Minutes - 2003 - Eagle Public Library - 01/12/2003 - Regular MINUTES OF JANUARY 2 2003 EAGLE PUBLIC LIBRARY—BOARD OF 'UST MEETING The Eagle Public Library Board of Trustees meeting was called to order at 7:23 pm by President Terry Loftus. Present were Board members Terry Loftus, Vic Ramirez, Jane Marrs; Library Director Ron Baker and Friends of the Library President, Jeanie Farnworth. Board member Marrs made a motion that the Agenda be approved, and Board member Vic Ramirez seconded the motion. The Agenda was unanimously approved. Board member Ramirez made a motion that the Minutes be approved, and Board memberJane Marrs seconded the motion. The Minutes were unanimously approved. Board member Marrs moved to pay the bills, Board member Vic Ramirez seconded the motion, and it was approved. Friends of the Library Report: Friends of the Library President Jeanie Farnworth reported that the ongoing book sale is a tremendous success. Started the first week in December, $922.05 has been brought in to date. The Friends of the Library have put on book sales twice a year, in May and October. A book sale will take place in May, and the Friends of the Library will decide later in the year whether to hold one in October. The Director will talk with Assistant Director Janice Campbell about the status of the animal chairs(bear and lion), which the Friends of the Library will purchase for the children's section. The Friends of the Library will hold their annual Valentine's Day party for the Library Staff on February 12 at noon. Jeanie Farnworth also reported they received a donation of$561. Director's report: - The Director passed out the new Library Board roster. - Strategic Planning Committee meeting,January 15,2004, 6:30-8:30. The Director will contact members of the Strategic Planning Committee to advise them of the meeting date/time. Board member Nancy Merrill will be unavailable till after February 4, 2004. - The Library will be closed for the Martin Luther King,Jr.,Holiday on Monday, January 19, 2004. - Adult Reference Service. Started on January 5,2004,the Adult Reference Service is staffed 35 hours a week. The Director passed out a staffmg schedule. Patrons have responded very positively to the Reference Service. A new local history lock case will be installed Thursday, January 15,2004. - Vandalism Issue, an Update. The Library Director met with two officers from the Sheriff's Department on Thursday, December 11,2003. A female suspect has been committed to a state institution temporarily, and the vandalism has stopped. The officers advised the Library to post library patron rules of behavior. The Director will bring a draft(in English and Spanish)to the next meeting of the Library Board for review and approval. - Community Room Policy. The Community Room Policy is not yet drafted. The Director brought some examples from Oregon and he and the Assistant Director will review them. The Director noted that the mentor to the Chess Club is concerned with the changes envisioned for the policy and hopes to discuss the issue with the Library Board. The Chess Club will continue its meetings till the end of the school year. Board chair Terry Loftus suggested posting information that the policy is in review and also advising persons booking the room. The Director will see that both actions are done. Library Liaison/City Hall Reports. None. Committee Reports. None. Unfinished Business. - Patron Payment Agreement(Discussion and Action). The Director met with the City Attorney Susan Buckston to review the draft of the Patron Payment Agreement. The City Attorney added the following, "...or for collection by the city of Eagle as allowed by law. I understand that the means of collection is solely at the discretion of the City of Eagle." Board member Ramirez moved to approve the Eagle Public Library Payment Agreement,Board member Jane Marrs seconded the motion, and the agreement was unanimously approved. - Further appointments to the Strategic Planning Committee. The Library Director added Sondra Day Lisle, a retired teacher and business woman who was in charge of the Boise Art Museum's gift shop for 5-7 years. Board Member Marrs moved to approve the appointment,Vic Ramirez seconded the motion, and the appointment was unanimously approved. New Business. - FY 2002/03 Annual Statistical Report,Approval(Action). The Annual Statistical Report was submitted on December 31, 2003. Board chair Loftus signed a cover document authenticating the report,and the Director will mail a it to the state library. The Board went into executive session to discuss personnel matters.
