MAY 17, 2004
The Eagle Public Library Board of Trustees meeting was called to order at 7:05 pm by
President Terry Loftus. Present were Board President Terry Loftus, Board Members Jane Mans
and Nancy Marshall; Library Director Ron Baker;Margo Walter and Kimberly Landsberg.
Board Member Nancy Marshall made a motion that the Agenda be approved, and Board
Member Jane Mans seconded the motion. The Agenda was unanimously approved.

Board Member Jane Marrs moved to pay the bills,Margo Walter seconded the motion,
and the motion was approved.
Friends of the Library Report: Library Director Ron Baker gave the Friends of the Library
Report.
- The Friends of the Library will fund the queuing device at the remodeled front desk
at a cost of about$870.00.
- Supplementing the reference material budget will cost about$2,200 over the next
year through 10/05,and the Friends of the Library agreed. Ron will ask the City
Council for a$4,000 augmentation for the reference collection.
Director's Report
- Appointment of Board Members Margo Walter and Kimberly Landsberg and
Distribution of New Board Roster. Library Director Ron Baker recommended the
appointments to the City Council.
- Resignation of Library Assistant Tracy Neilsen.
- Recalculation of Staff Vacation Hours. A new computer program calculates leave
month to month instead of for the next year as was done before. This affects the
number of hours Library Assistant Tracy Neilsen shows versus the number approved
by the Eagle Public Library Board. Library Director Ron Baker will discuss the
effect of the computer change with the City Clerk or City Attorney.
- Circulation Desk Remodel. The last of the work on the circulation desk will take
place this Thursday morning including the book drop.
Committee Reports
- Strategic Planning Committee.
- Meeting of May 11,2004/Survey Distribution Issues. Ron gave a 5-minute
presentation to the Chamber of Commerce re the information form. Friends of
the Library paid for printing 2,000 copies. Julia distributed copies to the Senior
Center. The primary mission is to connect with residents of Eagle City. On May
11,the Committee discussed a household survey versus an individual survey.
Library Director Ron Baker met with Lynn Sedlecek re piggybacking the form
with Sewer District bills. They will get Sewer District addresses to find out
where the Committee would need to do individual mailings(if it is decided to
include these). There is no cost to the Committee if members fold and deliver the
forms to Nampa. There are about 4,000 mailings in the Eagle Post Office
"
District. Lynn will get apartment addresses also. This request has to go to the
Sewer District Board for approval,and given that the forms would be delivered
by 28 August for the September mailing.
Unfinished Business
- Department Budget for FY 04/05.
- Expenditure Report as of 8 May 2004 was distributed.
- Personnel Funding Issues. With the resignation of Library Assistant Tracy
Nielsen the new reference position will not be filled, and the EPL will stay with a
26-hour commitment on the reference desk for the next year. Of the four 19-hour
people,two would be interested in the new position. The EPL will open that
position to them, open a part-time position to the public, and one substitute may
want a 19-hour position. Board Member Nancy Marshall moved to approve,
Kim Landsberg seconded the motion,and the motion was approved.
New Business
- New Board Member Orientation will take place on a Saturday morning in mid-June.
- Future Library Service in West Ada County.
Ada County serves Star,Hidden Springs and unincorporated areas totaling a
service population of 36,000. They are headquartered at Five Mile and Victory in Boise
City. City annexation cuts into the Ada County funding—Boise City has an Annexation
Mitigation Fund to pay Ada Country or any area whose circulation covers over 10%to
Boise residents—Eagle receives$39,000.
There was a plan for Ada County to sell their library in Boise City to the City,
but the timing due to political scandals was deemed to be wrong. Tom Wilson, Chairman
of the Ada County Library District talked with EPL Director Ron Baker and explained
that they will try to reinstate the sale to Boise City. Mr. Wilson is looking for a Library partner with them. Library Director Ron Baker and Library Board President Terry
Loftus will meet with Mr. Wilson to discuss Eagle Public Library serving as a contractor
for all the Ada County areas.
Today the Planning Committee requested a letter of support saying the EPL
would provide service wherever the line is drawn between Eagle and Star. Star currently
contracts the library services. This letter would commit EPL to serving 36,000 people
and the needs are huge. Library Director Ron Baker feels that Library Liaison Stan
Bastian needs also to attend the meeting.
Selection of Next Meetin Date. June 7,2004 at 7:00 pm(amended from June 14.)
Adiournment Margo Walter moved to adjourn. Board Member Jane Marrs seconded the
motion. The meeting adjourned at 8:52 pm.
