BOARD MEETING MINUTES
October 8, 2001

1. CALL TO ORDER 7:00 Attendance: Don, Liz, Terry, Stan, Janice, Maureen, and
Guest—Hope Cox
2. Agenda Approval: Liz moved that the Public Comment time be moved to the
beginning of the agenda so that Hope Cox could speak first and then leave. Terry
seconded.
3. Public Comment: Hope Cox from Quilters x x was disappointed that the Library
turned down a request from her organization to use the meeting room. She was told
that the room is only available for nonprofit organizations and there can not be any fees
paid or collected in conjunction with the event. Hope asked why HP was allowed to
have speakers that were paid in the past. Liz cited existing library policy. The Board
agreed to investigate history of room use plus legal interpretation of policy going
' forward for both the library and City of Eagle. The next formal Policy review will be
in January, 2002.
4. Approval of Minutes: Deferred to next meeting, due to document being lost in NIMBA
virus based computer crash.
5. Friends of Library Report: None
6. Bills approved: T/L
7. Directors Report: Ann out due to knee surgery. Liz reported that OCLC contract
initiated by State of Idaho Library will be available free to Eagle Library. She will
determine if we still need Laser Cat for interlibrary loan purposes.
8. Budget: We are now into our new budget year allocations. Ann will be contacted next
week regarding automated check-out bid. Laptop and camera have been ordered.
Sharon at City Hall was very helpful in getting the checks prepared.
9. Committee Reports: Liz went to Idaho Library Association Convention. Eagle Library
appears to be compliant with legal issues discussed about privacy and purging of files.
She will pass on notes about video/audio tape repairs to Ann.
10. Unfinished Business: Stan did not get Eagle City Council approval on treating the
satellite dish as an exception due to the fact that they had already approved the overall
building plan. Next step is to determine exact view of dish from the ground. Several
Library Board members climbed up to the roof to explore positioning dimensions. Don
will ask Ann for details and draw an illustration for Stan to present to the City Council.
11. New Business: None
12. Additional Public Comment Item: Liz reported concerns about multiple phone calls
received at home (several on a Friday evening) and office from Library patron, Paula
Paris. Ms Paris had multiple complaints ranging from not being allowed to check
books out without her library card to the appearance of kid's bookshelves and a desire
for a floor-roaming reference librarian. Liz asked Ms Paris to put all of her complaints
in writing, so the Board could review them, but she declined to do so. Question raised:
do we need to set guidelines for giving out Board Member home phone numbers for
library staff?

14. Adjournment: Forgot to record time, L/T. Just before leaving Stan asked about status
of filtering. Janice has not heard from Jeff of Visiontek recently; she will look into
progress and report back.

TO THE BOARD OF DIRECTORS OF THE EAGLE PUBLIC LIBRARY.
I wish to address the library board on the subject of use of the facility by outside
organizations. It is my understanding from the by-laws that the Community
Room is "available, free of charge, for use by the public...by educational, cultural,
civic, or charitable organizations". Also that "No commercial solicitation for
funds may be made ON THIS SITE."
I would like to request a board decision on whether the Boise Basin Quilters guild
would fit this description and be allowed to have classes in this facility.
The Boise Basin Quitters guild fits the description of charitable, cultural, and
educational non-profit organization.
Our charter defines our purpose as follows: (a.) To contribute to the growth and
knowledge of quilting techniques, patterns, history and quilt making by providing
educational meetings and fellowship; (b.) to sponsor and support quilting
' activities; (c.) to encourage quilt making and collecting; and (d.) to promote both
the knowledge and the appreciation of fine quilts.
Some of our charitable activities include: giving over 100 quilts a year to St. Lukes
and other area hospitals for the newborn and NICU units. We have given quilts to
the homeless, to the police and fire departments for comforting the needy, to the
Booth Memorial home for unwed mothers. We have an ongoing relationship with'
the Linus Project which supplies quilts to the Red Cross and to the Foster Home
project when children are removed from bad homes.
We have an annual quilt show which educates the public on the new direction
quilting is taking and the beauty of the art of quilting. We have a rotating exhibit
at the Boise Public Library to show a quilt or two as a public service. We provide
quilts for the River Festival decorations at the Center on the Grove.
To help educate our members, we bring in nationally known teachers to inspire us
and teach new techniques, patterns and the history of quilting. The guild pays
the expenses of these teachers and is partially reimbursed by the members
who take the classes. We do NOT solicit funds on site at the classes themselves.
I don't believe this use would voilate any of the by-laws of the library. Please
consider allowing us to use the library for our classes.
