was able to handout a more recent revision that included edits made by Chief Pat Calley. Vice Commissioner Baun asked if the idea is to make this ordinance parallel to City of Boise's ordinance. Also, to look at the impacts to foothill trails. Steve Noyes stated that the City of Eagle would be leading the way on allowing E -bikes in the foothills. Commissioner Stirrat asked if there is a definition of bicycles anywhere else in our ordinances. Steve Noyes stated that if there is one, he is not aware of any. Steve Noyes would like to add that the ordinance will have final consideration by Ada County Commission. Commissioner Friend makes a motion to approve the draft for the proposed E -bike ordinance for recommendation to City Council for approval. Commissioner Crockett seconded. ALL AYES ... MOTION CARRIES. B. Friendship Park Tennis Court Lighting (SR) Mayor Ridgeway stated that previously there was a request from those playing tennis to have Friendship Park tennis courts lighted. The city has included funds in the budget for next year. The city has not been able to find the reason of why the lights are not working. Mayor Ridgeway stated that the city is looking for a recommendation from the commission. Commissioner Stockton asked that if the lights were installed, what would the hours be. Eric Ziegenfuss stated that the hours would be up for discussion. Vice Commissioner Baun stated the board recommends moving forward and when the city has an actual project, to come back and the commission will make a formal recommendation. Mayor Ridgeway reiterates to the Commission that they should not allow themselves to feel undue pressure from applicants to make recommendations regarding proposed applications that will have long term financial obligations (or matters of concern such as Laguna Trail and Two Rivers) especially when the applicant has failed to provide sufficient information in a timely manner for the Commission to review. 6. NEW BUSINESS: A. Woodcreek Subdivision and Pathway Tamara Thompson with the Land Group, 462 E. Shore Dr., Eagle. Tamara is representing Woodcreek Estates which is located north of State Street and is currently one single family home with acreage. A boundary line adjustment has recently been processed. The property owners are willing to offer the city a 20ft easement. Commissioner Stockton stated it's a concern on how the city is going to connect to Eagle Rd. on the Dry Creek pathway and before a decision can be made, the commission needs to spend some time at the site. General discussion Property owner Keith Bucher, 11755 W Rockhampton St. Boise. The Bucher's purchased property in Eagle to create a sense of community, have some property, where he fell in love with the wooded area Page 2 of 3 with wildlife, trees, and privacy. The property owners have concerns about easements on their property. Commissioner Stirrat asked if anyone else has the right to use the purposed easement area. Keith Bucher stated there are no current easements and that the property is entirely owned by the Bucher's. Vice Commissioner Baun confirmed the special meeting for Monday, June 25, 2018 at 5:00pm to have the commission walk the property. Commissioner Friend asked where everyone should meet. Keith Bucher stated to meet at the end of Cobblestone Lane which is 489 N. Cobblestone Lane. 7. REPORTS: A. PPRC Liaison Assignment Report Nothing to report 8.
