PRESERVATION COMMISSION
Gig ° Special Meeting Minutes
Eagle City Hall, 660 E. Civic Lane
1. CALL TO ORDER: Culton calls the meeting to order at 5:32 p.m.
2. ROLL CALL: Present: NICKEL, STAFFORD, CULTON, PENCE. Absent: DAVINA. A
quorum is present.
Council Liaison Soelberg is present.
Chairman Culton states that item 4B will be continued to the May meeting. City Planner Baird
Spencer will address the Commission regarding historic district designation.
3. UNFINISHED BUSINESS:
A. NRHP Nomination — 2062 Hill Rd (Dicky Drive Barn)
Chairman Culton states that the owners of the Dicky Drive barn have been introduced to staff at
SHPO to work on the NRHP nomination.
B. Grants, Signs, and Plaques
Nickel is reviewing current plaques for errors. He has photographed them and will be meeting
with the Fischer's and Ms. Sharp and other property owners to review the plaques to ensure
accuracy. Discussion.
Commissioners will work with Museum Curator Dunn on language for plaques for the Aiken's
property, Blue Moose property, and old Methodist Church property.
Discussion of composing language for the Merrill Park chicken plaque that will be installed at
Merrill Park.
Commissioner Pence will work on the Blue Moose plaque, Nickel will work on the chicken
plaque and old Methodist Church. Pence will be asked to work on the Aiken's plaque.
Discussion.
E. Preservation Month — Walking Tour Brochures
Commissioner Stafford provides an update on the brochure. There are a number of corrections
that need to be made in the brochure. She is working with the company that assisted her in the
creation of the brochure. Deputy Clerk Osborn offers to assist in the generation of an electronic
file should the company not be able to retrieve it and also states that there is the option of making
the copies at City Hall. The Commission would like the corrected brochures available for history
month.
Davina arrives at 6:05 p.m.
C. Subcommittee updates
Commissioner Nickel provides an update on the guest speaker for May 25`h at 6:00 p.m. A
World War II presentation will be given by Chief Calley. Commissioners Nickel and Davina are
both working on advertising.
D. Museum Curator's Report & CLG Questionnaire
1. Review and approve item 2.E — IHSI Requirements and Standards for Documentation
Curator Dunn reports that she is creating new binders of the historic site inventory to distribute to
the Commission. The Eagle prison farm display is on schedule to be completed in time for Eagle
Fun Days. Discussion.

Curator Dunn reviews the CLG questionnaire with the Commission to ascertain answers to
questions.
Culton moves to approve and adopt the IHSI requirements and standards for
documentation that you all got a chance to review, motion to approve that. Seconded by
Nickel. ALL AYE ... MOTION CARRIES.
E. Preservation Month — Walking Tour Brochures — See above discussion.
4. NEW BUSINESS:
A. March 9, 2016 Minutes
Nickel moves to approve the minutes of March 9th as presented. Seconded by Stafford.
ALL AYE ... MOTION CARRIES.
B. Pete L'Orange — CLG Guidance and Discussion.
Mr. L'Orange has been asked to attend the May meeting.
City Planner III presents information on the Comprehensive Plan clarifying historic district
planning elements within the Comprehensive Plan and provides options for changes that could
be suggested by the Historic Commission to the Council for consideration of incorporation into
the plan. Discussion.
City Planner III suggests that the Commission identify an area that is #1 importance and discuss
what their desired outcome for the future is. Once that is identified, they should present the
information to the Design Review Board and City Council for their input.
Commissioner Stafford suggests working more closely with realtors so they know what
restrictions are placed on properties for development. Discussion.
Commissioner Nickel will work on quantifying the historic district elements and bring it back to
the Commission for discussion. This will dove tail with the Comprehensive Plan Update
process.
C. 2016 -2017 Budget Discussion
Staff asks the Commission to start thinking of short term and long term goals and putting
monetary figures to that for budgeting purposes. The City Clerk is looking for preliminary
budget numbers in May. Documents have been provided by staff for review.
Council member Soelberg urges the Historic Commission to utilize their budget. He also
mentions that the Eagle Urban Renewal Agency may be a resource for funding of some projects.
Soelberg suggests ways for the Commission to jump start interest with the Commission
including sponsoring a Fun Run, participating in Eagle Fun Days with a booth, utilizing an
internship or using a sponsorship. Discussion.
This item will be continued to the regular May meeting.
D. Historic Buildings Advisory Committee Update
Dunn states that the goal is contact everyone on the current historic registry and find out what
their future plans are i.e. develop the property, preserve the property, etc. And inform them that
the properties are on a municipal historic property registry and confirm their participation in the
same. Discussion
Culton reviews the composition of the Committee and results of the initial meeting.
E. General Discussion of Upcoming projects, events
1. Tech subcommittee — social media, registry map, other online resources

Culton discusses transferring some of these duties to Commissioner Pence. Deputy Clerk
Osborn advices them to meet with the City's Media Specialist so she can review City policies
pertaining to media and transfer any rights.
5. ADJOURNMENT:
There being no further business, Nickel moved to adjourn. The motion was seconded by
Davina. ALL AYES: MOTION CARRIED ..................
