October 20 , 1986 7 : 30 P .M. Library
Eagle Public Library Board met at 7 : 30 P .M. October 20 , 1986
at the Library. Present were Ada Costanzo , President , Susan
McColl , Chris Gaston , and Leola Yucis . Also present were
Librarian Ann Gallinger , Joan Hill from the Friends , and Tom
Maile from the City Council . Glida Bothwell was excused. The
minutes of the September meeting were read. MSC , Chris , Susan
that the minutes be accepted as submitted .
Friends and Public Relations :
Joan reviewed for us the beginnings of the Friends and the
cooperation between the Friends , the Library , and the Board.
Suggestions relative to interest and motivation for the Friends
were discussed.
Plans were made for a tea to be given for the Friends in apprecia-
tion for all the work they have done for the Library. Chris offered
her house for the tea to be November 16th from 2 : 00 P .M. to
4 : 00 P .M. The Board will make personal contributions to cover
the expense . Leola will send out invitations .
Tom Maile will set up a meeting between the Library Board and
City Council to be November 3 , 1986 at 6 : 30 P .M. at the Library.
Librarian ' s Report :
September statistics were reviewed. Ann offered the information
that 35% of Library activity came from District Patrons . Bills
were presented and some discussion followed as to procedure for
paying them. MSC Leola, Chris that the bills be allowed . Ann
gave interesting reports on Automation Workshop in Ontario , Grant
Writing Workshop in Emmett , and the ILA Convention in Coeur d ' Alene ,
all of which she attended. The 1987 and 1988 ILA Conventions will
be in Sun Valley , however , a combined ILA and PNLA convention will
be in Boise in 1989 . Ann thought the ILA Convention this year was
especially good.
President ' s Report :
Ada told us the contract for Reciprocal Agreement with the Boise
Public Library has been signed. Susan and Ada met with the City
Council reaching an agreement for a 4% increase in wages for Ann
with a 1 year extension of her appointment.
ALA is offering a Free Communications Audit to small Libraries--
those serving 25 , 000 and under . Glida will send for this material .
A decision was reached to table non-resident fees until after the
district vote on dissolution .

Relative to closing for lunch hour after some discussion MSC ,
Susan, Chris that it was the Board ' s policy to remain open when
possible but if no staffing is available we feel our Librarian
needs a lunch hour .
