HISTORIC PRESERVATION COMMISSION
Meeting Minutes
Eagle City Hall, 660 E. Civic Lane
March 28, 2018 5:30 P.M.
1. CALL TO ORDER: calls the meeting to order at 5:30 p.m.
2. ROLL CALL: Present: STAFFORD, PENCE, DAVINA, WEDDINGTON. Council liaison
GOLD Absent: NICKEL. A quorum is present.
3. UNFINISHED BUSINESS:
A. Motion clarifying proposed historic district boundaries and what criteria was used to identify
the same.
Chairman Pence introduces the item.
Discussion regarding the proposed district map. Davina states that the criteria used to identify the district
boundaries, was based on information obtained from the Ada County Assessor to identify construction
dates of the buildings. Both she and Commissioner Nickel reviewed the structures generated the
proposed boundary. She then generated a map showing construction dates within the boundary and if the
property is a historic building (being over 50 years of age).
General discussion.
The Commission reviews the map generated the City Planning Staff for accuracy and suggests edits.
Weddington moves to approve the proposed historic district as present tonight (attach map) and to
identify the criteria used (Le. anything with a construction date 50 years ago or older) being

B. Review and approve survey language for proposed Historic District
Chairman Pence introduces the item.
Weddington offers to work on the survey language and bring it back to the Commission for final approval
at the next meeting.
Surveys should go live online no later than April 23'. Discussion regarding paying for the upgraded
subscription to Survey Monkey so the data can be downloadable
Davina moves to use Survey Monkey to collect the data and expend the funds for two months of
services. Seconded by Weddington. ALL AYE...MOTION CARRIES
C. Review and approve postcard language for May Open House.
Chairman Pence introduces the item.
Sr. Deputy Clerk Osborn relays information obtained from the Urban Renewal Agency Clerk regarding
the mailer they had distributed. Discussion regarding format and cost.
1. Confirm mailing geographic area for postcards. The Commission confirms that they would like
both the 83616 and a portion of 83646 to receive the post card.
The distribution date should be April 23`d for the postcard.
D. Review and approve final HPC brochure language prior to printing
1. Specify quantity to be printed.
2. Specify locations to be placed.
The Commission reviews the brochure and suggests edits. Edits will be made and brought back before
the Commission for final approval at their next meeting.

E. Discussion regarding Eagle Urban Renewal Agency.
Chairman Pence introduces the item.
Commissioner Weddington is interested in having a representative from the Urban Renewal Agency
attend and discuss current activities for both entities. Extend an invitation to the Urban Renewal Agency
to perhaps attend a meeting in April.
4. NEW BUSINESS:
A. Discussion and establishment of short term and long-term goals.
1. Adoption of action plan for the same.
Weddington moves to table this item to the next regular meeting. Seconded by Davina. ALL
AYE...MOTION CARRIES
The Commission agrees to allow public comment.
PUBLIC COMMENT:
Richard Ames 128 N. 2nd St. Eagle, Idaho. Mr. Ames inquires as to the mission statement of the
Commission is, as well as for the proposed district. He would like to know if Commissioners were asked
individually what the Commissions goal of the district is would the answers all be the same.
Discussion. He would like to have specific answers for why the creation of the district should be
supported. For example: What does it mean to someone who owns property within the district? How
does it affect me and my property? When would it affect me and my property? How much influence will
those who own property in the proposed district have versus those who live outside the district? These are
all things the Commission should be prepared to answer during their open house. Discussion.
Discussion of the creation of FAQ sheet. The Commission asks for this to be placed on the next agenda.
5. ADJOURNMENT: There being no further business
Stafford moves to adjourn. Seconded by Weddington, ALL AYE...MOTION CARRIES.
The meeting adjourned at 7:08 p.m.

The HPC is a group of resident volunteers" '`
that serve 4 -year terms. The HPC reports
directly to the City Council of Eagle.
We serve to benefit the Eagle community
by preserving aur past to promote our
City's unique character, culture and feel. We
believe it is rAecessary to preserve the past
as we build for the future.
}"n a joint effort, the City of Eagle, the
HPC, and the Eagle Historical Museum
have identified a number of -structures and
sites that significantly reflect our hioric
cultural and architectural -heritage. The
Eagle Historic Registry exists to protect
that heritage for the benefit of the Eagle
community. Membership in this registry is
honorary. No restrictions are imposed in
terms of what owners can or cannot do with
their property.

Through preservation we can ensure that
the City of Eagle remains differentiated and
a great place for all residents to call home.
Our history is important and the past will
inform the future. Through the preservation
of historical properties and sites, it allows us
to learn from, enjoy and experience portions
of a bygone era in our modern times.
The Historic Walking lour is an easy walk
across several blocks of downtown Eagle
past some of the oldest buildings in the
community. In front of each building, along
the tour, an interpretive sign provides a
brie history of each buildthg. A separate
broc-hure for the walking tour is available
at Eagle City Hall or at the Eagle Historical
Museum. Come and enjoy the history and
a casual stroll through the heart of Eagle,
Idaho.
