Minutes - 2013 - Eagle Public Library - 10/07/2013 - Regular EAGLE PUBLIC LIBRARY BOARD OF TRUSTEES MINUTES October 7, 2013 Community Room Board President Maureen Germano called the EPL Board of Trustees meeting to order at 7:04 p.m. Present were Board Members Kathy Coburn, Margo Walter, and Pete Dover. Also present were Library Director Steve Bumgarner and Terri Soelberg, Board Candidate. Pete Dover made the motion to approve the agenda as presented; seconded by Margo Walter, the agenda was unanimously approved. Margo Walter made the motion to approve the minutes for the September 9, 2013 meeting as written; seconded by Kathy Coburn, the minutes were unanimously approved. Kathy Coburn made the motion to approve the bills for payment; seconded by Pete Dover, the bills were unanimously approved for payment. Friends of the Library Report (Board President) Due to the absence of a Friends representative, no report was given. The Friends of the Eagle Public Year-end statistics Year-end circulation statistics were compiled. Fiscal Year 2012-2013 ended with a 4.2% circulation increase (295,708 in Fiscal Year 2012-2013 compared to 283,896 in Fiscal Year 2011-2012). The increase was 4.3% increase when in-house are items included. Daily circulation averaged 43 items higher than the previous year, with one day of operation less in Fiscal Year 2012-2013 than the previous year. Gate count for the fiscal year was 11.9% higher than in Fiscal Year 2011-2012. 176,589 people passed through the gates this year, compared to 157,788 last year. The number of programs offered at the Library this past year more than doubled the number offered during Fiscal Year 2011-2012. 528 programs were offered; 270 more than the previous year. The number of both children and adults children attending programs increased by approximately 3,000 each. Teen attendance increased by nearly 1,100%, from 51 teens in Fiscal Year 2011-2012 to 610 in Fiscal Year 2012-2013. Overall program attendance rose from 7,279 in Fiscal Year 2011-2012 to 14, 228 in Fiscal Year 2012-2013. Publicity Materials Publicity materials from August were distributed. The furniture is installed and in use; RFID and new check-out stations in full use. Most patrons seem genuinely happy and impressed with new system. The 3M sales agreement is available for signature. Board members viewed the installation of the RFID system. Idaho Library Association Conference Janice Campbell, Jeanie Comerford, Megan Williamson, Carol Berry, Linda Elsey, Marilyn Eagleton, and Pam Wonacott attended the Idaho Library Conference in Nampa. On October 24, approximately eighty Horizon users from all LYNX! libraries will be at Eagle Public Library and City Hall, participating in the annual Horizon Users Group Conference. Representatives from Sirsi/Dynix will be here as well. Personnel Nancy Kilfoyle will be likely be resigning in October, citing the need to be more available to help with her grandchildren. Library Liaison/City Hall Reports (Councilman Butler) Due to the absence of Councilman Butler, his report was provided through the Library Director who Old Business Elections were held for Board Officers for Fiscal Year 2013-2014. Margo Walter made the motion to approve Maureen Germano to serve as President, Pete dover to serve as Vice-President; seconded by Kathy Coburn, the election was unanimously approved. Pete Dover made the motion to approve the nomination of Christine Lodge and Terri Soelberg to fill the two vacant positions on the Library Board; seconded by Margo Walter, the nominations were unanimously approved. Letters of recommendation for appointment to the Eagle Public Library Board of Trustees will be sent to the Mayor and City Council for approval. New Business Hours of Operation Citing the need to increase circulation by increasing the amount of time available to users between the end of storytime and lunch, at s Preschool Storytime, Library Director Bumgarner asked for the approval to change Library Hours of Operation to the following: Monday, 9:00 am to 8:00 pm Tuesday, 9:00 am to 8:00 pm Wednesday, 9:00 am to 8:00 pm Thursday, 10:00 am to 8:00 pm (currently the Library operates 11:00 am to 8:00 pm) Friday, 9:00 am to 6:00 pm Saturday, 9:00 am to 5:00 pm Sunday, closed increased its hours of operation by 9%. The change in hours would be effective November 1, 2013. Holiday Closures Mayor Jim Reynolds authorized the holiday closure of City Hall December 24 (Christmas Eve) and December Shared/EPL ADMIN/Board Minutes 12 August 2013 2 Library the same days, as noted outlined in the Eagle Public Library Policy, Hours of Operation. Margo Walter made the motion to approve the nomination of holiday closure; seconded by Pete Dover, the motion was unanimously approved. Additional Items or Public Comment There were no additional items or public comment. Executive Session At 8:01 pm, President Maureen Germano convened an executive session to discuss a personnel matter. The session adjourned at 8:32 pm. Selection of Next Meeting Date The next regularly scheduled meeting would typically be Monday, November 11, 2013. However, change the date of the next meeting of the Eagle Public Library Board of Trustees to November 18, 2013 at 7:00 p.m. in the Community Room.
