February 13,2006 AMENDED
The Eagle Public Library Board of Trustees meeting was called to order at 7:07 p.m.by
President Nancy Marshall.Present were Board President Nancy Marshall,Board Members Terry
Loftus and Jane Marrs,Library Liaison Stan Bastian and Library Director Ron Baker.
Board Member Terry Loftus made a motion that the Agenda be approved. Board
Member Jane Marrs seconded the motion. The Agenda was unanimously approved.
Minutes of the January meeting were not presented.
Board Member Jane Marrs moved to pay the bills. Board Member Terry Loftus
seconded the motion,and the motion was approved.
Friends of the Library Report: No report this month.
Director's Report
Shelving Installation and Children's Room Reorganization.
Shelving was installed in the northwest corner of the library;all but the end panels and
tops are completed. AV is not done. Oversized books and periodicals are moved in.
The children's room was reorganized February 9th in time for 35 children coming in
Friday morning. The reorganization provides a better line of sight for the area,a periodical area
as you enter the children's room,and defines where a children's librarian area will be built
including the closet on the northeast. Some rewiring remains to be completed.
The shelving team from Seattle looked over the shelves in the back room. There is
sufficient shelving for six more sections. Next year the equipment budget will pay for the
additional shelving installation.
Two study carrels went to Ada County,the others are stored at EPL.
Boise Bond Election:Aftermath. The failure of the Boise Library Bond election
impacts Eagle Public Library. Library Director Ron Baker brought up some thoughts that would
bring new library locations to Boise while reducing Boise visits to EPL. As Boise has operational
money for branches,storefront libraries are a feasible option. Locating one near HP or close to
Chinden and Eagle would reduce the visits from Boise residents at EPL. Additionally,in two
years EPL reimbursement monies(running at approximately 80%of EPL costs)could be used
toward that storefront location.
LYNX News: Mountain Home Applies for Membership. Mountain Home sent a
letter of intent to join the LYNX consortium. There are several concerns—they have not
converted their catalog(A federal grant through the State Library Association may be possible.);
and an additional van and courier would be needed. Library Liaison Stan Bastian asked if the
membership could be approved with the condition that they be excluded from the courier service.
Library Director Ron Baker said that is possible—Hailey and Twin Falls have no courier service.
E-mails are going back and forth for clarification.
ILS Migration: Progress Report. The ILS(Integrated Library System)is on track—
Jeanie Comerford and Curtis Franklin completed a pre-migration questionnaire. The web-based
initial training starts soon and the library staff will be well into training by the Board's next
meeting. Cost is$26,000-$28,000 for software and hardware(14 terminals affected). EPL put
monies aside for the last 2 years to cover the cost. This is a more sophisticated system with use
of a mouse and access from home as well as from EPL. Ultimately maintenance costs will drop.
Automatic Door Repairs. The door guides have been repaired as a cost of$486.00.
The switch is going out(and there is no reset button to replace manually pushing the door open).
The switch cost is$315. Library Liaison Stan Bastian suggested these costs be forwarded to the
City for payment.
Library Liaison/City Hall Reports(Councilman Stan Bastian).
Near Meridian and Park,between Floating Feather and Beacon Light,the City approved
a subdivision with 2 homes per acre- a couple of hundred homes.
The Lonesome Dove property has been purchased. The buyers wanted to construct 17
homes per acre—the City told them to reduce the density.
Eaglefield was approved,north of State Street,south of Floating Feather near Linder—
100 homes.
Legacy is postponed(700 homes),and the Jack Nicklaus golf course is gone. The
development and the golf course were designed to be very exclusive which was not in line with
the City's desires. However the swimming center and a golf training center(International
Training Center for the Jack Nicklaus Investment Group)will be built. The City will do a
feasibility study for a corporate campus in the Village Center.
Avimor has been approved.
A north foothills planning group is looking at the area between highways 16 and 55,
north of Beacon Light.
Dennis Baker will start his development across from BanBury Meadows Golf Course this
coming year.
Councilman Bastian and the Library Director discussed the possibility of a community
college in the Village Center. It would be beneficial for Eagle,requires a voters' bond election
countywide and a 2/3rds approval vote.
Committee Reports.
Search Committee for Youth Services Librarian. An offer was made and accepted.
Diane Matejka from Garden City Library will be at EPL by March 16t. $1,000 was spent on the
search; 13 people applied.
Unfinished Business. None.
New Business.
Outdoor book drop. EPL will consider two outdoor book drops(@$4,500)in next
year's budget. If one or both are to be installed in an area shared by the new Eagle City Hall, it
would require approval from the City.
Recorded Books' Downloadable Audio Books and OCLC e-Book"NetLibrary".
The Online College Library Catalog(OCLC)has about 1,000 titles published in the last
couple of years that libraries can download. EPL's cost would be$500 per year. Janice
Campbell and Ron Baker reviewed the titles and each of them decided the quality is not there.
The downloadable audio books are of more interest to EPL. As of January 2006 1,134
were in the collection. Of special note is the Pimslar audio books covering 38 languages. The
major negative is that they will not download to an IPOD—a player with a bookmark is required,
which EPL can purchase. Patrons can listen to them on the internet. Both Ada and Meridian are
subscribing to this service($5,000 per year),and LYNX is looking for a unit price for members
of the consortium. EPL will be able to try out the downloadable audio books for several months
before authentication software is installed.
