CALL TO ORDER: Meeting called to order at 6:04 P.M.
2. ROLL CALL: Present: JOHNSON, MCLAUGHLIN, and SMITH. Absent: WRIGHT and
GUERBER. A quorum is present.
CONSENT AGENDA:
♦ Consent Agenda items are considered to be routine and are acted on with one motion. There will
be no separate discussion on these items unless the Chairman, a Commissioner, member of City
Staff, or a citizen requests an item to be removed from the Consent Agenda for discussion. Items
removed from the Consent Agenda will be placed on the Regular Agenda in a sequence
determined by the Rules of Order.
♦ Any item on the Consent Agenda that contains written recommendations from the City of Eagle
shall be adopted as part of the Planning & Zoning Commission's Consent Agenda approval
motion unless specifically stated otherwise.

B. Findings of Fact & Conclusions of Law for CU -04-18 — Equipment Rental and Sales Yard
—_Eric Anderson: Eric Anderson is requesting conditional use permit approval for an equipment
rental and sales yard use located within a M-1 (Light Industrial District). The 1.39 -acre site is
located on the south side of East State Street approximately 285 -feet east of the intersection of
South Academy Avenue and East State Street at 1445 East State Street.
Smith moves to approve the consent agenda as written. Seconded by McLaughlin. ALL
AYES... MOTION CARRIES.

PUBLIC HEARINGS:
A. ACTION ITEM: RZ-07-18/CU-03-18/PPUD-02-18/PP-06-18 — Molinari Park Subdivision —
Eagle 26. LLC: Eagle 26, LLC, represented by John King with Pivot North Architecture, is
requesting a rezone from CBD (Central Business District) to CBD -DA -P (Central Business
District with a development agreement — PUD), conditional use permit, preliminary
development plan, and preliminary plat approvals for Molinari Park Subdivision, a 119 -lot, 342 -
unit (94-townhome, 3-commercial/residential [consisting of 248 -units], 6 -commercial, 16 -
common, and 3 -private street) mixed use planned unit development. The 24.6 -acre site is located
on the south side of East Plaza Drive approximately 300 -feet east of the intersection of South
2nd Street and East Plaza Drive. This item was continued from the September 17, 2018,
Planning & Zoning Commission meeting.

Greg McVay, 737 North 7th Street, Boise, Idaho. The applicant responds to questions from the
Commission.
City Planner, Mike Williams, provides a detailed overview of the application.

Chairwoman Johnson opens the Public Hearing.
Robert Shepherd, 368 South Golden Eagle Lane. Shepherd explains that he is a member of the Eagle
Urban Renewal Agency but is speaking on his own behalf. Shepherd discusses the project's
compatibility with the surrounding area, traffic that will be generated by the development, and
proposed green spaces and meeting spaces. Shepherd also discusses the appearance of the proposed
buildings, exclusive senior housing options, safety issues associated with parking lots and enclosed
parking structures, access and egress onto Highway 44, landscaping, streetscaping, streetlighting,
parallel parking along Plaza Drive, HUD Section 8 housing, and homeownership and rentals.
Shepherd provides Staff with a copy of a letter from himself and a letter from Phil Carney.
The applicant's representative provides rebuttal and responds to concerns raised during the Public
Hearing.
The applicant's representatives respond to questions from the Commission.

McLaughlin makes a motion to table item RZ-07-18/CU-03-18/PPUD-02-18/PP-06-18 — Pivot
North Architecture/Nlolinari Park until the October 15, 2018 meeting. Seconded by Smith.
Smith requests clarification regarding the next steps of the process.
City Planner, Mike Williams, requests that revised plans be provided to staff ahead of the next
meeting.
McLaughlin amends the motion to also request that any site specific changes be provided to
the Planning Department by October 91h for the Commission's review at the October 151h
meeting. Seconded by Smith. ALL AYES... MOTION CARRIES.

B. City Attorney: None.
C. Staff: City Planner, Mike Williams, introduces new City Planner H, Denise Lauerman, to the
Commission and provides updates regarding the Bellemeade Subdivision application and the
Tate's Rents application.
