Minutes - 2017 - Historic Preservation Commission - 08/09/2017 - RegularTHE CITY OF EAGLE HISTORIC PRESERVATION COMMISSION Meeting Minutes Eagle City Hall, 660 E. Civic Lane August 9, 2016 5:30 P.M. 1. CALL TO ORDER: Pence calls the meeting to order at 5:37 p.m. 2. ROLL CALL: Present: STAFFORD, PENCE, URQUTAGA, WEDDINGTON. Absent: NICKEL, DAVINA. A quorum is present. 3. UNFINISHED BUSINESS: A. HPC Historic District "Open House" Preparation: Approve verbiage for advertisements. Approve verbiage and format for mailer to Historic District residents Set dates for Historic District Open House Review of announcement verbiage. Delete bullet point number 2. The first meeting will be to seek and provide input for those property owners and businesses within the district. The Commission would like to explain the benefits of the creation of the district, as well as the challenges. Chairman Pence introduces the item. At the last meeting an Open House was discussed for September 13'h after the regular meeting at either 6:00 p.m. or 6:30 p.m. Patricia Minkovich addresses the Commission. She writes for the Eagle Magazine bi-monthly and would like to write on the proposed open houses. Minkovich provides information on publication dates and conveys that if an article on the open houses were to potentially make the September publication, she would need to have it submitted next week. Discussion amongst the Commission regarding format of the open house and dates. Pence notes that he has talked to a representative from the Beautify Downtown Eagle Group and they indicated that there would be a place on the way -faring signs that the Beautify Eagle group are installing to put placards for the historic districts. Chairman Pence suggests re -working the news release, providing it to Communication Specialist for approval. The release will be distributed in accordance with City policy. Staff mentions that the City has a subscription to survey monkey that could be utilized for the survey on the district. Chairman Pence will work with staff on this matter. Commissioners Uriquaiga and Weddington will finalized the news release. Chairman Pence comments on another Open House for October 11'h to convey information to those homeowners that are on the historic register. The Historic Building Advisory Committee suggested this open house to let people know of the benefits of being on the register. Stafford inquiries about inviting Pete L'Orange from the State Idaho Historic Office (SHPO). The Commission agrees that this is a good idea. Chairman Pence will contact Mr. L'Orange. Amending the agenda to add approval of expenditures for the open house. This will include: advertising, refreshments, paper products. Stafford moves to approve $500 to cover the Historic District Open Houses. Seconded by Uriquaga. ALL AYE...MOTION CARRIES. 4. NEW BUSINESS: A. Minutes of July 12, 2017 Weddington moves to approve the minutes as written. Seconded by Stafford. ALL AYE...MOTION CARRIES. Minkovich comments on the open house. Page 1 of 3 5. REPORTS: A. Museum Curator Report Curator Dunn has submitted her report in writing. Pence states that if the Commission has any questions or concerns that they can reach out to the curator or he would be happy to on their behalf. Staff reminds the Commission of the Budget Public Hearing on August 15th at 6:00 p.m., as well as the Idaho Heritage Conference on September 20-22. Pence comments on the potential to add a historic building or marker at Eagle Island State Park, to recognize its previous status as a prison farm. The Commission will do a site visit sometime after September. 6. ADJOURNMENT: There being no further business Urquiaga moves to adjourn the meeting. Seconded by Weddington. ALLY AYE...MOTION CARRIES.
