Minutes - 2004 - Eagle Public Library - 10/11/2004 - Regular MINUTES OF EAGLE PUBLIC LIBRARY—BOARD OF TRUSTEES MEETING October 11,2004 The Eagle Public Library Board of Trustees meeting was called to order at 7:02 pm by President Terry Loftus. Present were Board President Terry Loftus,Board Members Nancy Marshall, Jane Marrs,Margo Walter and Kimberly Landsberg,City Council Liaison Stan Bastian, and Library Director Ron Baker. Board Member Jane Marrs made a motion that the Agenda be approved, and Board Member Nancy Marshall seconded the motion. The Agenda was unanimously approved. Board Member Jane Marrs made a motion that the corrected Minutes be approved, and Board Member Nancy Marshall seconded the motion. The Minutes were unanimously approved. Board Member Jane Marrs moved to pay the bills,Nancy Marshall seconded the motion, and the motion was approved. Friends of the Library Report: Library Director Ron Baker gave the Friends of the Library Report. - The October book sale which took place 10/9-10/10 took in$2,521. Director's Report Director's medical leave, status. Library Director Ron Baker returned on Thursday, October 7 and has a cat scan scheduled October 22nd Hiring of substitute reference librarian. Jody Vestal started October 2nd and will work 9 hours per week for 2 months. Final expenditure report for FY 2003/2004. The expenditure report was handed out. The Eagle City Hall will give the Library Director an expenditure report on payroll. Full-time was paying over;part-time was$14,000 under;relief was$2,000 over. The issue of a in part-time employees half-time holiday pay to make up some of the pay lost for not working those days will be discussed later with Jeanie Comerford—it's an option for next year. Seven of 16 employees are full-time, some are 10-hour pages, and 5 or 6 are 19-hour employees. Patriot Act and related legal investigations. EPL does not have from the EPL Board or the Eagle City Hall a documented response to cover a situation where the EPL would face a subpoena or warrant issued as part of a federal investigation re patronage or files. Library Director Ron Baker plans to get together with the Eagle City Attorney with the objective that City Hall will come back with a recommendation to the board which will empower the director with the steps EPL would take when faced with this situation. Boise Public Library's policy will be reviewed. Library Liaison/City Hall Reports. Council Liaison Stan Bastian. - Comprehensive plan. Eagle City continues to look at the comprehensive plan re western growth. It has been sent to the Ada County Commissioners for review and resolution/approval. - Highway 16. Investors have purchased 700-1,000 acres near Highway 16. It will be 1-1/2 to 2 years before groundbreaking. - A route of high tension wires down the alley will have the least impact. Idaho Power would pay for this from higher fees. - New City Hall facility. Construction could start next summer. Committee Reports. Strategic Planning Committee. - Household Survey: distribution and response. Household survey responses total 480, 11%return, 5-1/2%of all 8,600 households. Library Director Ron Baker met with the writing committee;the information will be ready for the full committee in the next month and a half. Unfinished Business 3M DLA trade-in offer and self-check pricing(Discussion and Action?). 3M has given EPL a$6,000 credit on unused DLA. We can purchase a remanufactured work station with an 18-month service agreement for$6,000 or buy a new work station for$8,000. The EPL will go with the first option. St.Lukes defibilator. Library Director Ron Baker gave Board Member Nancy Marshall contact information. Board Member Nancy Marshall talked with the Eagle Fire Station captain. (They have one on every truck.) Renee at St.Lukes will call her back. Director's evaluation. Library Director Ron Baker will provide data and Board President Terry Loftus will generate an evaluation to be presented to the Board for approval and action. New Business Upgrade of LAN server.Last year's budget had 5 new labs. A year ago last June Library Director Ron Baker met with IT and asked if we should worry about upgrading the server. He was told that EPL could eke through. The Library purchased four new labs joining four that were owned already seven weeks ago. The result was a nightmare. Biznet said the should be upgraded now. The cost estimate is$5,800 including labor, servie and XP software. The EPL will have to delay replacing staff stations this year. Closure for Thanksgiving weekend. The Eagle Public Library will be closed Thursday- Sunday. Last year there were no complaints about a 4-day closure. Additional Items or Public Comment.
