EAGLE PUBLIC LIBRARY BOARD OF TRUSTEES
MINUTES
May 12, 2014
Community Room
Board President Maureen Germano called the Eagle Public Library Board of Trustees meeting to order at
7:01 pm. Present were Board Members Christine Lodge, Terri Soelberg and Margo Walter. Also present
were Library Director Steve Bumgarner, Assistant Library Director Janice Campbell, and Eagle City
Councilman Stan Ridgeway. Absent was Board Member Pete Dover.
Approval of Agenda for May 12, 2014, Board of Trustees Meeting
Terri Soelberg made the motion to approve the agenda with amendments; seconded by Christine Lodge,
the agenda was unanimously approved.
Approval of Minutes of April 7, 2014, Board of Trustees Meeting
Terri Soelberg made the motion to approve the minutes for the April 7, 2014 meeting as written;
seconded by Christine Lodge, the minutes were unanimously approved.
Payment of Library Bills
Margo Walter made the motion to approve the bills for payment; seconded by Christine Lodge, the bills
were unanimously approved for payment.
Due to the absence of a Friends representative, no report was given.
Circulation statistics reflect an unexpectedly busy April over the same month one year ago. April 2014
saw overall twelve percent increase in usage of library materials over the same period in 2013. April
statistics highlights include:
7% increase a 9% increase in the Adult
collection (with average daily circulation for the month for April at 1,192 compared to 1007 a
year ago),
68% increase in ebook circulation,
Adult DVD circulation was up 12% (965 items from the Blockbuster cart alone (total DVD adult
DVD circulation was 3603)
Programming attendance increased by 44%.
Eagle patrons downloaded 505 songs from Freegal.
The recently created video games and board games collections show strong usage:
o Video game circulation for the month of April was 193 items, and
o Board games circulated 116 times during the month.
The seed collection started the year strong, with over 3,432 seed packets distributed.
For the seven months of the fiscal year,
13% increase in circulation over the same period last year
7% in patron traffic
Library publicity materials for the month of April were distributed, including:

The Eagle Informer
-2014 Goals and Objectives were updated through the end of April and
distributed to the Board. Among the items discussed were:
Megan Williamson, Librarian III, and Janice Campbell, Assistant Library Director, worked to
create a picture book reclassification scheme; reclassification is underway, likely to finish mid-
Summer.
Megan Williamson, Librarian III, and Janice Campbell, Assistant Library Director, successfully
setup the electronic invoicing with assistance from Horizon.
Teen circulation continues to decline; consider adding lease books for YA to monthly order to
correct what may be perceived as a lack of new title. Increase biographies and current teen
issues. Also, will begin to look at purchasing teen mass market paperbacks.
Began participating at in April; one weekend so far (11 new cards
registered).
Carol is contacting Chamber for Eagle Fun Days participation.
This summer, Janice Campbell, Assistant Library Director, will provide outreach to preschools
and summer day care centers. At Polaris, she will deliver 100 books weekly and be able to
work wit
Turning the Page team will participate
Homebound participants have increased by 150% since the start of the year.
The Library will incorporate technology classes into the Fall calendar.
Job descriptions were modified and resubmitted to the Board with this agenda packet.
Disaster plan still needs insurance data; waiting for information from J & K Insurance.
Library Board Member Margo Walter presented an idea for reading group programs at nursing
homes; volunteers could present the programs.
Received from the Eagle Community Foundation a $600 grant for LeapPad Ultra purchase. Will purchase
two more, for a total of 3; additional funds to be used for app purchases.
Eagle was the recipient of a YALSA Top Ten Giveaway. The Library will receive 10 books.
Library Liaison / City Hall Reports (City Councilman Stan Ridgeway)
City Councilman Ridgeway recapped for the Board urban renewal work on the Southwest Corner of
Eagle and State as well as the work at Guerber Park.

New Business
Strategic Plan Survey
Questions for the Strategic Plan Survey were discussed and modified. Proposed questions will be
submitted to the Board at the June meeting. The survey is tentatively scheduled to take place in July.
Director Bumgarner will contact potential members of the Strategic Plan Panel to determine interest.
Fiscal Year 2014/15 Budget
to City Council on June 3. Director Bumgarner reported that he is preparing the budget and requested
that the Board meet to approve the budget submission prior to June 3.

Next Meeting Date
The next regularly scheduled meeting is Monday, June 9, 2014, at 7:00 pm in the Eagle
Community Room.
