EAGLE PUBLIC LIBRARY BOARD OF TRUSTEES
MINUTES
April 7, 2014
Community Room
Board President Maureen Germano called the Eagle Public Library Board of Trustees meeting to order at
7:00 pm. Present were Board Members Pete Dover, Christine Lodge, Terri Soelberg and Margo Walter.
Also present were Library Director Steve Bumgarner, Assistant Library Director Janice Campbell, and
Eagle City Councilman Stan Ridgeway.
Approval of Agenda for April 7, 2014, Board of Trustees Meeting
Pete Dover made the motion to approve the agenda with amendments; seconded by Terri Soelberg, the
agenda was unanimously approved
Approval of Minutes of March 10, 2014, Board of Trustees Meeting
Pete Dover made the motion to approve the minutes for the March 10, 2014 meeting as written;
seconded by Terri Soelberg, the minutes were unanimously approved.
Payment of Library Bills
Pete Dover made the motion to approve the bills for payment; seconded by Terri Soelberg, the bills
were unanimously approved for payment.

Due to the absence of a Friends representative, no report was given.
Circulation statistics reflect an unexpectedly busy March over the same month one year ago. March
2014 saw overall twelve percent increase in usage of library materials over the same period in 2013.
March statistics highlights include:
12% increase an .5% increase in the Adult
collection (with average daily circulation for the month for March at 1,142 compared to 1015 a
year ago),
73% increase in ebook circulation,
DVD circulation was up 15% (1,013 items from the Blockbuster cart alone (total DVD adult DVD
circualation was 3813)
Loss of library gate count for several days
Programming attendance increased by 8%.
Eagle patrons downloaded 662 songs from Freegal.
The recently created video games and board games collections show strong usage:
o Video game circulation for the month of March was 201 items, and
o Board games circulated 133 times during the month.
The seed collection started the year strong, with over 1,200 seed packets distributed.
For the six months of the fiscal year,
13% increase in circulation over the same period last year
8% in patron traffic
Library publicity materials for the month of March were distributed.

The Eagle Informer
-2014 Goals and Objectives were updated through the end of March and
distributed to the Board. Among the items discussed were:
Megan Williamson, Librarian III, and Janice Campbell, Assistant Library Director, are working
together to create classification schedcopies of
the existing classification schedule from Ada and Meridian. Plan to begin actual conversion as
soon as the Eagle classification schedule is agreed upon.
Megan Williamson, Librarian III, and Janice Campbell, Assistant Library Director, will work
together during the week of April 6 to train on electronic invoicing; test orders received
successfully by vendor. \[04/01/2014\]
Market
starting in May.
Library Director Bumgarner is Looking at gcflfreelearn.org, Learning Express, and Gates
Foundation examples; as we're closer to implementing classes, curriculum will be finalized.
From what we hear from patrons, classes should be 1) how to use a computer, 2) how to use
the Internet, 3)basic email and attachments, 4) basic word processing. We'll be able to add
other topics as time progresses.
Jeanie is working on establishing a procedure to maintain awareness of current social media
tools; has established Facebook and FourSquare presence. The Library began using Twitter for
the seed collection; will connect to Facebook through HootSuite. Suzanne Crupper, Library
Assistant III, is establishing trial accounts for Instagram, Tumblr, and Snapchat for use with
Teens. We have an Eagle Public Library account at Tumblr, postponing use for now.
Pam Gaines, the artist who wanted to paint a mural in the meeting room, stopped by to ask for a letter
to the Courts stating that at one point she was working on a community project with the Library. Library
staff forwarded her request to Library Director Bumgarner, who forwarded it to Maureen Germano,
Library Board President. Library Director Bumgarner will forward to the Board the minutes from
previous Board meetings at which Ms. Gaines was present.
Two older programs are slowing coming back to life. 1) The Homebound Delivery program recently
added two new participants to the program. Vicki Prin will revisit assisted living facilities monthly. 2)
The Volunteer program has many new adult volunteers, most working in with the cataloging staff to
process materials. Vicki Prin suggested that one volunteer deliver Food Bank donations to the Eagle
Food Bank (rather than rely on the volunteers from the Food Bank to make the pickups). Volunteer
Daryl, a former volunteer with the Food Bank, now delivers donations from the Library to the Food Bank
weekly.
Jeanie Comerford and Vicki Prin attended the Public Library Association conference in Indianapolis and
returned to make a three-hour presentation to the entire staff about what they saw and learned. Staff
competencies and training ideas, a variety of programs, website enhancement ideas, various
technologies and library services, and examples of extremely poor customer service provided for a lively
presentation which generated a great deal of discussion among staff.
Several staff attended a rec
advisory service to the checkout stations. With the addition of an additional service, Novelist Complete,
he catalog. Novelist
Complete is about $2,000 for a year. Library Director Bumgarner would like to purchase it for the
remainder of this fiscal year with soon-to-be-received eRate funds. This would allow the staff to work
with it and receive patron feed Terri
Soelberg made the motion to authorize purchase of Novelist Complete; seconded by Margo Walter, the
minutes were unanimously approved.
Library Director Bumgarner reports that he needs to use eighty-nine hours of vacation by May 31, or
forfeit the time. He asked for direction on how to have the time approved. In addition, he requested
that the Board approve his vacation request for June 26 through July 6. Library Director Bumgarner
submitted for signature an LSTA first-time attendee grant application from the Idaho Commission for
Libraries to attend the Association of Rural and Small Libraries this September in Tacoma.
Library Liaison / City Hall Reports (City Councilman Stan Ridgeway)
President Germano welcomed Councilman Ridgeway to the meeting. Board members and Councilman
Ridgeway introduced themselves. Councilman Ridgeway discussed several issues confronting the City,
including the recently approved roundabout at Eagle and State.

Job Descriptions
Library Director Bumgarner hopes to have additions to the job descriptions submitted soon.
New Business
Strategic Plan Survey
Library Director Bumgarner distributed revised proposed survey questions. The Board scheduled an
additional strategic plan meeting to review the survey questions. The meeting is scheduled for April 28,
2014, at 7:00 pm, in the Community Room of the Eagle Public Library, and is open to the public.
