October 15, 2018
WHEREAS, White Cane Safety Day is observed around the world; and
WHEREAS, In the United States, it is a national observance, which was first
celebrated in 1964, after the proclamation by President Lyndon B. Johnson; and
WHEREAS, White Cane Safety Day celebrates the achievements of blind or
visually impaired people. A white cane is an important mobility tool for such people as
well as the symbol of their independence; and
WHEREAS, Canes were painted white to be more easily visible. In 1931, Guilly
d'Herbemont, who is considered to have invented the white cane, gave the first two
canes to blind people; and
WHEREAS, The white cane is one of the symbols of a blind person's
independence at it ensures their ability to come and go on their own.
NOW, THEREFORE, I, Stan Ridgeway, do hereby proclaim
October 15, 2018
White Cane Safety Day
In Eagle, Idaho, and urge my fellow citizens to promote awareness and understanding
of persons with vision loss and blindness who travel with the white cane, while
celebrating their accomplishments and independence!
