MEETING MINUTES
EAGLE PUBLIC LIBRARY BOARD OF TRUSTEES
September 23, 2002 AT 7:00 P.M.

Special Meeting
CALL TO ORDER
7:04 pm Ann, Terry, Don, Stan, Maureen and Liz present
APPROVAL OF AGENDA — Liz moved and Terry seconded
APPROVAL OF THE MINUTES — Terry moved and Maureen seconded
FRIENDS OF THE LIBRARY REPORTS - none.
APPROVAL OF BILLS - Terry moved and Maureen seconded
■ Discussion on looking to replace 2 monitors and 3 CPUs
DIRECTOR'S REPORT
■ We need to sign Lynx Contract, others have already signed and are waiting on us. Stan asked Ann
to call Susan.
■ City still has a concern about the height of the satellite dish; this will be fixed.
■ Ann finished all staff performance evaluations.
■ Colin will be working remotely to update website. A contract agreement will be prepared for him
to sign.
■ Stan was unsuccessful in getting rest of City Council to recognize and act on library's parking
change concerns related to the new City Hall plan. He will ask if the sheriffs department will
provide escort service after dark to employee who park behind City Hall. Other libraries do have
such service. City council concerned about how library staff presents cutback information to
patrons. Ann will talk to staff about this so as to present a more positive recognition of the
realities of today's economic downturn.. At same time, Board feels city should not be quite so
sensitive about comments made. Stan said construction should begin in late November to finish
in October 2003.
COMMITTEE REPORTS - none
UNFINISHED BUSINESS
■ Discussed advertising for Ann's replacement. Bringing in a new board member to replace Liz
(this was her last meeting) but will come back to help interview Director candidates.
■ Question for Stan — will city pay for job advertising?
NEW BUSINESS
■ Motion to recommend Nancy Marshall to replace Liz. Stan will take to City Council..

PROPOSED BONUSES FOR EPL STAFF
FULL TIME $500. x 7 = $ 3,500
PART TIME $100 x 6 = 600
PAGES $ 50 x 2 = 100
TOTAL $ 4,200
FOR TWO (2) YEARS THE INCORRECT SALARY SCALE WAS USED FOR
EAGLE PUBLIC LIBRARY STAFF, UNTIL THE CITY CLERK INFORMED
ME OF THE SALARY SCALE THAT WAS ADOPTED BY EAGLE CITY
COUNCIL ON 4-4-2000. I RECEIVED THIS FROM THE CITY CLERK ON
MAY 13, 2002.
WE HAVE BEEN WORKING WITH THE SAME AMOUNT OF STAFF SINCE
THE LIBRARY OPENED AND THE CIRCULATION HAS ALMOST TRIPLED.
THE LIBRARY BOARD REQUESTED THREE (3) ADDITIONAL STAFF FOR
FY 2002/03 BECAUSE OF THE INCREASED WORK LOAD FOR STAFF. THE
COUNCIL DID NOT APPROVE THIS. THE STAFF GIVES MORE THAN 100%
AND I FEEL THAT A BONUS IS VERY IMPORTANT TO KEEP UP THE
MORALE AND IN A SMALL WAY MAKE UP FOR THE LACK OF SALARY
INCREASES IN THE PAST.
I WOULD LIKE TO REQUEST THIS OUT OF THE FY2001/02 FUNDS.
