Civic Lane May 17, 2018 5:30 p.m. 1. CALL TO ORDER: The meeting was called to order at 5:32 P.M. 2. ROLL CALL: Present- BAUN, CROCKETT, FRIEND, HUFFAKER, MARSHALL, STIRRAT AND STOCKTON Absent - STOCKTON 3. APPROVAL OF MINUTES: A. Minutes of April 19, 2018 Stirrat moved to approve the minutes of April 19, 2018, as written. Seconded by Marshall. ALL AYES... MOTION CARRIES. Mayor Ridgeway would like the commission to be aware of the Plaza Drive extension from 2nd to the fire department out to Hill Road. The City of Eagle has been working with ACHD in securing a strip of land but according to ACRD, the documents were lost in their legal department. Next week ACHD will have it on their agenda. Ideas for the land are pickle ball courts, bocce ball, or an adult playground with swings. It could also be incorporated into the senior living apartments that are being remodeled. Another concern is Friendship Park and the lights that were used in the past but are no longer usable. Mayor asks the commission if they would support the tennis court being lit up again. Chairman Huffaker suggested that the discussion of Friendship Park be put on next months agenda. Commissioner Marshall asked if there are any updates on land purchase for future parks. Mayor Ridgeway stated there was an offer submitted on three properties on the west side of town. Commissioner Friend asked for the status regarding the water features at Guerber park. Mayor Ridgeway stated that the splash pad concrete is done. They are currently working on the fill in areas around the splash pad such as benches and planters. The goal is to have the splash pad open by next weekend. Once the splash pad is completed, the construction on the playground will begin. When both are completed there will be a ribbon cutting. Chairman Huffaker asked if the city has ever had any feedback regarding the lighting of Friendship park. Mayor Ridgeway stated those that are playing are the ones requesting the lights, not the neighbors. Chairman Huffaker asked about the plaza connection and linking to highway 44. Mayor Ridgeway stated, that is part of the plan. Vice Chairman Baun asked if the city has a plan for design concepts for the dog park or is a committee needed. Mayor Ridgeway stated we have reached out to Treasure Valley Little League & volunteers within the community that want to help. Our current budget is $177,000 for the dog park. Commissioner Stirrat inquired about the playground equipment that is being removed from Guerber park and what is being done with it. Mayor Ridgeway stated that some of the equipment is not repairable, but he is looking into possibly donating the rest to smaller cities that don't have a large budget, liability issues are a concern. 4. STAFF REPORTS: A. Trail Coordinator Report (SN) Commissioner Stirrat asked for information regarding the working groups for a -bike ordinance. Steve Noyes stated there are three workgroups that are in the process of being organized and there should be a draft available for the commissioners to view at the next PPRC meeting. Page 1 of 1 K: CITYTommittees PPROtemp work area PPRC 05-17-18mm.docx Commissioner Marshall inquired about the greenbelt connection to Eagle Island State Park and if the property owner Mr. Newman had given any feedback. Steve Noyes stated that Mr. Newman would like to see actual plans before moving forward. Commissioner Friend asked when the master plan draft would be completed for the commission to review. Steve Noyes stated either late summer or early fall. Commissioner Baun requested a presentation on the key topics to be given to the commission before late summer or early fall and stated the key topics can be emailed in addition to the staff reports prior to the next PPRC meeting. Steve Noyes stated that Don Stockton was appointed representative for the PPRC to the Steering Committee and it was intended for Don to share any updates with the commission. Steve stated he could provide the commission a preliminary report. Chairman Huffaker requested an update regarding FEMA and funding available. Steve Noyes stated there is a meeting tomorrow regarding Laguna Point and River District Alternative. Chairman Huffaker inquired about the Ada/Eagle Sports Complex and complaints regarding dogs and bikes colliding. Steve Noyes states that it begins with dogs being off leash and then escalates with the lack of understanding for the City of Eagle code. B. Community Enhancement Coordinator Report (CC) Christina Coats updated the commission regarding the Eagle Saturday Market and stated that vendors as well customers have increased from last year. Due to the increase in vendors, 2nd street has been more utilized. An upcoming event is the Gazebo Concert Series which is held the last Thursday of the month with a start date of May 31" from 6:30pm 9:OOpm at Heritage Park. The band is Billy Blues Band and there is a limit on vendors this year to only food and drink. Commissioner Friend inquired about 2"d Street and why vendors are not placed going south from State Street. Christina Coats stated that ACHD would require the City of Eagle to close 2"d Street from State Street to Plaza Drive plus be subject to additional costs for services to run the market. Commissioner Stirrat asked if there has been any consideration of using 15` Street south of State Street or moving the entire market to plaza. Christina Coats states there are other areas that have been considered including city hall. Commissioner Stirrat asked if moving the opening day of the farmers market from April to May this year has assisted in the increase of citizens. Christina Coats agreed that the date change along with LITE FM promoting the event live on site and it being a holiday helped with the increase. 5. UNFINISHED BUSINESS: Steve Noyes would like the request to be more defined regarding encroachments. Chairman Huffaker stated that the commission cannot define for the city what an encroachment is. Mayor Ridgeway suggests that if anyone thinks there is an encroachment to please contact Steve Noyes. Chairman Huffaker suggests emailing Steve with a description, location, and a picture. Council Member Pittman suggests that the council review what the encroachment is and to create an ordinance so it's easier to work with future developers who are working along trails. Steve Noyes states that the city is currently writing conditions of approval for new development to plant within the easement. Commissioner Marshall states that nothing should be allowed in the right of way without city approval. 6. NEW BUSINESS: None 7. REPORTS: A. Parks and Recreation Report: (SR) Page 2 of 3 Mayor Ridgeway stated that on Saturday at 4:00pm there will be opening ceremonies for the Field of Honor at Merrill Park. Immediately following the ceremonies there will be a ribbon cutting for the famous chicken coop. Mayor wanted to express his appreciation for Steve Noyes working with FEMA and Christina Coats with putting together the Saturday market and managing the downtown business owner complaints. 8. ADJOURNMENT: There being no further business motion was made by Marshall and seconded by Baun to adjourn. ALL AYES. MOTION CARRIED. The meeting adjourned at 6:52 PM.
