1. CALL TO ORDER: The meeting was called to order at 5:33 P.M.
2. ROLL CALL: Present- FRIEND, HUFFAKER, MARSHALL, STIRRAT AND STOCKTON.
Absent — BAUN. A quorum is present.
Chairman Huffaker introduces the new City Council Liaison, Kenny Pittman. Chairman Huffaker also
announces Tyler Rackleff resigned from his position on the Commission and the opening has been posted.
3. APPROVAL OF MINUTES:
A. Minutes of Minutes of December 7, 2017
Marshall makes a motion to approve the minutes of December 7, 2017 with the change on
the second page, next to the last paragraph, third sentence from the end, "bike paths" to
"bike lanes". Seconded by Stockton. ALL AYES... MOTION CARRIES.
Commissioner Baun arrives at 5:37pm.
Chairman Huffaker introduces Troop 77 of the Boy Scouts.
Chairman Huffaker introduces the new president for the BMX track, Derrik Walz.
4. STAFF REPORTS:
A. Recreation Coordinator Report: (CS)
Chairman Huffaker introduces item. Recreation Coordinator, Caitlin Straubinger updates on December
programs and events including Eagle Country Christmas, which there were 46 participants in the
Reindeer Ramble 2 -mile fun run, a kid's tent with free activities for about 600 kids and a free carriage
ride.
In 2017 the City offered 241 programs, revenue was about $82,896.55, and there were 960 new
participants and 500 returning customers. In 2016 the City of Eagle is offed about 100 more programs
than in 2015. Senior yoga and kid's sports are currently the most popular ongoing programs. There is a
senior tour to JUMP in March that is already sold out. The Recreation Coordinator report shows an
increase in programs and participation each year. Summer camp registration starts on February 1.
Recreation Coordinator Straubinger reached out to Star to see if there would be interest in a joint
softball league and they did seem interested. The new Activity Guide will be coming out in March.
General Discussion. Recreation Coordinator Straubinger will send information about previous year's
revenue and other information to the Commissioners. Commissioner Friend tells Recreation Coordinator
"good job" for her efforts and states that the numbers and the quality of the activity guide reflect the job
well done.
B. Trail Coordinator Report: (SN)
Chairman Huffaker introduces item. Trails Coordinator Steve Noyes discusses the Trails Master
Planning, which they are working on 3-4 chapters of the working paper. The next committee meeting
will be in the next two weeks.

how the City of Eagle will connect with the City of Star. She appreciated the trails specifications that
the commission and Parks and Recreation Department has been working on. It appears that new
residential developments will be the best connectors.
At the last FACTS meeting it was discussed that ITD is taking on the project of putting in a Greenbelt
pathway all the way from the City of Eagle Greenbelt that ends at Ballantyne to the interstate on I-44 by
obtaining ITD rights of way. Estimated construction is 2023.
Trails Coordinator Noyes updates about the snow removal process. There was one attempt this year,
with some difficulties. The feedback was very positive as Trails Coordinator Noyes received some
phone calls regarding clearing the snow.
Trails Coordinator Noyes updates on the Pamela Baker Trail that was recently roughed in. Grading for
the ten foot pathway up to Chinden is underway, which is a huge connection for Eagle.
Trails Coordinator illustrates how big the trail system is in and surrounding Eagle. The City of Eagle
currently manages 11.32 miles of paved surfaces, 9.53 miles of natural surface trails, and 13 miles of
bike lanes (maintained by Ada County Highway District). The City is connected to about 8 miles of
trails that Ada County maintains at the Sports Complex and 22 miles of equestrian that is private. Trails
Coordinator Noyes would like to request Ada County do a bike/ped analysis to make connections more
complete. Trails Coordinator Noyes makes it aware that he has access to GIS that allows us to create
trail maps and provides other information. That is available through Steve Noyes if needed.
Regarding flood damage recovery. Trails Coordinator Noyes and Director Williams have been meeting
with FEMA. It has been positive so far and FEMA wants the City of Eagle to get the most out of the
emergency declaration as we can. At one site, 1 section could be fixed by FEMA and 2 sections could
be a state funded program called Hazard Mitigation Grant Program (HMGP). Each has different rules
and parameters.
Commissioner Marshall recommends encouraging ITD to use concrete for the pathway and planting
trees for shading along the planned ITD highway path.
Commissioner Baun has questions regarding the trails plan. He requests a map of the trails listed in the
total existing conditions trails mileage report. Commissioner Buan also asks if races/events and other
funding will be in the plan. Trails Coordinator Noyes states that they are not that far in the process but
that will probably be a part of the plan.
Commissioner Stirrat suggests making information available to equestrians of what trails they can use.
Trails Coordinator Noyes states the City cannot post or recommend any trails that are not City
maintained and current equestrian trails are private.
Commissioner Marshall suggests that we obtain an MOU with ADA County for the event process at the
Ada/Eagle Sports Complex and the City of Eagle should sponsor these events.
Chairman Huffaker asks about the status of the Laguna trail. Trails Coordinator Noyes is in talks with
the Army Corp and is in the process of submitting an application. We have entered a licensing
agreement that allows the City to treat that area for 120 days. Trails Coordinator Noyes states that there
is over a mile that will be treated with top gravel, 3/8 crush refines.

commissioners receiving city email addresses instead of personal emails for city business due to public
records concerns. The City of Eagle I.T. Department and the attorneys are looking into this and staff
will keep the commission updated.
B. Dream Big Discussion
Chairman Huffaker introduces item. Tim Williams is looking for more feedback regarding the dream
big list if anything comes about. Commissioners can submit ideas to staff.
C. Review of Resolution 17-34
Chairman Huffaker introduces item. Interim Clerk, Christina Coats, mentions that the biggest change for
the Commission is the attendance policy which states that members that miss more than 3 consecutive
meetings or 10% of meetings without a notice at least 15 days prior to the meeting will be removed
from their position. Business trips and illnesses are excused with notice.
There seems to be some concerns about the new change as the Commission usually only meets about 10
times a year, and missing one meeting would be over that 10%. Parks, Pathways and Recreation
Specialist, Christina Coats will clarify with the City Clerk.
D. Appointment of Chair and Vice Chair
Chairman Huffaker introduces item.
Friend nominates Huffaker as Chairman and Baun as Vice Chairman. Stockton seconds. ALL
AYES.. Motion carries.
7. REPORTS:
A. Public Works Directors Report (EZ)
Chairman Huffaker introduces item. The Public Works Director is not in attendance, however Director
Tim Williams updates that Public Works is working on updating the picnic tables. The chicken coop in
Merrill is finished. There will be a ribbon cutting sometime soon. Don Stockton recommends waiting
until Nancy Merrill returns to have a ribbon cutting.
B. Parks and Recreation Director's Report: (TW)
Chairman Huffaker introduces item. Director Tim Williams reports that he wanted to bring the E -bike
ordinance and concrete resolution to the commission, but he was unable to discuss it with the Mayor
prior. Commissioner Baun asks if the E -bike ordinance will be similar to Boise's, which Director
Williams states that it will based off the Boise ordinance.
Jenessa Hansen -Evans, Community Enhancement Coordinator is currently at an event school and will
come back with some great ideas and information for events.
Director Williams announces that Administrative Clerk, Katy Miller is no longer with the city. The City
is currently seeking someone to fill that position. There are currently 12 applications.
Director Williams and Trails Coordinator Noyes met with FEMA today and they worked on a working
paper for the trail damage. Bids for the trail repair came in and were way over what was expected. The
City is looking at around over 2 million dollars at the end of the repairs. The bids came in separately for
each project, so they might be awarded separately and can be worked on individually. Chairman
Huffaker states he would pass concerns to the Mayor's attention the time restraints and the importance
of getting this done prior to water being released.
The State of the City is March 7. Staff will keep the Commission informed.
Avimor is putting in an application to annex into the City of Eagle. Avimor would like to put a trail
through Rock Canyon (also known as "Little Grand Canyon"). If this annexation happens, Eagle will be
the largest land mass city in Idaho. Avimor would like to continue to maintain own trails. The parks are

currently privately owned, but Commissioner Baun notes they are open to the public.
Charlie Baun recuses himself as a member of Avimor, however can answer some questions as an
Avimor representative. Commissioner Baun states that this should be included in the trails master plan.
Commissioner Stockton asks about how the land acquisition for a new park is coming along. Director
Williams states that the City Council has an executive session regarding the property and no additional
information can be disclosed at this time. Commissioner Baun recommends City Council create a sub-
committee to look for park land and work on park acquisition. City Council Liaison, Kenny Pittman will
bring it up to the City Council.
