Minutes - 1987 - Eagle Public Library - 03/09/1987 - Regular . '` \ ` Eagle Public Library Board Minutes March 9, 1987 7: 00 p. m. Library � Meeting called to order by President Ada C"stanzo. All board members present, except Leola Yucis who was excused. Also present were: Tom Minnow, City Council Liason; Kris Watkins and Donna Abbott, Friends of the Library. M/S/C Bothwell , Gaston that minutes of the Feb. 9 , 1987 meeting were approved as submitted. • •Librarian' s report: Statistics were noted. Circulation was about the same as Jan. 87. Forty-four percent (44%) of total circulation is by ACFLD card holders. The ACFLD cards are issued for three (3) years. We also get reciprocal borrowers from BPL apd Meridian. 4y, t,is:g7 Bills: M/S/C Bothwell , McColl that bill sAbe approved. Bill6 are now being handled as they were before the City' s $100 limitation. Discussed budget. Maintenance costs are below what was budgeted. The excess will go into the City general fund. \^ ' - President' s report: ROiil sent a letter to the Mayor on Board' s building plans. To' Minnow will talk to the Mayor about the Board' s position, which is to wait until the City moves out and for our community survey to be completed before any building plans are adopted. Policy manual changes were handed out. Members who did not review them will do so before next meeting and sign final draft. Carma' s evaluation will be discussed in executive session. Discussed having a list of new books, when purchased and when added to the shelf . Ann will make a list of new books when purchased and will note when they are added to the collection. This information can be put on the computer when it arrives. The lists will be posted in the library as well as sent to newspapers for publicity purposes. M/S/C McColl , Gaston that April be fine free month. "Come home, All Is Forgiven" is the theme. National Library Week is April 5 11 , with the motto, "Take Time to Read" . Glida will do publicity for these events. The local 4-H will provide refreshments for an open house during Library Week, and a film may be shown during the week. Ann has completed the procedural manual , and it is available for Board to review. . Friends: The Friends presented the library with a check for $30 frr membership in the Eagle namber of Commerce" Ann attends th� meetings. Dicussed with Friends representatives the terminology in the By Laws. Tom Minnow will check with the city r^� J • \ attorney for legal terms required. The F�iends stated that the .__ main purpose of the group is to support the library, and any left-over funds would be spent on the library, if the group dissolves. The Friends are considering having a booth at the Eagle \ Bazaar rather that sell food. The Friends are in need of new r�' `��` members. They will help on a "Let' s Talk ABout ` program for ' � '� . fall of 1987. Kris Watkins and Glida will work `on this. The Friends will help with the film program during the summer. • Computer: Has been delayed for four (4) weeks. A letter � ' dated Feb. 24 from Jake Hoffman at the State Library said the , vendor has been selected and the purchase order will be going out ' soon. /� Ann checked on the electric work which needed to be • installed for the computer. A rough estimate of $150. 00 was quoted. The Board directed Ann to get bids on the wiring. Ann also reported that the computer training will begin soon. 4 ACFLD Board meeting Wed. March 11, 7: 05 pm At Kuna. Ann will attend. Survey: Leola and Chris Gaston have been working on this. ' They came up with major areas which we could include in the ,`' survey. 1 . usage, why? why not? how much? 2. content, and other media (videos, tapes etc. ) 3. hours 4. location 5. subject areas (fiction, non-fig-L. etc) 6. age of user 7. financial support, ie. bond, raise taxes etc. for new library. Chris will check to see if BSU would ' to do the leg-work in the Fall of 87. , Tom Minnow said the could print a few survey questions on a bond election ballot in the summer of 87. Glida gave a legislative update. Several bills of importance to libraries are in the legislature. Retirement: Tom Minnow will check with Council about the amount of hours an employee must work per week to qualify for ' retirement. Tom Minnow also reported that the audit will be done at the end of the fiscal year. The City voted to go back to the procedure for paying library bills before the $100 limit was imposed on lirary purchases. The City will set up a separate library fund in compliance with state code for the next budget cycle, 1987-88. , Ada presented an assertiveness seminar for the Board to determine communications styles. This was taken from the assertiveness workshop which she and Ann attended in Feb. Meeting adjourned at 9 p. m. for executive session for staff evaluation. President Attest ^ ' 17r-PL •
