1. CALL TO ORDER: The meeting was called to order at 5:34 P.M.
2. ROLL CALL: Present- BAUN, FRIEND, HUFFAKER, MARSHALL, and STIRRAT
Absent - STOCKTON
Commissioner Marshall moved to adjust agenda to put 6A as 311 so we can get our visitors in and out in a
timely matter. Seconded by Baun. ALL AYES... MOTION CARRIES.
3. APPROVAL OF MINUTES:
A. Minutes of January 18, 2018
Friend moved to approve the minutes of January 18, 2018, as written. Seconded by
Marshall. ALL AYES... MOTION CARRIES.
B. Creighton Woods Development (Tamara Thompson)
Chairman Huffaker introduces item. Tamara Thompson representing the Land Group introduces the
proposed development of Creighton Woods, West of Banbury. There is about 50.92 acres of the project
and under an acre still needs to be annexed into Eagle and will be rezoned R-2 with a PUD. There will
be about 54 home sites and 64 lots total. This project follows the City of Eagle Comprehensive Plan.
The property is located near the Boise River. The area in the floodplain will be kept natural. The
pathway is about .54 miles and about 1.73 miles of sidewalk. There is an existing Greenbelt easement.
Commissioner Baun asks how much open space is in this project. She states about 30% range, but does
not have the exact amount. There is a pond that takes up some of that space. Commissioner Baun
inquires if there are parks or pathways that relate to this Commission. Tamara Thompson states that
there is a pathway system for residents, but there aren't any big entities similar to a park as these home
owners tend to put in their own recreation entities like pools.
Commissioner Marshall mentions the current working Trails Master Plan and there had been talks about
building a bridge that would connect the North and South sides of the river and provide more Greenbelt
on the South side. Commissioner Marshall suggests having a pathway that would allow residents to
eventually connect to the Greenbelt with the possibility of building a bridge to cross the river. Tamara
Thompson states that they will look into that option. Commissioner Marshall suggests extended the trail
on the East side so people would be more likely to ride the pathway instead of riding on the streets.
Chairman Huffaker asks Trails Coordinator Steve Noyes if there are any nearby trails. There are some
undeveloped lots that might be used in the future for connectivity. Trails Coordinator Noyes states this
would be a good connector to Eagle Island State Park.
Chairman Huffaker mentions a potential easement on Banbury. Commissioner Friend recommends
including a sportsman access and emergency access that will illustrate to home owners that there is a
public easement. Commissioner Marshall agrees with Commissioner Friend and supports a natural
pathway.
Chairman Huffaker asks what the proposed width and materials of the pathway. The proposed pathway
of Creighton Woods is a width of six (6) feet with a natural surface for home owner use. This pathway

is not a part of the easement but is a pathway within the subdivision. Trails Coordinator Noyes states
that he does not believe there is an easement through Banbury. There is concern about potential
easements that are in Banbury that are not known about to the staff and Commission.
Commissioner Friend's concern is letting the home owners aware that there is an easement and a
potential public pathway could be developed there. Tamara Thompson did state the home owners will
receive a plat with notes of the easement.
Chairman Huffaker states that there is a path specification that has been determined and asked Trail
Coordinator Noyes if this project would be held to those specifications. Trails Coordinator Noyes states
that the Commission can suggest material being used if the Commission sees this as a public pathway in
the future. The specifications are really only for City maintained trails and pathways. Chairman
Huffaker also mentions that maintenance is something to consider.
A big question for the commission is if it is realistic for there to be a Greenbelt system on the South
side. The commission is confused why only this property has an easement and not the properties
touching the development. Trails Coordinator Noyes states that emergency access should also be
considered.
Commissioner Stirrat states that without knowing the status of the easements on all sides of the
property, she is unsure if a decision should be made.
Commissioner Baun would like to see a plan for a sportsman's access. Commissioner Baun
recommends getting more information and planning for the future before making any motions.
Chairman Huffaker asks where they are in the process. Tamara Thompson states that she is not happy
being held up by the PPRC meeting and they are unable to move forward with Planning and Zoning.
She also states that as long as the easement stays intact, it doesn't matter what happens with the adjacent
properties. The developers do not want to clear an area and establish a path that doesn't go anywhere.
Tamara Thompson reiterates that the proposed pathway is for resident's only. The development would
be in agreement with a potential public pathway via a pathway at the NorthWest corner of the
development, in between two properties that would give access to the easement.
Commissioner Baun foresees potential issues with parking, as there is no public parking lot and thinks
fishermen and other public users will utilize the ACHD public roads in front of people's homes for
parking for river access, causing issues.
Commissioner Marshall moved to recommend to Planning and Zoning Commission that they
have the developer provide public access to the North West corner from that point on the road to
the existing easement and to have the developer put in a narrow, natural surface pathway,
minimally invasive to the environment there so they can wind it through the trees if need be, to
provide some access along the river. The subdivision would retain maintenance obligations. And
to make it clear in the development agreement that there is public access in that corner however,
they feel it is appropriate to do that. Seconded by Friend.
Commissioner Baun would like to include EMS access and equipment access with that motion.
Commissioner Marshall amends his motion to include allow access for emergency vehicles and
equipment. Commissioner Friend re- seconds.
Chairman Huffaker asks for a roll call vote. Baun - Nay. Friend — Yes. Huffaker — Yes.
Marshall — Yes. Stirrat - Yes. Motion carries.
Commissioner Baun states he voted nay as he would like to see a public access point.

A. Recreation Coordinator Report: (CS)
Chairman Huffaker introduces item. Recreation Coordinator Caitlin Straubinger discusses upcoming
recreation programs including more yoga classes. January programs included adult tap dance, card
making, Fit Over 50, Gentle Yoga, kids sports and a mini camp. In January there were 63 adult and 86
youth participants. January revenue was $5,253.72, up from $3,743 from last year. A photographer has
been contracted to take professional photos of the activities. The new Activity Guide should be out
soon. New basketball standards are being made at Merrill and Guerber Park. There are five groups that
have requested fields for the season. Summer camp registration is open. This is Recreation Coordinator
Straubinger's last meeting, so the Commission recognizes her for her great job.
Michael Huffaker recommends the Mainstreet Mile run be put on by the next Coordinator.
B. Trail Coordinator Report: (SN)
Chairman Huffaker introduces item. Trails Coordinator Steve Noyes discusses updates regarding the
Trails Steering Committee. The Committee was sent home with maps and a worksheet to determine trail
and pathway needs. A draft of the recommendation should be ready by May 2018.
The FACTS board is working on meeting with the Newmans to provide access that would help connect
to Eagle Island State Park. The next meeting will help reiterate the benefits of working with the city to
the Newmans.
Pamela Baker trail is going to be paved very soon.
Regarding flood damage recovery, an application has been submitted through the State of Idaho via the
Hazard Mitigation Grant Program (HMGP). There are still some grey areas regarding which funding
source we can tap into, HMGP or Fema public assistance. The City has asked for $1,291,774.03.
Chairman Huffaker inquires about Laguna Point. Trails Coordinator Noyes states that there is about 90
days left of an agreement where the City is acting as an agent and hopes to start construction within that
time. Chairman Huffaker also inquires if there are any concerns about marking the current hazardous
spots on the Greenbelt. Trails Coordinator Noyes states he has only received one phone call in which
additional barriers were placed. Otherwise, Trails Coordinator Noyes sees that there is enough room that
should reduce risks. The City staff will also continue to monitor the trails.
C. Community Enhancement Coordinator Report: (JH)
Chairman Huffaker introduces item. Community Enhancement Jenessa Hansen updates on Country
Christmas 2018. State Street was closed from Eagle Road to 2nd Street. The attendance in 2017 was
5,521 and for 2016 was about 2,000. There was also a growth in volunteers from 13 in 2016 to 28
volunteers in 2017. Vendors also increased from 29 vendors to 33 vendors.
Community Enhancement Coordinator reports that she went to an event training and is now a certified
International Festival and Events Associate.
Upcoming events include the Trail EggXtravaganza on March 17" at Merrill Park from 10am-12pm.
Yappy Hour will be April 20 at Merrill Park from 5pm-7pm.
Chairman Huffaker asks for an update on the rooster at Merrill. Director Williams states the Museum
Curator is working on getting that together.

7. REPORTS:
A. Parks and Recreation Director's Report: (TW)
Chairman Huffaker introduces item. Director Williams states that Administrative Clerk I interviews are
now over and references still need to be contacted. The Recreation Coordinator position is open and
about 30 applications have been received. Director Williams states First Interstate Bank has come
forward as a sponsor for the Gazebo Concert Series.
Commissioner Stirrat inquiries about the commission opening. There is currently only one application.
The deadline is March 5.
B. PPRC Liaison Assignment Report: NONE
C. PPRC Priorities and Long -Term Goals: NONE
Chairman Huffaker commends staff for their work providing new opportunities in the City, enhancing
the quality of life for the residents of the city.
8. ADJOURNMENT:
There being no further business motion was made by Marshall and seconded by Baun to
