EAGLE PUBLIC LIBRARY BOARD OF TRUSTEES
MINUTES
June 9, 2014
Community Room
Board President Maureen Germano called the Eagle Public Library Board of Trustees meeting to order at
7:02 pm. Present were Board Members Pete Dover, Christine Lodge, Terri Soelberg and Margo Walter.
Also present were Library Director Steve Bumgarner, Assistant Library Director Janice Campbell, and
Eagle City Councilman Stan Ridgeway.
Approval of Agenda for June 9, 2014, Board of Trustees Meeting
Terri Soelberg made the motion to approve the agenda with amendments; seconded by Pete Dover, the
agenda was unanimously approved.
Approval of Minutes of May 12, 2014, Board of Trustees Meeting
The minutes were corrected to record that Board Member Pete Dover was absent from the May 12,
2014 meeting. Christine Lodge made the motion to approve the minutes for the May 12, 2014 meeting
as corrected; seconded by Pete Dover, the minutes were unanimously approved.
Payment of Library Bills
Christine Lodge made the motion to approve the bills for payment; seconded by Terri Soelberg, the bills
were unanimously approved for payment.
Due to the absence of a Friends representative, Library Director Bumgarner briefly mentioned the
recent Friends book sale.
Circulation statistics reflect an unexpectedly busy May over the same month one year ago. May 2014
saw overall eighteen percent increase in usage of library materials over the same period in 2013. May
statistics highlights include:
6% increase an 10% increase in the Adult
collection (with average daily circulation for the month for May at 1,152 compared to 991 a year
ago),
72% increase in ebook circulation,
Adult DVD circulation was up 16% (975 items from the Blockbuster cart alone (total DVD adult
DVD circalation was 3537)
Programming attendance increased by 43%.
Eagle patrons downloaded 499 songs and streamed 2363 songs from Freegal.
The recently created video games and board games collections show strong usage:
o Video game circulation for the month of May was 191 items, and
o Board games circulated 95 times during the month.
The seed collection started the year strong, with over 1956 seed packets distributed.
For the eight months of the fiscal year,
15% increase in circulation over the same period last year
6% in patron traffic
Library publicity materials for the month of May were distributed, including:
Library calendar for June, July, August
The Independent
The Eagle Informer
-2014 Goals and Objectives were updated through the end of May and
distributed to the Board. Among the items discussed were:
Megan Williamson, Librarian II, and Janice Campbell, Assistant Library Director, worked to

Programming issue with electronic invoicing corrected; Janice Campbell reported on progress.
LeapPad Ultras are circulating (purchased through Eagle Community Fund grant.
Teen programming addressed with diverse programming through the Summer; developed with
assistance of Teen Advisory Board; with TAB, a summer reading program was created to
encourage reading and program participation throughout the Summer.
To building Teen collection, increased materials budget request for YA mass market
paperbacks, YA lease collection and YA paperback shelving.
Participating in Eagle Saturday Market; registered to participate at Eagle Fun Day and Family
Night.
Janice Campbell, Cathy Hardy, Library Assistant III, and Suzanne Crupper, Library Assistant III,
presented summer reading promotional programs at area elementary and middle schools.
Turning the Page team (with Betty Miller from the Friends) participated
building workshop in May.
Vicki Prin is visiting assisted living facilities monthly.
Budget requests submitted for Envisionware, coin acceptance box, and necessary software.
Steve Bumgarner, Library Director, Carol Berry, Circulation Assistant, Megan Williamson,
Librarian II, and Linda Groves, Library Assistant I, are working on Technology Plan.
Jeanie Comerford, Digital Branch Manager, is working on Donate Now.
PayPal system the Library currently uses to allow for patrons to pay account balances online
Sharon Bergmann, City of Eagle City Clerk, will speak with Alana from the Museum to define
her objections to allowing the Library to digitize
Library Director Bumgarner presented to the Board the Revenue and Expenses Summary through eight
months. Issues discussed included:
annual carry forward and
restricted funds.
Library Director Bumgarner presented copies of the submitted budget to the Library Board.
Library Liaison / City Hall Reports (City Councilman Stan Ridgeway)
City Councilman Stan Ridgeway discussed aligning City boards with residency, the budget, and how Eagle
is opening city government.
Old Business
Strategic Plan Survey
Library Director Bumgarner distributed to the Board the agreed to survey questions; question 17 was
modified so that one response read Increasing the number of items that can be placed on hold (or
reserved) for each library card.
Library Director Bumgarner stated that arrangements are set with the Eagle Sewer District to post a
notice of the survey in July bills.
Library Director Bumgarner stated that among those contact to serve on the Strategic Plan Panel, all
hours or less).
After discussion, the Board agreed to the questions and proceed with the survey in July.
Job Descriptions
Review and approval of the submitted job descriptions was deferred until July.

The next regularly scheduled meeting is Monday, July 7, 2014, at 7:00 pm in the Eagle
Community Room.
