BOARD OF TRUSTEES
MINUTES
7 May 2012
Community Room
Board Member Mary Berent called the EPL Board of Trustees meeting to order at 7:11 p.m.
Present were Board Members Nancy Marshall and Pete Dover. Board Member Margo Walter
arrived at 7:14 p.m. Also present were Janice Campbell, Interim Library Director, Jeanie
Comerford, Operations Manager, and Administrative Assistant Terri Lenigan. Board President
Maureen Germano was excused. Councilman Mark Butler was absent.
Pete Dover made the motion to approve the agenda as presented; seconded by Nancy Marshall,
the agenda was unanimously approved.
Nancy Marshall made the motion to approve the minutes for the 9 April 2012 meeting as
submitted; seconded by Pete Dover, the minutes were unanimously approved.
Pete Dover made the motion to approve the bills for payment; seconded by Nancy Marshall, the
bills were unanimously approved for payment.
Public Works Report
Due to illness, Public Works Director Mike Echeita was unable to attend the meeting. The
Board will invite Mr. Echeita to the June meeting.
Friends of the Library Report (Friends' Representative)
In the absence of a Friends' Representative, Janice Campbell reported that the Friends will
sponsor a reception to introduce the new Director. Date and time to be determined.
Director's Report
Statistical reports (handout): Circulation statistics continue in the same trend this month
resulting in a 12% decrease for this year to date.
Meeting with Mayor and Department Head: In addition, Councilman Mary Defayette,
Councilman Mark Butler, and City Clerk/Treasurer Sharon Bergmann also attended this
preliminary budget planning meeting. The main interest for the FY 2012/13 budget will be to
resolve ownership of the City Hall. Both Councilmen would like to see the 5% pay cut restored
to city employees. They would like city departments to prepare three personnel budgets,
indicating:
• Restoration of the 5%pay cut

• 3% COLA (cost of living allowance)
• Steady state
Councilman Butler would like to review previous year's budget and other pertinent documents.
Budget Workshop: To prepare our budget for FY 2012/13, a budget workshop has been
tentatively scheduled for Monday, 21 May 2012, pending President Germano's approval. The
Management Staff will meet prior to prepare an initial budget, taking into consideration Strategic
Plan objectives and materials requirements, especially an increase to the e-book budget.
Library Liaison/City Hall Reports (Councilman Butler)
Due to Councilman Butler's absence, no report was given.
Unfinished Business
Access/Security system—update: Installation for the new system is progressing and should be
up and running by Wednesday. New entry key cards will be issued to staff. The first card is
free; replacement cards will cost$10 each.
Canister lights: There was confusion regarding whether the canister lights were included in the
Alloway Electric quote. Terri Lenigan will clarify the quotation content and e-mail each Board
Member, who will then approval or disapprove the project by an e-mail vote.
Additional Items or Public Comment
Tutoring issue: Margo Walter inquired on how the new tutoring policy has been received. The
Community Room has not been used to any great extent; however, tutoring in the Library has
become much more manageable.
Selection of nest Meeting Date
The next regular meeting of the EPL Board of Trustees will be 11 June 2012 at 7:00 p.m. in the
Library Community Room. Nancy Marshall indicated that she will be out of town at that time.
Terri Lenigan indicated that she has a jury summons for this week and possibly may not be able
to attend.
